Ross Animal Services Administrative NAME DEPARTMENT DIVISION Administrative Services Assistant III Administrative Officer Martinez Full-time OFFICIAL JOB CLASSIFICATION WORKING JOB TITLE Place of Work and Assigned Hours Administration T,me Required Description of Work: 20% Budget: I am responsible for directing the department's budget activities ; I review and evaluate budget requests; collect budget data; estimate revenue and expendi- tures; prepare the final budget; represent the department relative to budget matters with the County Administrator's Office, Auditor-Controller, and the Board of Supervisors; I must also maintain budgetary controls over expenditures. This involves control over requisitions and special review of all capital outlay requests. 20% Personnel : I advise the Animal Services Director on the organization of the department; represent the department on personnel matters; advise the Animal Services Director relative to recruitment, testing, classification, affirmative action, safety, Worker's Compensation, training, employee selection and evaluation. 20% Supervision: I supervise the department's clerical unit and Spay Clinic (see organiza- tion chart) . I also provide direction and supervision to Animal Control Super- visors engaged in training, public information, education, facility's maintenance, vehicle management and administrative projects. 10% Employee Relations: I advise the Animal Services Director on employee relations' issues; evaluate negotiating demands for departmental impact; act as liaison between the department and the County negotiating team; process and carry out disciplinary actions; act as the departmental representative on grievance matters; attempt to solve labor relations' problems before formal action is taken by employee organizations. 10% Licensing Program: I am responsible for the administration of the County's computerized animal licensing system. This work involves the monitoring of licensing projections and actual licenses issued; the projection of revenue from licenses; the setting of work goals and priorities and the coordination of various aspects of the pro- gram with Programming, Data Processing, Central Services, Contract Veterinarians , and Animal Services Department staff. 5% Data Processing: I evaluate departmental operations and procedures and coordinate the auto- mation of these procedures where feasible; arrange for the training of depart- mental staff in data processing methods and terminology; provide liaison with the data processing division. 5% Facility Management: I evaluate facility needs and provide for capital outlay where necessary; provide for proper building maintenance; coordinate building maintenance with the Public Works Department. Coordinate acquisition and disposal of property. 5% Vehicle Fleet 1%nagement: I evaluate vehicle fleet requirements and oversee proper procurement and maintenance; coordinate vehicle maintenance with the Public Works Department. 5% Other Duties: Represent the department as required before boards, commissions and citizen groups; act as departmental hearing officer on- complaints filed under the Animal Control Ordinance as directed by the department head; prepare studies and reports on departmental operations; act for the department head in her absence on administrative matters and other assigned areas of responsibility.
