In November of 1998, local voters approved Oakley's incorporation and so created the City of Oakley, therefore shifting the responsibility for the Oakley Median Island Area of Benefit boundary area from the County to the City of Oakley. Having jurisdiction,the City of Oakley created and adopted a separate, stand alone, fee ordinance that mirrored County Ordinance No. 94-80. On September 4,2001,the Oakley Median Island Area of Benefit fund account was closed administratively,but was never officially closed by Board Order. Existing funds in Oakley Median Island Fee Trust Fund 828700 were transferred to Road Fund (110800-0662) to cover costs incurred. Thus, there are no funds to disperse from the Oakley Median Island Area of Benefit trust fund account. Approval of this board order will close the County Oakley Median Island fee ordinance and program. Consequences of Negative Action: None. Al Schaal (313-2234) ca County Administrator Auditor-Controller By- , Deputy C.Raynolds,Accounting SUBJECT: Cooperative Agreement with Caltrans for the Pacheco Boulevard — Blum Road Intersection Improvements Project Project No. 0662-6R4182 DATE: December 14, 2004 PAGE: 2 of 2 Reasons for Recommendations and BaSUround: The Solano Way Closure Citizens Advisory Committee included the Pacheco Boulevard — Blum Road Intersection Improvements Project on the list of projects to be constructed to mitigate the closure of 5olano Way. The Pacheco Boulevard--Blum Road Intersection Improvements Project will construct a sidewalk from the end of the sidewalk on the east side of Pacheco Boulevard approximately 130 feet north of Blum Road to the intersection and continue around the corner approximately 250 feet to connect to the existing sidewalk on Blum Road. The project will increase the intersections corner.radius to improve the right turn movement of vehicles. The County learned that Caltrans was working on a project to install a sidewalk from their Park and Ride lot on east side of Blum Road to the end of the existing sidewalk near the intersection of Pacheco Boulevard and Muir Road. The Public Works Department contacted Caltrans to see if the projects could be combined to avoid having two projects working in the same location at the same time to reduce the inconvenience to the public during construction. Caltrans was amenable to be the lead agency for a single project that was a combination of the County and the Caltrans projects. Caltrans has completed the project design, prepared the Cooperative Agreement, and is ready to advertise the project. The Board of Supervisors approved the project and the Class lc Categorical Exemption was filed with the County Clerk on January 21, 1999. Consequences of Negative Action: If the Cooperative Agreement is not approved Caltrans will delete the County's work from the project and. proceed with the construction of their project. The County will have to reimburse Caltrans $26,000 for the project design, and will have complete the County's item of work as a separate project.
