(98% Zero Tolerance Trust Fund, 2% CAC} General Fund) CHILDREN'S::IMPACT STATEMENT Coordination 'and support of all five Contra Costa County Children's Report Card outcomes "Children Are Healthy and Ready fpr School" "Youth Are Healthy and Preparing for Adulthood,,, "Families Are Economically Self- Sufficient", and "Families and Communities Are Safe" by reducing harm done to children who witness violence, increasing safety and employability, and enhancing quality of life. REASONS FgR RECOMMENDATIONS/BACKGROUND: Zero Tolerane for Domestic Violence is a multi-jurisdictional initiative designed to reduce domestic/family violence and older abuse in Contra Costa County by breaking the generational, traumatic and progressive cycle of violence. Devorah Levine has acted as the Zero Tolerance for Domestic Violence Coordinator since January 2003, and as such, has been responsible for overall management of Zero Tolerance. This contract will allow Ms. Levine to continue governmental oversight and coordination functions for the initiative. In addition the contract provides for limited staffing support for the Children and Families Policy Forum as needed. CHII.DRF.N'S IMPACT STATEMENT Services under this contract directly support three community outcomes identified in the Contra Costa Children's Report Card: (3) "Families that are Economically Self-Sufficient", (4) "Families that are Safe, Stable and Nurturing" (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families", by providing refugee case management and employment services to assist families in obtaining and sustaining non-subsidized employment. BACKGROUND: Contra Costa County has experienced an increase in the Refugee Cash Assistance(RCA)program caseload. These refugees are difficult to serve as they come from several countries in Africa, Asia, Eastern Europe and the Middle East and speak a variety of languages. Without intensive language supported employment services, it is anticipated they will not become self-sufficient by the time their 8-month time-limited eligibility for federal RCA benefits expire and therefore, will become dependent on the County General Assistance Program. The Contra Costa County Department of Education provides services to recipients of Refugee Cash Assistance, including but not limited to, case management, interpreter services, referral to ESL/training resources,job search assistance,job placement,referral and assistance in obtaining social security benefits, training and work transportation assistance, and advocacy services. The goal of the program is to assist newly arrived refugees to become self-sufficient through employment. BACK =RO TND: Regents, University of California San Francisco (UCSF)will provide research and evaluation services for the PACT Program (Providing Assistance to Caregivers in Transition). Research and evaluation services augment family caregivers knowledge of available options and alternatives for care recipients, increase the number of care recipients transitioning to the community, and increase the caregiver's ability to make informed decisions for care recipients. Ongoing services include an analysis of client recruitment, assessments, and care planning experience, survey of hospital and nursing home discharge planners, and analysis of caregiver outcomes and experiences. Dr. Robert Newcomer, Ph.D., Professor and Chair of the Department of Social and Behavioral Sciences at UCSF will lead the design and evaluation of the PACT Program. Dr. Newcomer demonstrates an operational knowledge of Contra Costa County. This contract is being amended to add additional components to the contract including the development of Revised Pian for Program Randomization and the development of Satisfaction Survey Instruments and attendance of weekly staff meetings. BACKGROUND: On April 20, 2004 (Item# C.65), the Board approved the participation of the Employment and Human Services Department(EHSD), through a contract with the Catholic Charities of the East Bay(CCSB), in the State Transitional Housing Program-Plus (THP-Plus). Under this program, the State Department of Social Services will provide 40%reimbursement of the transitional housing program costs for emancipated foster youth. CCEB, through its private fundraising efforts, will be responsible for the 60%in-kind match. This Board Order will authorize EHSD to renew the contract with CCEB for FY 2004-05 for transitional housing services. The contract amount of$27,200 represents the 40% anticipated reimbursement based on the available matching funds ($40,800) already raised by CCEB.
