SUBJECT: Oakley Infrastructure Financing, Phase I
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the County Administrator or the Director of Planning to enter into a contract with Ralph
Anderson and Associates for preparation of a finance pro ram for school, park and fire facilities for
the Oakley area, upon receipt of participating funds of $5,000 each from Oakley Union and Liberty
Union School Districts. The amount of the contract is not to exceed $25,000.
BACKGROUND:
On September 10, 1984, the Director of Planning presented a report on the Oakley Infrastructure.
Finance Program outlining the scope of work to be completed by the selected consultant.
In preparing the proposal to finance infrastructure needs, a phased approach was used with emphasis
on immediate and mid-range needs, over the next 5-7 years, for which more traditional means of
financing are not available. The scope of the first phase of infrastructure financing includes land
acquisition and development costs for an additional fire station; elementary, middle and high school;
and a community park. The financing of operation and maintenance costs for fire and park facilities
will also be included in the program. The first phase would be structured to include infrastructure
improvements which would total about thirty million dollars, and a specific action plan for finance
implementation.
On October, 1984, the Board of Supervisors authorized the Director of Planning to negotiate a
contract wit Ralph Anderson and Associates to be financed cooperatively by the advance of funds
from the County and Special District sources with assistance from the Oakley Union and Liberty
Union School Districts. The contract negotiations have been completed and the Planning
Department is in receipt of a contract endorsed by Ralph Anderson and Associates for services not
to exceed $25,.000.
The scope of work proposed by the Planning Department has been endorsed by the Oakley and
Liberty Union School Districts and by the Oakley/Knightsen Fire Protection District. Additionally,
the Oakley and Liberty Union School District Boards have each committed to participate in funding
the finance program for up to $5,000 each.

AUTHORIZED County Administrator to execute contract between the County and Ralph
Anderson & Associates for preparation of an infrastructure financing plan for the
Oakley area; in connection therewith REQUESTED the Public Works Director, Director of
Planning, and the County Administrator to look at what may be done further to
finance needed infrastructure in addition to an area of benefit and including the
VOTE OF SUPERVISORS assignment of the work to a consultant or county department.
