SUBJECT: FEE WAIVER FOR USE OF CROCKETT COMMUNITY CENTER C., 71+
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
WAIVE fees in the amount of$ 1,400 for use of the Crockett Community Center's facilities by the Crockett
community, Crockett area. (District 11)
FISCAL IMPACT:
There is no impact on the County General Fund. Funding is derived from County Service Area P-1.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
On Saturday October 2,2004 the Crockett Improvement Association will host the 13`h Annual Festival on the
Strait. The Festival was voted among the best community festivals in the East Bay by the Readers of the
Contra Costa.Times in 2000. The Festival began as a central fund-raising opportunity for local organizations
and has grown to include a variety of arts and craft vendors from throughout West Contra Costa County as
well as expanding the number of local organizations that participate each year. The Festival gives Crockett
residents a sense of community and affords an opportunity for families throughout the County to visit and
enjoy the unique character of Crockett.

The very"hometown"parade features the local high school marching band, Fire Department, children and
parents of the Crockett Playgroup,the local dog walker and her customers as well as a local arts troop of Taiko
Drummers. Drawing approximately 2004 people the day is an excellent opportunity for Crockett to shine for
its residents and visitors. Relatives of residents have for years planned their vacation to include the Festival
and it's famous off season fire works which are launch from the local high school football field. Organization
of the Festival this year is an example of how valuable the residents of Crocket believe it is.
When the two groups who normally undertake the Festivals organization decided to take a break for the year
to pursue different opportunities,town resident rallied and enlisted the sponsorship of the Crockett
Improvement Association so the Festival could take place.
Under these new organizers, corporate sponsors were solicited allowing the Festival to attract more elite
bands,to purchase high power walkie-talkies for the day of the event that will be donated to the Crockett
Recreation Association and attract some new vendors.
The Public Works Department will conduct a review of the Crockett Community Center rental fees and fee
waiver policy. If adjustments are necessary,the Public Works Director will bring the recommended
adjustments and recommended policy changes before the Board for approval.
CONSEQUENCES OF NEGATIVE ACTION:
The community would not benefit from this day is a celebration of the unique aspects of living in a small and
close knit community on the Carquinez Straits. The community volunteers would not have the opportunity to
contribute to the event.
