SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Community Development Director, or designee, to execute a
contract amendment with Environmental Science Associates to extend the term from
September 9, 2004 through project completion to provide EIR service for the proposed
Contractor Safety Amendment to the Industrial Safety Ordinance, County Ordinance Code Ch.
450-8.
FISCAL IMPACT
The cost is covered by funds received from labor unions and matched by the County.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with Environment Science
Associates for the EIR for the amendment to CCC Industrial Safety Ordinance Code 450-8.
This amendment will allow the consultant to continue to provide the service through project
completion.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute
an amended contract with Michael C. Ross, to increase the payment limit by
$13,000 for a total payment limit of $98,000 and to extend the terms of the
contract from September 30, 2004 to January 31, 2005 to provide consulting
services during the preparation and move to the new facilities and for the
transition of a new director.

BACKGROUND:
The contractor is a retired County employee, who has agreed to continue
providing consulting services to the department through the end of January 2005.
This contract needs to be extended due to the need to provide continuing
overview of the new shelter facilities projects (due to delays in completion of
those buildings), the subsequent move into those facilities, and the transition to a
new director.

execute an amended contract with Susanne Beadle, to increase the payment
limit by $54,000 for a total payment limit of $95,000 and to extend the terms of
the contract from September 30, 2004 to January 31, 2005 to provide consulting
services during the preparation and move to the new facilities.

providing consulting services in the area of information technology and other
areas in which she has expertise. This contract needs to be extended due to
delays in moving into the Shelter facilities and information technology

Crystal reports associated with the Chameleon database.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the County Administrator, or designee(Julie Enea, Senior Deputy), to
execute a contract amendment with Public Sector Dynamics, Inc., to extend the implementation phase
of the contract from December 31, 2003 to August 31, 2005 and to increase the payment limit by
$21,350 to a new payment limit of$85,350 for implementation and maintenance of a system to
automate the preparation and distribution of the Board of Supervisors agenda and supporting
documents.
FISCAL IMPACT:
In recognition that the new system is expected to benefit all County departments,the additional cost
will be funded from amounts budgeted in the Productivity Investment Fund.
BACKGROUND:
In May 2002, the Board of Supervisors requested the County Administrator to study the feasibility of
converting the Board of Supervisors' agendas and back-up materials from a paper-based
communication to an electronic format and to report back to the Board through its Finance Committee
any recommendations to achieve this conversion. This referral was made in recognition that the
Board meeting packets have, at time, measured a foot thick, and materials are not always
conveniently available to the public.
In January 2003, the Board of Supervisors authorized the County Administrator to execute a contract
with Public Sector dynamics, Inc., (PSD),for development of a system to automate the preparation
and distribution of the Board of Supervisors agenda and supporting documents. The County
Administrator has worked with PSD and key county departments over the last 20 months to
development the system,which is near completion. The County Administrator's Office requires
additional support and consultation from PSD to implement the system. Approval of the requested
contract extension and payment limit increase will allow PSD to assist the County with the planning
and training required to implement the system through each County department.

Desmond McLeish was selected after a competitive bid process (RFT#225)to assist the Workforce
Development Board (WDB) and its staff in the development and implementation of a public relations campaign
for FY 2004-2005. The goal of the public relations campaign is to increase market awareness of the WDB and
its mission/efforts. Contractor will provide expertise in the following areas: newsletter design and editing;
brochure development; website marketing and enhancements; and media relationship-building, including
development of press releases, creating event publicity, and securing speaking engagements.
