RECOMMENDATION:
ACCEPT monthly update on the operations of the Community Services Department.
FISCAL IMPACT:
No impact from this update.
BACKGROUND:
Attached is the fifth monthly report on the operations of the Community Services Department. This
report includes updates on fiscal, personnel, enrollment, grant applications, recruitment, and other
program issues.
To enhance oversight of the Community Services Department the County Administrator is conducting
monthly meetings with the department to receive updates on program issues and to plan and/or
authorize actions that may be needed. To ensure they remain updated regarding the status of the
program, the Board of Supervisors directed the County Administrator, or his designee, to provide
them with a monthly status report.

Patricia Stroh,PhD I am submitting the following report to ensure ongoing communication with the
Program Services
Director County Administrator regarding all issues pertaining to the Head Start program and
the Community Services Department.
A. Fiscal Report
1. In accordance with the Administration for Children and Family's program
instructions dated April 29, 2005, the department mailed the Program
Improvement Grant applications for Head Start and Early Head Start
on June 27, 2005. These one-time funding supplements will provide
needed facility improvements at several Head Start centers ($228,820)
and would provide two Early Head Start infant-toddler classrooms
at the Powers site in Richmond ($657,000).
B. Personnel Report
1. The Board of Supervisors appointed Joe Valentine, Deputy Director of
the Seattle Department of Human Services,to be the new Community
Services Department Director.
2. The department completed the competitive selection process for the Family
Advocacy Manager. Joanne Denardo, a former Family Advocate, has been
appointed to the Family Services Unit created in the Reorganization of
Comprehensive Services.
3. The department will continue to strengthen its middle-management by
hiring two Assistant Directors and an Accountant III during the month
of July.
4. The department continues to actively recruit for Site Supervisors, Master
Teachers, Teachers, and Associate Teachers.
5. The Personnel Administrator met with the Labor Relations Officer to

prepare for the CSD unit table proposals for the upcoming negotiations.

C. Department of Education
1. CSD was approached by the California Department of Education and asked to
step in to temporarily operate a program providing services to abused women and
children. We have identified 7 children to provide education and comprehensive
Head Start services to clients at the George Miller Site in Concord.
D. Local Grants
1. Twelve sites received the First Five Commission Ready, Set, Read Grant. Each
site will receive a workshop for parents on one of several topics along with$500
worth of vouchers to spend during the August 20 First Five Commission Resource
Fair.
2. The West County Unified School District(WCCUSD) Adult School has received
a grant to conduct parent workshops on varying topics such as Positive Discipline
and Transitioning to Kindergarten. CSD will provide the students (CSD parents)
and the meeting space for these workshops.
E. Special Proiects/Activities
1. An open house will take place at the Lavonia Allen site in Bay Point on Friday,
July 22 to celebrate the new HUD housing in the area.
2. CSD is partnering with the Consumer Credit Counseling to provide weekend
workshops focusing on money management and financing for CSD staff and
families to take place on several Saturdays over the next few months. The
Consumer Credit Counseling organization will also train CSD staff to provide
workshops in the future to CSD families.
3. Pat Stroh, Program Director, and Camilla Rand, Assistant Director,met with Erin
Gabel from Supervisor Gioia's office, and Linda Jackson from WCCUSD to
discuss strategies for State Preschool and Head Start to explore how best to
collaborate in providing more services in West Contra Costa County. Additional
meetings will be scheduled in the future.
4. The CSD "Helpline," as part of the Family Services Reorganization, has been
implemented to provide families with resource and referral services.

5. Camilla Rand was selected for the Johnson&Johnson Management Fellows
Program at the UCLA Anderson School of Management that is designed to help
Head Start directors gain both executive and entrepreneurial management skills.
The fellowship has an intensive curriculum including human resources
management, organization design and development, financial management, data
analysis, operations management, and marketing. Dr. Pat Stroh and Mickey
Williams, administrative leaders of the Community Services Department are also
UCLA Fellows.
F. Economic Ovyortunitv Council,Community Action & Enerey
1. The department completed and submitted, on time, the proposed Calendar Year
2006-2007 Community Action Plan on June 3 0, 2005 to the State Department of
Community Services and Development.
2. The Economic Opportunity Council and the department are also working together
on a membership recruitment drive to fill existing vacancies on the Council.
Advertisements will be placed in local newspapers to seek new members.
Interviews will be held in August.
3. Efforts are underway to organize a half-day planning retreat for Saturday,
September 10, 2005 with the Economic Opportunity Council.'The primary focus
of this retreat will be the prioritization and development of self-sufficiency
programs using 2005 and 2006 Community Services Block Grant:ftmds.
4. The department is reviewing ways of using its Housing &Energy Assistance staff
to assist the County's One Stop Centers and the Department's larger Head Start
Centers for the purpose of expanding program services at these locations.
5. The department was notified by the State Department of Community Services and
Development that our close-out report for the 2004 Low Income Housing &
Energy Assistance Program had been accepted. This highly successful program,
which provides financial assistance for energy bills, energy education and

weatherization services to eligible low-income county residents,provided over
$1.7 M in program funds to approximately 4,669 Contra Costa families in 2004.
The 2005 Low-Income Housing & Energy Assistance Program has provided over
$857 K to date in program funds to approximately 2,603 Contra Costa families.
6. The department recently met to renew the Memorandum of Understanding with
Building Inspection whereby weatherization services are provided to low-income
county residents.
G. ACF Special Review of Head Start
1. Region IX sent a team to "follow-up" on the February review of deficiencies first
found last October in the Head Start program.
2. The team spent time at both Fairgrounds (Antioch) and Brookside (Richmond)
reviewing files, systems, safety improvements, and meeting with parents, staff,
partners, Supervisor Federal Glover and verifying corrective actions approved by
the Board.
3. A debriefing was held on June 22, 2005 upon their departure at which time the
department was advised that:
• Corrective actions are evident and now part of the program culture.
• Required training on standards of conduct has been accomplished.
• Children's files are completed and in compliance.
• Ongoing monitoring of program requirements is now in place.
• Safety improvements (gates, locks, cameras) are functioning and being
monitored.
4. Region IX will forward their findings to Washington, D.C. for review and action.
We have not received word of the Washington Bureau review.
