ADOPT Position Adjustment Resolution No. 19758 adding a Network Technician I position;
canceling Clerk-Recorder Data Processing Manager position #5795; and abandoning the
classification of Clerk-Recorder Data Processing Manager in the Clerk-Recorder's Office, as
recommended by the Human Resources Director.
FISCAL IMPACT
Annual net savings of $2,988.00 in salary are associated with this action.
BACKGROUND
This action is requested by the Clerk-Recorder to reflect the department's new technology,
which has evolved from batch processing into a network environment. The Clerk-Recorder
Data Processing Manager was assigned technical duties as a result of the new system. The
retirement of the Manager allowed the department to appropriately classify the duties and
responsibilities.
CONSEQUENCE OF NEGATIVE ACTION
If the position is not reclassified, the duties and responsibilities are classified inappropriately
and compensated at a higher rate.

ABANDON:Classification of Clerk-Recorder Data Processing Manager
• The Clerk-Recorder Department is requesting this action to appropriately
classify positions to reflect the new technology being used. The department's
technology has evolved into a network environment, which replaced batch
processing.
• Over the years, the batch processing unit was dispersed. Most of the data entry
positions were transferred to the Recorder's Unit and are now overseen by an
Information Systems Assistant Supervisor. The Clerk-Recorder , Data
Processing Manager was assigned technical duties as a result of the new
network environment. Because the Manager has a slightly higher salary than
the Network Technician, the department is reclassifying the position when
vacated. The retirement of the Manager in February allowed the department to
appropriately classify the duties and responsibilities.
• The new position will be responsible for user support, systems and application
management, and vendor partnering. Duties include installing computer
equipment, monitoring and administering network systems; developing and
coordinating network solutions; contacting vendors for on-site support; and
implementing new technologies.
• There is an annual net cost savings of$2,988.00 in salary.
• There are no union issues; both classifications are unrepresented management.
• Effective date is September 1, 2004

FISCAL IMPACT
Annual cost of $12,048.00 is included in the Fire District's FY 04-05 budget and there are no net
County costs associated with this action.
BACKGROUND
This action is requested by the Fire District to meet the workload demands in the Fire Prevention
Bureau.
The Accounting Technician position is no longer needed but a new Fire Prevention Technician
position is necessary due to the increase in plan submittals and the implementation of a new State
code, which is anticipated to be approved January 1, 2005.
CONSEQUENCE OF NEGATIVE ACTION
If the position is not allocated, review of plan submittals for California Fire/Building codes are delayed
and code compliance will not be ensured.
It is critical to add the position now so that the Fire District can take appropriate steps to secure
compliance when the new State code goes in effect.

• This action is requested by the Fire District to meet the workload demands in the

• The Accounting Technician position was vacated due to a retirement in
December of 2003. The duties and responsibilities were distributed to
appropriate staff. The Fire District Fiscal Specialist assumed fiscal duties and
the payroll clerk assumed clerical support duties.
• The new position will be responsible for implementing the new State code,
which pertains to urban/wildland interface and hazardous fuels reduction. Duties
include identifying high Ore severity zones and various types of fuels in those
areas, establishing water supplies and emergency access, locating placement of
structures and identifying defensible space. In addition, this position will also act
as a liaison to the Diablo Fire Safe Committee.
• It is critical to add the position now so that the Fire District can take appropriate
steps to ensure compliance when the new State code goes in effect.
• According to the Fire District, annual cost of $12,048.00 is included in the
department's FY 2004-2005 budget. The Fire District is a special district, which
is funded primarily from property taxes collected within its boundaries. Its
revenue budget, in excess of $70,000,000.00, is separate from the County's
general funds. There are no net County costs associated with this action.
• Local 2700 and Local 1230 are both notified.
• Effective date is September 1, 2004

The attached Position Adjustment Request (P300) is being submitted to add one full-
time (40/40) Fire Prevention Technician position. This action is necessary to meet
workload demands in the Fire Prevention Bureau.
It is estimated that approximately ten percent (10%) of this position's time will be spent
in Engineering (i.e., new construction pian review and approval). This is necessary to
accommodate the increase in plan submittals.
For the remaining ninety percent (90%) of the time, this position will be responsible for
implementing a new State code anticipated to be approved January 1, 2005. The new
code pertains to urban/wildland interface and hazardous fuels reduction.
Implementation of the new code will involve identifying high fire severity zones and
various types of fuels in those areas, establishing water supplies and emergency
access, locating placement of structures, and identifying defensible space. This
position will also sect as liaison to the Diablo Fire Safe Committee.

Medical Records Coder position and adding one Senior Medical Records Technician position.
FISCAL IMPACT: This action results in a yearly cost savings of approximately $3165.
BACKGROUND: The Senior Medical Records Technician will be assigned to the Martinez Medical
Records unit and is needed to provide lead duties. The supervisor for the unit, an Accredited
Records Technician, resigned in June. Historically, Health Services has had tremendous difficulty
recruiting Accredited Records Technicians and has decided to leave the position vacant. The Senior
Medical Records Technician will be added to assume some of the duties previously performed by the
Accredited Records Technician. Duties of the position will include planning, assigning, and
coordinating the work of Medical Records Technicians, completing detailed analysis of medical
records for chart content and documentation requirements, and assigning diagnostic and procedural
codes for billing and statistical indices.
RESULT OF NEGATIVE ACTION: The medical records unit operates 24 hours per day, 7 days per
week. If the Senior Medical Records Technician is not added, the unit will have inadequate oversight
and supervision.

FISCAL IMPACT:
There is no cost associated with this request as one Patient Financial Services-project position is being
cancelled to add one classified merit system position.
BACKGROUND:
On June 1, 2003, the Health Services Department implemented the Centralized Financial Counseling Unit.
The unit serves as a starting point for patients seeking to schedule non-urgent medical appointments at the
hospital and eleven health centers located throughout the County.
The creation and implementation of the new Patient Financial Services Counseling Unit removed Patient
Financial Services Specialist from their locations within three hospitals and medical centers and placed them
in a centralized call center.
At the time of implementation, the number of positions needed to staff the center was uncertain and
therefore, project positions were established to provide initial staffing.
Recently, the Health Services Department completed a review of current staff workloads and job
responsibilities and determined a need to continue all project positions at the call center on a permanent
basis.
CONSEQUENCES OF NEGATIVE ACTION:
Should Patient Financial Services Specialist-Project positions not be transferred to permanent merit system
positions, there may be an impact on recruitment. Recruitment to fill vacant project positions has in the past
produced minimal numbers of candidates. Minimal numbers of candidates will not allow the department to fill
vacant positions, which has an impact on providing services to patients. There will be a longer wait period for
patients to speak with a Financial Services representative.

• The Department is requesting to Add one Patient Financial Services Specialist position for the Financial Counseling Unit of
the Health Services Department and Cancel one Patent Financial Services Specialist-Project position.
• The project position#12074 in the Financial Counseling Unit has been vacant since April 30,2004.
■ On June 1, 2003, Health Services Department implemented the Centralized Financial Counseling Unit. The unit serves as
a starting point for patients seeking to schedule non-urgent medical appointments at the hospital and eleven health centers
located throughout the County.
• The creation and implementation of the new Patient Financial Services Counseling Unit has removed Patient Financial
Services Specialist from their locations within three hospitals and medical centers and placed them in a centralized call
center.
• At the time of implementation,project positions were established to provide initial staffing. The number of positions needed
to staff the center was uncertain.
• Health Services has determined there is a need for all project positions at the call center. A subsequent P300 request will
be submitted to transition project positions and the incumbents into the merit system. At this time, the department is
requesting to replace one project position with a classified merit system position.
■ The duties of the Patient Financial Services Specialist Include interviewing patient's to identify sources of payment on all
inpatient and outpatient accounts, interpret provisions and requirements of Federal, State and County aid programs and
explain to the patient their rights and obligations on financial coverage for medical services, make appropriate referrals to
agencies to determine patient's eligibility for medical coverage, and interview relatives, attorneys' employers to obtain
financial information to secure payment, and identify and follow-up on unpaid accounts which involve interfacing with
various private and governmental resources.
• There is no cost with this request as one Patient Financial Services Specialist-Project position is being cancelled to add one
classified merit system position.
• AFSCME Local 2700 to be notified when P300 is scheduled for Board action to add one Patient Financial Services
Specialist position.
