Therefore, I have decided to resign my appointment as a commissioner but would very much like to continue working as a committee member of the Communications Committee. Since the Communications Committee holds its regular meetings on Tuesdays, when I am working in Orinda,I am able to attend those meetings. Additionally, most of my contribution to AC5 has been working with this committee on special events such as the annual awards celebration. I believe in the work of the Commission and hope to continue my affiliation for many years to come in any way that you find my contribution worthwhile. Sincerely, J—\-,04 Eileen Ward At-Large Commissioner Michael Manley 6 Goethals Court Clayton, CA 94517 (925) 672-1196 FAX(925) 672-1176 E-mail: mikemanley3f"7a,aol.com August 10, 2004 Hon. Federal Glover Chair, Board of Supervisors CONTRA COSTA COUNTY 651 Pine Street Martinez, CA 94553 Dear Chairman Glover: With a great of regret I herewith submit my resignation as a member of the Contra Costa County Arts&Culture Commission(AC5). At the end of this month I will be moving to Roseville, California and the distance involved between my new home and Martinez makes my continued membership on the commission unrealistic. I've enjoyed my tenure on the commission;I believe the work it does is important to all the citizens of Contra Costa County, because encouragement of the visual and performing arts at the county level is critical in view of the retrenchment of the state in this area. The arts form the "glue"which welds our communities together as a people. AC5 performs a vital service as it publicizes and recognizes art and artists, and otherwise encourages their work. Its growing role in arts education is of the utmost important, especially in view of continuing cutbacks in these areas by the public schools. Hon. Federal Glover Page 2 Contra Costa County is indeed fortunate in having an arts commission composed of dedicated people, headed by chair Bob Rezak who has devoted more than ten years to the growth and nurturing of this body. I encourage the Board of Supervisors to continue to support AC5, as you have in the past, during these tough budgetary times. Thanks to you and your colleagues for allowing me to serve. Countywide Youth Commission Me - To: Internal Operations Committee From Adam Chow, Countywide Youth Commission Program Coordinator CC: Date: September 3,2004 Re: Countywide Youth Commission At-Large Appointments for 2004-06 The Countywide Youth Commission (CYC) Appointments Committee has made its recommendations to fill vacant At-Large Seats. The Appointments Committee solicited applications from the public for several estimated At-Large Seat openings. Applications were due by May 31, 2004. The Appointments Committee received approximately 25 applications. Each applicant was contacted via US Postal Mail to attend an interview with the Appointments Committee. These interviews were held on July 15t` and phone interviews were conducted for those would were not able to attend this date. After each applicant was interviewed, the committee then discussed and ranked their recommendations for At-Large Positions. Applicants are recommended based on 1) community involvement; 2) awareness of the needs in their community; 3) passion, dedication, and commitment to youth issues; 4) personality/ability to connect with others; and 5)ability to enhance the CYC. I want to be a member of the Countywide Youth Commission to help out the local youth and really make a difference. I feel that 1 have not done enough for the community and for youth and 1 want to take action and get something done. Also, a,friend of mine who is in the Youth Commission, Bilal Chaudhry, recommends me. 2. List the 3 most important issues for youth and why you consider them to have the greatest effect on youth in our society. How could you, as a CYC Commissioner, help to address these issues? 1. Not being able to voice their opinions 2. Not finding anyone to trust 3. Falling under stereotypes First, not being able to voice one's opinion does not let them be heard and thus 120 changes cap, be made for the better. If there is an injustice in this case, it cannot be solved, and so it can affect youth greatly. I am prepared to listen to the youth and do as much as I can, with my power, to provide for change. Trust is something hard to find but is also something necessary for youth. I will listen to the Youth and will be trustworthy. Lastly, stereotypes are hurtful and unjust I will do all I can to solve problems dealing with unjust stereotyping by listening and taking action. 3. What are your current community and school activities and what skills have you learned or used in these activities? 1 have yet to join many comn?unity activities which is why I am eager to be apart of the Youth r Commission. I am also, joining the Environmental club and KEY club in my high school to help.out with the community. 4. What special skills and talents would you bring to the CYC? To Whom It May Concern: As a counselor at Deer Valley High School, I had the absolute pleasure of working with Daniel Abizeid. Daniel is an amazingly dedicated and driven student. Only a few students that I have worked with have navigated high school's academic challenges as effectively as Daniel. Daniel started high school a year younger than his peers and was forced to maintain an extremely rigorous academic pace. During his first year at Deer Valley High School he showed incredible growth, both academically and socially. As he reached his junior year he became the strongest student in all of his classes. He has a quest for knowledge that I find to be extremely rare. Being a counselor, I have had the opportunity to talk with several of Daniel's teachers and received valuable feedback from them. Every one of his teachers has conveyed to me that Daniel possesses a rare maturity and poise in the way he goes about his academics. He has an inquisitive nature that challenges teachers to be at their best. He leads others and sets the tone of ambition and integrity. I almost wish I was a teacher and had the opportunity to see this side of Daniel. I find it truly difficult conveying Daniel's personality. He is soft-spoken, driven and mature, but also extremely kind and engaging. He is a very special student, one that is well respected and well liked by his peers and teachers. Perhaps most impressive is how he balances everything he is involved in. He challenges himself with the most rigorous classes and I am sure he will be quite successful in whatever atmosphere he finds himself in. I have seen Daniel's confidence and maturity grow over the two years I have known him, and I believe that he will continue to flourish. As a counselor, it has been an honor and a privilege to witness Daniel's courage in dealing with the obstacles that face him. I will miss his energy, intellect and t kind personality. In closing, I would like to fully recommend Daniel Abizeid, Sincerely, Christopher Harbord Deer Valley HS Counselor (925) 776-5561 chrishartford@antioch.k12.ca.us Mail: Countywide Youth Commission Fax: (925) 646-6708 75 Santa Barbara Road,2"a Floor Email: ccyouthvoice@hotinail.com Pleasant Hill, CA 94523 Questions? Call Adam Chow at 925.640,4228 6— 4--04; 8: 13AM; ; 1 92S 246 8371 x 3/ iia CYC Membership Application I Q. Why do you want to be a member of the Countlywide Youth Commission? IA. I want to be a member of the Countywide Youth Commission mainly because I want to help the community. Also, I worked in the Moraga Youth Involvement Committee for a couple years, and just recently decided to try a different Youth group for a broad range of experience. 2Q. List the three most important issues for youth and why you consider them to have the greatest effect on youth in our society. How could you, as a CYC Commissioner, ` help to address these issues? 2A. In my opinion, drugs, social status, and grades are the most important issues for the youth I have encountered. Drugs, as we all know, damages health and ruins lives. Social status,at my school, slave-drives the young teens. Kids ditch old friends, dress atrociously, and gossip just to be "popular." And finally, a simple letter marked on a progress report discourages a countless number of clever children. So many, who could actually make a difference in the world, give.up around the age of ten. As a CYC commissioner, could make it known to the youth of Contra Costa County that there is more to life than drugs, social status, and grades. 3Q. What are your current community and school activities and what skills have you ` learned or used in these activities? 3A. Currently, I am the Recording Secretary ofMYIC, but the year is ending and our last meeting is nearly here. I have learned to be more responsible, and almost get rid of my Chronic Procrastination disease. At school, right now I am taking drama so that I have some experience in speaking in front of people. Last, but not least, I take classes at Diablo Valley College after school. In these classes,I have experienced college life and learned a good amount from the lessons. - 3Q. What special skills and talents would you bring to CYC? 4A. Corning from a different Youth Committee, maybe there are some recommendations I can find plausible for CYC. I have a set of the laws of MYIC, and there might be some would improve and extend the amount of work CYC does for the community. Also, I can play the piano. 6- 4-04; 8: t3AM; ; 1 325 246 6371 # 4/ 10 Sara N. The reason I want to be a Countywide Youth Commissioner is because,as in being in the Moraga Youth Involvement Team,I have gained a skill I thought I might never acquire without hard work and labor, and this skill is team work. In team work, there are many branches that branch off, like leadership, perseverance, and respect of the peers around me. 2. Three main issues I know about our youth in our county are the following. First, most of our youth lives inside the house more than they go outside the home. Most of this is because youth spend too much time on computers, game consoles and TV. Second, youth has been having a major problem with being active in their communities. The reason for this is because kids just don't want to meet other people other than their own friends. And finally, the kids in their schools, families, and counties don't get to know the other families, schools etc. around them. The way I can change these issues in the community is having great events to keep the youth involved, and to get out of their houses to meet new people around the community. 3. Some of the current community involvement teams I am in are the Moraga Youth Involvement Team. I have been with them for 3 years and each year I have been building up my status. I went from Joaquin Moraga intermediate school representative to the Vice President. We have hosted many dances and parties for Moraga's youth. 4. Some of the special skills that I will bring to the CYC are strong team work. This is important because we need strong team work to keep the committee together. I will also bring leadership to the CYC. This is important because if the ,- 4-04; 8: 1 3AM; committee does fall out of hand, someone is needed to get the committee back on track. I will also bring many good ideas to the committee that will help bring the community together..All this is important because not too many committees succeed in showing what they can do because of committees out of control orjust not having that many ideas for there to build on. s 5- 4-04; 8: 13AM; E Joseph Captain 1969 Joseph Dr. Moraga, Ca 94556 925-631-+0714 , capta_ injoseph@ comcast.net Objective: Seeking a position that will challenge my abilities and enthusiasm in working with other teens towards building mentally strong;young teens. 1 Work Experience: 1- TEAMS at Lawrence Hall Of Science 2002-present • Biology lab • T.A. I would like to be part of the CYC because it is a.desire of mine to have an affect and to have input on my society. I also believe that my efforts would create a product nothing less than salubrious to the community, therefore the community wouldhave much to gain and nothing to lose while I would be a part of the CYC. 2. The three most important issues facing youth would be: drugs, things to do with spare time(and where to do them),and safety, I consider drugs to an important issue because every I see how it effects the lives of youth, along with, hearing their opinions on use. Along with being dangerous, the use of drugs can also be costly. A youth commissioner could find a program to give personal, attention to middle school and junior high, school students, ages that require positive attention as to gain a good head with.logic, morals, etc. This attention would.of course come from"down to earth"high school students and possibly college students. No high authority personnel (teachers, policemen:, etc)and no students trying to get another good looking thing on their transcript or resume, however it is seen, while actually having no skills a good idea would be to request those interesting in regular or group therapy/motivational hearings. For finding things to do with spare time, commissioners could request others (who don't do much)to spring off a place.to go to or a club, much thought it needed for this. Safety wise,I would suggest the police force to patrol actual harmful. crime, unlike how some cops spend their time "laying down the law"with such trivial crimes such as "Hollywood stops",minor accidents (accidentally parking 6 inches in a handicap spot), skateboarders.BMXers etc(a big one),and so on. 3. The major activity is a combination,of both school and community really. It is a school club which interacts with youth from the Bay Area Rescue Mission. in Richmond, giving the kids something productive to do on certain.days while their parents are busy. 4. While my schoolmates and my contacts at Bay Area Rescue Mission lead completely different lives,we are all faced with similar problems regarding growing up. l know kids can have a positive input into issues of sting the county. I've seen motivated teenagers get involved, question authority, and be part of the solution. I wish to be one of those people. The Three Most important issues I believe the three most irnportant issues facing teens are broken, homes, school pressure, and drugs and alcohol abuse. I have seven.these issues eating away at teens everyday. Children who have been raised in a broken home often heal with theirproblems alone, with little guidance or a sense of direction. These built up emotions can lead to depression, violence, abuse of substances, and diminished self-esteem. There is so much pressure that surrounds school, whether it is socialor educational. Balancing the two can be difficult, driving kids mad. There needs to be resources that help teens effectively deal with these issues. Also, I think: it is helpful for kids to focus on others in need verses focusing solely on their own grades and social life. The third most important issue facing society's youth today is drugs and alcohol. It is something that has tarn my awn family and friends apart, and it contirmes to extend to people around me. My father began drugs as a youth, and in his adult life continues to face his addiction. What many kids aren't aware of is that it can.stay with them for the rest of their lives, only malting for a harder and failed life. Teenagers have this mentality that they are somehow immortal, so abusing drags and alcohol has become the norm. I want to help address drug abuse in the community. Current Community And School Activiti" In 2003, I founded the Didactic Club, a group that travels mombly to the Bay Area Rescue Mission in richmond, California to promote the importance of literacy to their residerds' children. I'm also in the prooess of having .my club visit senior horses, reading and hopefully building relationships with therm as well. I have participated in community projects involving the arts. I was at the initial meetings for project development for the Walnut Creek Film Festival. Although this project was not successful, I learned quite a bit about motivating community members and organizations. My Special Skills And Talents I would bring leadership skills that I have developed over the last year as the founder of the Didactic Club at Aoalanes High School. As the committees in the commission develop projects, I can assume a leadership role and help direct projects to a successful conclusion. Due to the experience I had growing up in different households,I feel another skill I possess is relating to different people in different circumstances. 05/28I2004 17.24 9259302832 AF'PLSEDENVIROT7EVELOP PAGE 03 i May 28, 2004 To Whom It May Concern,.. Also I think that by participating as a commissioner I would be able to improve some of the problems that are occurring today. Being on the Countywide Youth Commission would allow me to make an impact on the area that I live on, and that is important to me. 2. Although there are many different issues right now in my community I think that the top three problems are the budget problem with schools, kids having nothing to do after school, and also the drug and alcohol problem. The budget problem is affecting our schools, and in many of my classes teachers don't even have enough money to make photocopies for everyone in the class. I think that as a CYC Commissioner I could help set up things like paper drives, and other school supply drives. Also I could help set up things that promote awareness about the lack of supplies at schools. Another one of the problems is that kids have nothing to do after school, and they just hang out downtown, I think that I could help out by trying to find out new activities that kids could do and then also inform the kids about them, so that they are not just hanging out downtown. The last problem is the drug and alcohol problems. As a CYC Commissioner I would hope to help raise awareness about the danders of drugs and alcohol, and provide the youth with more information. 3. Currently I am a Girl Scout, and do a lot of community service and charity work. Because of Girl Scouts I have learned how to present my ideas, and make ideas into actions. Last year I completed my silver award, and because of that I know I am a hard worker. We have learned hove to present ideas to adults, and prepare presentations that are easy to understand: i am also a camp counselor at two different camps, and through that I have learned a lot about responsibility and leadership. I have also learned how to work better with other people. Another thing I am involved in is the Peer Tutoring program at my school, In that class I help a person with special needs in their Geology Class, Because of Peer Tutoring I have improved in working with people with special needs, and I am much more patient. 4. 1 think that I am able to work well with other people, and I am a very hard worker, I am dedicated to what I do, and I am also able to come up with new ideas and solutions. I want to be a member of the Commission, because I think that the youth should be more involved in the actions of the county and more aware of what's going on. I wish to reach out to the youth of Contra Costa County and help them overcome such issues as drugs and alcohol, teen pregnancies, and peer pressure. Being on the Commission would give me the opportunity to use nay skills to help the youth of our community: 2. Three important issues of the youth are cultural acceptance, education, and community involvement. I believe that everyone should be tolerating of other cthnicities, cultures, and religions. We.can only achieve the status of a community if we all come together. Recent vandalism at schools in the arca only exposes our weakness insuchan area. I think that in order to build tolerance, the CYC could organize guest speakers to visit schools and talk about different cultures. I remember in 7a`grade,after the 9/11 attacks, a Muslim guest-speaker was very enlightening and introduced new information that I never knew. I hope that we can bring this enlightenment to all youth in our area and help them see past the color of one's skin or strange customs. Secondly.,T believe that education is very important in our lives, because it builds the foundation for the youth to succeed as adults. However, because of the recent budget cuts and loss of state funding, our schools are no longer at top quality. I thinly that in order to improve the duality of education, the CYC could introduce the prospect of having students evaluate their teachers, which should be taken into consideration when their job is in jeopardy. This also gives.the youth of Contra Costa County a greater say in th.-ir education, Lastly, community involvement of teens is.an issue, that if solved, could be alI- encompassing. If teens are involved more in the community, they will beep busy and feel goon about helping ethers. Schools already have many cor"mj*tit;r ser<nVe clubs. The CYC could encourage the.youth to join such clubs as an easy way to help out ethers in the area. It could also encourage other clubs that are not geared towards co-nim-unity serzrice to commit some hours to.helping others. For example, a math club may be able to help struggling teens during lunch. Or! chess olub could visit elementary scho,r,is to t"cb thern how to I,iay (,.hers, There, are.thou-sands of opportuxiities out there, and.I he liewe that we could all help our vriwh achieve them to better ow r..o7nrxyr.tni v as a whale. 3. I am founder and president of the SciFair Club at my school, whichx li be plan i-ng a scienee fair for the elementary schools in our community for the.following year. I oversee a board of 12 individuals, as well as tht-regular club n,cmlers, and deleptp.tasks. This has helped me become a good leader and have good organization. I have participated in Tae Kwon Do since.,I was.'9,which has tmight me discipline and respect for myself,,the aommunity, and athero I am on the varsity, sgpeech team at Monte,'Vista, and 1 hope I.can add my communication skills to the Commission. Additionally,I serve in the Core group for amnesty international, which has taught rime how to work well with a group of people to coordinate events and help others around the&bc, Finally,I am a Teaching Assistant at Diablo Valley College, which has helped the develop good people skills. I have also leen able to feel the reward,of helping, others conquer tough problems, aod,t rape, that I will be able to help our county conquer similarly difficult problems. They simply need to be added up and subtracted. 4. I am full of ideas and love to contribute. I think I will bring lets of energy and enthusiasm to.the Commission.J.also am taking Spanish,French, and Chinese,so,I could help reach out to people speaking different languages. Being on the:speech and debate team has also boosted my confidence in public speaking, and I've always loved approaching an audience, and whatbetter an audience than a.county that I could help, one step at a time,if accepted on the Commission, Diablo Valley Cotlege San Ramon Valley Campus A 3150 Craw Canyon Place+San Ramon,CA 94583 925.866.1822+www.sr vc.ne t Countywide Youth Commission 75 Santa Barbara Road, 2nd Floor Pleasant Hill, CA 94523 May 17,2004 Dear Countywide Youth Commission: It's an immense pleasure for me to write this recommendation letter in support of Mr.Jonathan Wu.' Jonathan first concurrently enrolled in my intermediate algebra class(math 120)in the summer of 2002 while in the seventh grade. This was a challenging course for regular college freshmen but he worked conscientiously with a clear sense of purpose and strong academic curiosity and taking the initiative not only help his fellow students but to recommend strategies address the diverse needs of the students. Jonathan was the youngest student in the class and the youngest I have ever had the opportunity to teach at a college level since 1979,yet he possesses the strongest analytical and problem solving skills. His ability to analyze and solve problems with a very mature perspective was especially impressive. Jonathan is the type of student who is able to identify the crux of a problem, examine possible strategies and select the most efficient strategy to execute. He then follows up by reflecting on his solutions to ensure meaningfulness before writing the final solution using complete sentences when he deemed it necessary. This kid just amazes not only me,but almost anybody(young or old)who is had the opportunity to either work with him or learn from him. Jonathan's strong cooperative and collaborative spirit coupled with his strong analytical skills and ability to connect with his peers made me select him along with two other students as the primary group leaders to either facilitate group discussions or help various groups solve difficult mathematical problems or simply share his organizational skills. Throughout the semester Jonathan's scores were all at the A-grade level and his final semester grade was an A. In fact he was the top student out of a class of 50. After a hectic summer session filled with college math work and extra curricular activities including competitive tennis Jonathan still had the energy, compassion and motivation to go to China to teach English to high school students well above his age. Since then,he went on to excel in Honors Trigonometry/Pre-calculus,Calculus and Statistics while concurrently enrolled at Monte Vista High and Diablo Valley College. In the spring 0f 2003 Jonathan volunteered as a teaching assistant in my Elementary Algebra class and demonstrated an unusual level of mathemathecal maturity, the ability to communicate effectively with peers and adults;my students ranged in age from 14 to 70 years but each age group respected Jonathan for his maturity of thought, independence, and ability to,explain complex problems with clarity, innovation and empathy. I was so impressed I hired him as a paid Teaching Assistant for that particular course in subsequent semesters up to this semester.I also had the opportunity to discuss and learn from Jonathan some of the social behavioral, economic and academic problems facing today's youth and his ideas for mitigating them. I have to admit I was quite impressed and proud of his mature ideas and solutions despite his youth;he came across like a seasoned youth counselor with a good vision for today's youth. In fact I plan to invite him in the fall as a guest to lecture to my Algebra class,to address resiliency, focus, hard work, organizational, communication skills and other strategies that can help young students succeed in college. I believe that tolerance of races and sexuality has a great impact on youth because some people cannot accept ethers for differences. Feer pressure has a great effect on youth because the youth of our county may feel pressured by friends or the "popular"crowd to do drugs, smoke, change the'way they act,or fail classes. Lastly, I think that pressures of society have an effect on youth because they feel that they have to succeed and go on to higher education after high school. As a CYC commissioner,I could help to address these issues by raising awareness and soften the appearance of races or differences in sexuality. For cultural tolerance, assemblies and activities highlighting the talents and exotic aura of each culture could awe younger children and learn to be tolerant earlier on. To stress the need for tolerance, people need to understand that those with different sexual preference are people too and are similar to us. Starting in the earlier grade levels with talks and assemblies with gay or lesbian speakers can ease the appearance and mystique of them. To address peer pressure, I could help by telling friends and peers about the aftermath of those who started smoking or doing drugs. Peer pressure ties in with tolerance because youth want to be accepted and feel pressured to be received. Society has many pressures on the youth. They basically set the guidelines that you have to succeed, you have to graduate, and you have to go on to college. Society needs to remember that college isn't for everyone and some people can do just as well without it By showing parents of today's youth that a fraction of the population who don't go to college or achieve highly in high school still can do great things. 3) My current school activity is the ECK Club which stands for Environmentally Concerned Kids CIub. In the ECK Club, the members are responsible for Northgate High School's recycling of bottles and cans. from this club,I have learned and applied communication, motivation, and teamwork skills to get the job done. Pve also volunteered at one of the memorial gardens at Northgate High School. While helping in the garden, I have learned and used communication giving and receiving directions and teamwork to get the garden looking better. 4) 1 would bring to the CYC an open-mind, a problem solver, a team player,a communicator, creativity and organization. During group projects, I'm open to other ideas and accept them. I enjoy trying to solve word problems or just looking for logical ways to answer something. In a group presentation, I take the initiative to take charge but I try to make sure everyone has an equal say and equal share in the presentation. I am a communicator because I'll go to teachers or other students if heed a paper or have questions about certain assignments. I am mostly organized and keep papers in folders or sections if they arc similar to each other. Northgate High School 425'Castlerock ltd. Walnut Creek, CA 94598 May 24, 2004 To whomever it concerns: I am writing this letter to recommend Gregory Toy to the Countywide Youth Commission. Gregory is an intelligent and artistic young man who will bring a diligence and a caring commitment to the Commission and to the youth it serves. I have known Gregory for the past year as his 9t'grade English teacher at Northgate High School in Walnut Creek. During our year together Gregory has continuously produced quality, thoughtful and creative work ranging from critical essays to elegiac poems. Gregory always extends the lessons beyond the assignment, tackling difficult issues with mature understanding. He has produced a puppet production of Cyrano de.Bergerac and, for his co-editorship of our monthly poetry magazine, created individual paper Easter baskets with poems mounted on cut-out Spring animals and eggs, easily the most creative and dynamic edition of the magazine all year. I'm sure that Gregory will bring the same creativity and hard work to his job as Countywide Youth Commissioner. I would like to be a part of the Countywide Youth Commission because I feel that I have a duty as a citizen to be of service to my community. I believe that my commitment would be a good experience for me and beneficial to the community. I'm interested in government, and administration, and i think that the CYC program would be a good place for me to start. Furthermore, I know I would work my hardest to fulfill my commitment. 2. Three of the most important issues that confront youth today are: drug and alcohol problems, peer pressure, and competition in education. Clue to funds for education decreasing, there are fewer openings in classes. This compounds the stress and the competition at school. As a CYC commissioner, I would bring these issues up in meetings and work to find ways to reduce these problems. For drug and alcohol problems in particular, I would discuss more programs that could be started,to deal with these issues. 3. In school 1 participated in WEB ( Welcome Everybody), a program to familiarize the incoming 6th graders with their new middle school environment. I walked away from that program with skills to work with younger people, and to help resolve their problems. I'm also a school office aide, where I've learned to work with the secretaries to run the office. I've played softball for seven years. i now play on a very competitive team, where good teamwork is required. 4. Some of my talents include writing, speech writing, and quick thinking. I won 1 st place in my school speech contest, and advanced to the district competition. I am good at debate and political thinking. I believe that these skills would help me in the CYC program. Kelsey is an eighth grade student at Stone Valley Middle School in Alamo California.. I have known Kelsey for the past two years. During the current school year I have had the opportunity to observe Kelsey on a daily basis. Kelsey is our first period office aide. The first period of the day is always the busiest part of the day in the office, many parents and students coming and going, the phones are ringing, the teachers are hurrying off to class. During this harried period Kelsey is always calm, cool, and collected. Working in an atmosphere with so much activity is a challenge to most people, adults and children; Kelsey seems to thrive on this energy. Kelsey is the office aide in-charge of filling photocopying requests for teachers. Kelsey works like a professional at her job, it is extremely rare that a teacher sends back one of her "jobs". When Kelsey has finished her work in the copy room she looks for other things to do in the office. Kelsey is always on time (or early) to work., she is extremely conscientious and hard working. As a student on our campus Kelsey has maintained an academic grade point average (G.P.A.) of 3.8. Kelsey was selected by her teachers to become part of the student orientation committee, W.E.B. (welcome everybody) as a W.E.B. leader. Kelsey's selection to this committee was based on demonstrated leadership skills during her seventh grade year. I strongly recommend that Kelsey become a part of the County Youth Commission. Please call me if you have any questions about Kelsey. It is no surprise to me that she has grown into an outstanding student with her curiosity, unlimited passion for life and outstanding conversational skills. She continues to have a dry and hilarious sense of humor concerning issues that are common to kids her age and unlike many teenagers, she is poised and very comfortable around people of every age. I would strongly recommend Kelsey for any position of responsibility and public interaction. She is a great fit for the Youth Commission. She is smart, resourceful and fun. The second reason I would like to be considered is, the learning experience. I believe that this can make me a more well-rounded person, and I will know more about the place I live in, which is of huge importance to me. The final, and primary reason, for my interest in the council is just to get involved. The experience that I have acquired so far in my life, has taught me that when there is something you don't life, about yourself or the world around you, you either learn to live with it or you change it. I know that our county is not perfect, and I don't want it to be because then it would be boring; but I do know that we can get a little closer to it, by stating the issues that are important to us, and actually doing something about it. Wanting to change the world for the better, and not being able to do so, is like a prison, but actually having the power to make a difference, is almost like a miracle. 2. Some issues facing our youth today are, peer pressure and self esteem issues, cutting back on the arts in schools, and teen pregnancy. I believe that teens today are so influenced by the media, television and the Internet, that things like, anorexia and self- mutilation are coming of sport. Teens are offered guidance counselors and parental talks, but everyone who has ever been a kid knows that the last thing you want when you are going through something is to be confronted by a bunch of adults who only want to scrutinize and lecture you. I believe, that by organizing more teen mentoring and big buddy programs can help to solve this issue. When a politician is moaning for an office, they say, "they are the candidate for the people, by the people", and that's what kids today want, kids. They don't want to listen to someone who was their age 30yrs ago; they want someone they can better identify with. Letting art programs in school, get turned away, is in my opinion, just plain wrong. Being an avid player in the arts, myself, I know how it can change a person for the better, and that I would not be even '/2 of the person I am today with out it. ,Another reason being, the fact that taking a simple drama coarse can help in the majority of _. .. _. . 05/27/2004 14: 22 9255166512 rl-A r- all jobs, period. It provides good leadership skills, it is one of the only subjects that causes a person, to use bath the left and right side of the . brain, it helps people be more opinionated, and it can help your people skills, and most every job involves working with other people in some way. Raising awareness to why the arts are so important and possibly doing some fundraising or starting after school art programs can help with this issue. Becoming a teen parent is starting to become increasingly more common. More teens between the ages of 12 and 18 are becoming parents everyday. That is right 12. 1 know that this is a problem, not easily dealt with. But I do think that by having more choices for kids, extra curricular activities, and possibly starting a drive or fundraiser to help xaise money for teen parents everywhere, can definitely help. 3. I, am a huge performing arts fan. I am involved in both my high school theatre, and an outside theatreprogram called "The Newstar Children's Theatre Company". I am have also been in dance and choir in the past and have been performing on stage, for as long as I can.remember. I. was the 61' grade class president commissioner, for my middle school. I was also in the 7"' and 8t' grade leadership classes at my junior high. T have also been a tutor for elementary school students. I was also the valedictorian, of my 8`' grade class. I have gotten honor roll since the 4"h grade, and have been in GATE for the past 7 years. I have discovered, that in this, I have become a very outspoken person. My confidence has taken a huge boost, and as odd as it may sound for someone who is often onstage, but I have also become a much better team player. Always working with a coordinator, or director has made ine be able to understand taking directions, but at the same time, command a room and being a leader. 4. I believe, that if Z am chosen as a member of this council, then you will have a very opinionated person, someone who cares about the world around her, and someone who wants to help make a difference. And someone who can. bend her middle fingers back at a 90-degree angle. She also has the ability to be an ardent listener when people talk to her. Juliet has the trait of being self-motivated and taking charge in any situation, where a leader is needed. I recommend without hesitation any position that Juliet Paulson would apply for. Any organization would be fortunate to have this highly qualified young woman on their team. I have known Juliet, for the past two years, as one of my students in the New Star Children's Theatre. She has performed in 6 productions with my company and is now involved in her 7` production. Juliet is a very confident, intelligent young lady who I have come to know better over the past two years. She is talented and shines when she is in front of an audience. She also has taken on leadership duties in our group, having became an Assistant Director in training, and having to be in charge of sets and props during performances, Juliet is well-liked among her peers in our group and I have always enjoyed talking with her. She is intelligent and feels comfortable to share her views about issues with others. I feel that Juliet would be a wonderful addition to your youth commission and am giving her my recommendation for this position. Call Adam Chow at 925.640.4228 Megan Telles 1.Why do you want to be a member of the Countywide Youth Commission? I would like to be a member. of the Countywide Youth Commission because I would really like to be involved with the current teen issues in my community. I want to be part of a group that can discuss these issues and find solutions. I feel that it is really important to make a difference in your community when given the opportunity, and I would like to take advantage of the opportunity presented by being a member of the Countywide Youth Commission. 2. List the 3 most important issues for youth and why you consider them to have the greatest effect on youth in our society. How could you, as a CYC Commissioner, help to address these issues? The first issue that I think is important for youth is to stress the consequences of using drags and alcohol, in particular the consequences of drunk driving. As a CYC Commissioner, I could help to address these issues by spreading awareness. We could make flyers of statistics and short true life stories that could be posted in areas where teens tend to congregate. Although this issue is taught in schools, it is not a very realistic portrayal of how drugs and alcohol are used in the high school scene. I think supporting programs like Every 15 Minutes is more truthful. The second issue that I think is important is getting information to teens about having safe sex, rather than sending a "Just Say No" message. Sex amongst teenagers is nothing new and is going to continue for years to come. The "Just Say No's message is not realistic or helpful. What would be helpful, and I as a CYC Commissioner could help to achieve this, would be to get Teen Pregnancy Centers and doctors offices to give information to teenagers about birth control and how to it can be obtained. The third and final issue, which I feel is the most important, is teaching teenagers how to contribute to their community as compassionate humanitarians. This does not only apply to community service and to those who are less fortunate. People are needy in across every demographic in different ways, whether the need is money or simply a friend. The teenage years are the time that we should be taught that it is part of our duty as a member of society to give back, because this a time when we are actually able to go out and do something. We cannot wait and assume that someone else is the good neighbor giving back; we need to step up and be that someone. I think this message would be most affecting if it was taught be students rather than adults telling kids to "go out and do something". As a member of CYC, I could help to organize meetings for kids interested in giving back that would give them ideas on how to do so, because most often I find that people are willing to give back but they do not know where to start. 3. What are you current community and school activities and what skills have you learned or used in these activities? In my community, I have been a lector at my church. This activity has taught me a vital skill of public speaking. I used to get very nervous to speak in front of people and now I am completely comfortable speaking in front of an audience. I volunteer at the Cambridge Crisis Center in Concord; this has taught me the value of giving back to the needy. I have also improved my Spanish-speaking skills since the people that come in are mostly Hispanic and do not speak enough English to be conversational. I tutor a sixth- grade girl in history and English twice a week during the school year. More than anything, this activity has taught me how to explain something in different ways in order to help someone understand. This has proved to be a valuable skill for me, because instead of getting frustrated when someone doesn't understand an idea that I am trying to get across, I have learned to explain it another way until they do understand. At school, I am a member of the Varsity soccer team.. This activity has taught me more skills than probably anything else. I used the skill of having to set goals and work to achieve them. I have had to compete for something that I really want, and be a leader of a group of people with a good combination of forceful motivation and kind understanding. As a member of team, I have had to work together with others in order to achieve a common goal. I also participated at my school as a member of Model United Mations where I learned to be a skillful debater. 4. What special skills and talents would you bring to the CYC? I feel that the special skills and talents I would bring to the CYC are. I am a good leader, but at the same time I am a good listener who can take directions and follow them; I am a good public speaker and a good writer, both of which help me express my ideas clearly; I am an outgoing people person., who gets along well with others; I have a good imagination; I am willing to take initiative; and I am very willing to give up my time to be a member of the CYC. t Carondelet ffigh School May 25, 2004 To Whom It May Concern, It is my pleasure to write a letter of recommendation for Megan Telles. I have been her English teacher since August 2003. The sophomore English curriculum includes study of vocabulary and grammar, as well as analyzing a variety of literature. Students must write analytical essays, creative poems, research papers and short stories. They must keep journals and produce artistic projects and book reports. They must also give public speeches and participate in a drama project. It is a rigorous program, and Megan is a superior student. Megan is a particularly successful writer. Her creative stories are well plotted, and mature in phrasing and theme. Her essays offer in-depth analysis and original insights into the literature. She is responsible, respectful, creative and organized. She is also a cooperative and enthusiastic classroom citizen.. She is an asset to the learning environment in my class. Every academic year my department asks me to give out one English award. I am to choose one student among my over one hundred students for this award. This is often a difficult task, because I have many successful students. This year, it was not a difficult decision. I do have many successful students, but Megan's accomplishments stand out among them. It is without reservation that I recommend Megan for any program or scholarship that she might pursue. If I can speak to you any more about this student, please call (925) 686-5353 (X 367). I have known Megan for two years and she plays on my soccer team, the Dublin NorCal Stars. We are an under 18 class 1 team from the East Bay. Megan is one of my team captains and I am very lucky to have her on my team. I chose her as a captain for many reasons. She is one of the most dedicated individuals that I have ever met. Her commitment to the team is at a level that many players look up to. Megan is the type of person that is vocal, but also leads by example. She keeps the players focused and always has our goals in sight. Megan is always early to practice and is one of the last players to leave. She treats everyone with kindness and respect. All the players try and follow the example that she sets. Our team would not be the same if we didn't have her on it. She is one of the hardest working players on the team. I know Megan will succeed at whatever she does, because of her character and her attitude to do things right. It's not an easy task to be a captain for my team. It's very demanding and time consuming and Megan does an excellent job. She is able to juggle soccer, school, and still manage to help her family out. There is no doubt in my mind that you will be impressed by the type of person that she is. I have the up most respect for Megan as a player, and as a person. X ds, h T. Chan 1 +COUNTYTM. I've known Hyou-Young for the last two years. Last year, she was a student in my sophomore English class at Acalanes High School, and this year she has stopped by to chat and tell me about her many activities. Hyou-Young is a strong, thoughtful, and responsible young woman. Although her family arrived from Korea only three short years ago, she has managed to master English (she got good grades I in my class),to understand the ways of American culture, and to become an active contributor to it. She has participated in our Youth Educator program, which mentors junior high school students in the area, she has been a stand-out on our Mock Trial team, and she has given back the knowledge she has gained through one-on-one tutoring. For a journal entry in my class she wrote a piece on her experiences with racism and cultural intolerance which was selected by a committee of teachers for inclusion in a faculty and staff training program. Hyou-Young has a sophisticated and intellectual approach to the world far beyond her years, and her understanding of complex domestic and geopolitical issues is impressive. She has a drive to make the world a better place, and she is willing to do whatever sort of work is necessary to move us all in the right direction. I am certain that Hyou-Young will acquit herself well as a member of your commission. I heartily recommend you select her. Should you have any questions, I am most easily reached at the e-mail above. Call Adam Chow at 925.640.4228 1. I would like to be a member of the Countywide Youth Commission because I wish to truly help change the ways our community. One thing that makes CYC stand out to me is the fact that it covers our whole county-which is a large portion of the state of California. Those of us in the council are teens, and in order to make a change: in society, it is needed to start with the early generations-and I hope that by being on CYC I can do that. There are so many issues and pressures facing teens today, and I do not think that simply our schools and teachers can easily recognize and deal with them. Through my own personal experience as a teenager myself,I often feel as if I need peers to get me to do things and change myself.I hope that by being on CYC for this extended amount of time I will be able to reach out more to my peers, and my fellow councilmen will be able to help me do so in achieving goals through committees and reaching out to our youth and peers as a group. Z. I feel that the three most important issues to youth in our society today are drugs, depression, and tolerance. Though they all seem as if they are endless problems that happen with teens of every generation,I feel as if things have intensified. As a CYC commissioner,I am hoping that I could help to create campaigns and new ways to truly reach out to the youth of our society since I am a youth they could relate to myself on the problems of this issue.I feel that drugs are a major problem because not only do I seem them everyday affecting my peers and those they love, but because I am often pressured with talk and viewing of them around me. Not only is it obviously unhealthy, but a general waste of precious time, and an unreasonable way to end your life early if you overdose, and youth with potential are wasting away their lives. Depression is also something very harmful in teens. Unnecessary pressure from parents and peers can make one's life very miserable, and being able to handle this when all that is happening around you is bad is neat to impossible. If teens can cope with this better, then they can improve their lifestyle. Finally, tolerance is a huge issue with teens today. People mock others for differences, and this cannot be accepted, for it leaves a wound in ones life, these differences cannot be changed. If we become more tolerant of each other, we can become a better society. 3. In school, I am currently an active member of the Model UN and Mu Alpha Theta Clubs. Model UN has been very fun for me and actually helped to inspire me to want to work in the international skills. The conferences have helped me learn more about life outside of our country and have helped me gain excellent public speaking and debating skills. Mu Alpha Theta is a competitive math club, and since math is not my strongest subject, I enjoy it very much because it allows me to review and reinforce more things to become better at it, which I can not only apply to the club but school and life math skills. Outside of school I am in both Valley Youth and San Ramon Teen City Council. Both of them have taught me the basic skills and requiems of being in a council and basic politics. They have allowed me to learn how to plan events for the public, create events to reach out to teens, and how to negotiate things between teens and adults so a mutual compromise can be met over official things. 4. I believe that T can bring several unique skills and talents to CYC. By seeing many things about what teens are really like through school and other activities, I am hoping to attempt to reach out to the teens who are too weak to actually ask for it. One thing that I find very disappointing about activities is that they do not actually tell and encourage teens about them very much: those who really need to leave their area the most are not bothering because they think that many public events aren't very 'in'. I hope than by being a peer on a council service, I will be able to make committees and politics for teens seem less remote and more able to understand and be open to them. A thing that bothers me is that many of my peers simply complain about rules and don't bother actually, doing action to change things, which I find very disappointing- we have all options open to us!I feel that my skill of encouragement and politics with teens will be useful. Also, I feel that I am good at public speaking and creating speeches that could be listened to and understood by people of all ages. Also,I feel that I have a good talent of understanding other cultures. One of my reasons is being form a multicultural family myself, and I feel that this skill of being able to understand other cultures and appreciating diversity will be helpful. Knowing about what it's like from the view of others is a skill needed to represent our county at CYC! aa S, , May 14, 2004 To Whom It May Concern: I am pleased to recommend Narisa Silver to be a member of the Countywide Youth Commission. Narisa has been in my Spanish class for the past year, which has given me a chance to get to know her better. Narisa is a thoughtful, diligent, and ambitious student. This includes negotiating scope of investigations with agencies, developing written reports and plans, and managing implementation of investigations and removal actions. • Health and Safety Oversight for soil and groundwater investigations for California Department of Transportation. As part of environmental clearances for transportation projects, oversees the health and safety aspects of investigations and remediations. This work includes identification of hazards, evaluation of the needs for air monitoring during operations, selection of appropriate safe work practices and personal protective equipment, and development of action levels based on air monitoring. Health and safety plans developed under this program have been reviewed and approved by the California DTSC. • Managing response action reports that evaluation excavation versus management in place actions for improperly disposed of wastes at the Azusa Land Reclamation Company landfill in Azusa, California. Is overseeing the technical evaluation of risks to workers and the surrounding community resulting from excavation of the asbestos-containing material overburden and potential impacts on groundwater quality resulting from management in place_ 1992-1995 & 1997-2002 Manager,Risk Assessment and Regulatory Compliance Group,IT Corporation (acquired by Shaw), Concord, California Managed and conducted human health and ecological risk assessments. This work included developing the conceptual approaches and models, supervising data usability evaluations, identifying both default and site-,receptor-specific exposure factors, conducting toxicity reviews (including identification and review of toxicity literature), preparing risk characterizations, and negotiating with regulatory agencies. Example projects are described below. • Evaluated potential risks to students, teachers, and staff of the Park Avenue Elementary School for the Los Angeles Unified School District(LAUSD). The playground of the school had been constructed over a former municipal landfill in the 1950s. Due to public concerns with potential for children to be exposed to hazardous materials in schools, LAUSD conducted a remedial investigation of this school. Conducted the risk assessment that evaluated the potential for children and adult to directly contact any hazardous materials and for indirect exposure via air emissions to occur. The risk assessment showed the chemical residuals were not posing a risk to either students or teachers under existing conditions. However, under a hypothetical residential that did not have access controls(such as pavement)unacceptable exposures to lead, arsenic, and polycyclic aromatic hydrocarbons (PAHs). These results were accepted by the California DTSC and were used in the Barbara J. Marks, CIH 3 development removal actions. • For Fuji Xerox, evaluated potential worker risks resulting from contact with soil containing elevated levels of arsenic. The site was in Japan, which did not have specific guidelines for risk assessment and risk management procedures. Consequently, a range of international standards and approaches were used, particularly guidance and toxicity evaluations from the United States, Canada, and the World Health Organization. • Developed risk-based goals for the decontamination and demolition of a pesticide manufacturing building at Spolana Chemical Facility in the Czech Republic. The buildings and surrounding soils were highly contaminated with dioxins, hexachlorobenzene, and other chlorinated benzenes. Developed clean up criteria for building surfaces(plasters, cements), equipment, and soils that were used to judge the feasibility of remedial options and potential for re-use of the treated materials. Also developed health and safety guidelines for the protection of remediation workers that needed to balance respiratory protection needs other hazards, such as visual restrictions and heat stress imposed by personal protective equipment (PPE). • Developed risk assessment analyses for Brownfields and industrial redevelopment of the NorthParcel of the Operating Industries,Inc. (OII) Landfill in Monterey Park, California, former Raiser Steel Mill in Fontana, California, and Former IT Corporation hazardous waste landfills in Northern California. These risk assessments were used to develop clean up criteria, support land use restrictions in deeds, and demonstrate to buyers and renters of the properties that residual chemicals would not pose a health threat to their workers. • Managed combined human health and ecological risk assessment for Hamilton Army Airfield in Novato, California. Establish technical direction and conducted agency negotiations regarding the assessment of chemical residuals in an existing coastal salt marsh and redevelopment of an airfield as a salt marsh. Directed the development of risk-based approach to issues, such as evaluation of multiple future habitat types, known occurrence of endangered species, evaluation of PCB congeners and petroleum hydrocarbons, and incorporating site-=specific measurements of bioaccumulation into human and ecological receptor exposure pathways. • Consulted on health risk impacts for remedial actions at the former Hunter's Point Naval Shipyard in San Francisco. This included evaluation of cumulative effects associated with multiple contaminants in soil at specific sites and evaluations of chemical data for soil being imported as"clean"backfill. 1995-1997 Senior Health Scientist, Chemrisk (McLarenlHart),Alameda, California Conducted ASTM risk-based corrective action(RSCA) analyses for gasoline, diesel, aviation fuel, and other volatile organic chemical sites. This work included receptor and exposure Y Barbara I Marrs,CIH 4 pathway analyses for Tier 1, calculations of site-specific target levels for Tier 2,and air, groundwater, and biodegradation modeling for Tier 3. This work has been done for Safeway, United Airlines, San Jose Mercury News, Lockheed Missile and Space, and independent tank owners. This work also led to papers being presented at the national meetings(NGWA,Society for Risk Analysis, and AEHS)regarding selection of RSCA site characterization Factors. Prior to conducting RBCA analyses, prepared risk assessments for petroleum sites in California,Hawaii, and other western states using other protocols. Chemicals of concern included gasoline, diesel, mineral ails, trichloroethene, tetrachloroethene, and other solvents. The assessments were conducted as part of site closure, site investigation, feasibility studies, and remedial designs. They included developing site-specific cleanup levels, selecting appropriate remedial technologies, developing design specifications(primarily air strippers and groundwater cleanup), and evaluating residual contamination. 1991 -1992 Scientist,ICF Kaiser,Sun Francisco, California Oversaw the closure risk assessment for a hazardous waste landfill and surface impoundment in Contra Costa County,California. Estimated the fugitive particulate and gaseous chemical releases resulting from seven remedial alternatives during implementation and post-closure. Evaluatedboth on-site worker, off-site worker, and residential risks for each alternative. Managed the development of baseline public health evaluation (under Risk Assessment Guidelines, Part A) for the Apache Powder CERCLA site in Arizona. Examined potential risks to surrounding community from contamination of groundwater, surface water, and surface soils. 1985-1991 ScientistlProject Manager,.EA .Engineering, Science, and Technology,Lafayette, California Responsibilities included administrative and technical oversight of variety of projects focused on compliance with CERCLA and state superfund cleanup requirements and human health'issues.
