1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to sign a contract with the
State of California Commission on Peace Officers Standards and Training (P.O.S.T.)
to accept an amount not to exceed $90,850 for the presentation of P.0,S.T. certified
Driving Simulator and Force Captions Simulator training during the period of July 1, 2004
through June 30, 2005.
11. FINANCIAL IMPACT:
NONE. This contract will allow the Office of the Sheriffs Law Enforcement Training
Center to recover costs associated with the presentation of Driving Simulator and Force
Captions Simulator training.
Ill. BACKGROUND:
In January of 2001, the Office of the Sheriff took over the operation of the Law Enforcement
Training Center. One of the courses required by P.O.S.T. is the Driving and Force Options
Simulator training. P.O.S.T. provides funding on an annual basis for agencies that present
this training.
This contract allows the Law Enforcement Training Center to provide the four hour Driving
Simulator Course to five hundred and seventy-five students, at a cost not to exceed $79.00
per student, and the four hour Force Option Simulator Course to five hundred and seventy-
five students, at a cost not to exceed $79.00 per student.

1. RECOMMENDATION:

to accept an amount not to exceed $31,000 for system upgrades to the Driving and
Force Options Simulators to be completed by June 30, 2005.
11. FINANCIAL IMPACT:
NONE. This contract will allow the Office of the Sheriffs Law Enforcement Training
Center to recover costs associated with upgrades to the Driving Simulator and Force
Options Simulators.
Ill. BACKGROUND:
In January of 2001, the Office of the Sheriff took over the operation of the Law Enforcement
Training Center. One of the courses required by P.O.S.T. is the Driving and Force Options
Simulator training. P.O.S.T. provides funding on an annual basis for agencies that present
this training.
This contract will allow the Law Enforcement Training Center(LETC) to work with P.O.S.T.
to implement system upgrades to the Driving Simulator software and equipment to include
"Virtual World", that will enhance existing scenarios, and "Skill Track, designed to test
individual drivers and provide a printouts of their reaction time. Upgrades to the Force
Simulator software and equipment will include "less than lethal" scenario training.
The LETC presents training to peace officers from Contra Costa County and agencies
throughout the State. Upgrades to these simulator components will ensure that the students
receive the most current training and skill development available.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Clerk-Recorder or designee to apply for and accept Federal

FINANCIAL IMPACT:
There is no County match required for this grant.
REASONS FOR RECOMMENDATION/BACKGROUND:
Contra Costa County has a relatively high level of voter participation. We have an accurate
voting system and voters that usually vote ballots that can be counted the way the voters intend.
However, there are several challenges that continue to face our County. Almost one-third of our
eligible voters are not registered. As of the November 2002 election, we have become a two-
language county. Because of changes in our population and in voting methods, rules and
procedures, we are constantly striving to provide the tools our voters need to cast ballots that can
be counted as the voters intend.
Our objectives with this grant funding are to increase and enhance communications with our
voters, prospective voters, poll workers, community groups and to use the media, mail, internet,
DVD's and CD's and direct training to do so. This grant must be used for new programs that will
supplement the County's existing outreach and education programs.
CONSEQUENCES OF NEGATIVE ACTION:
Contra Costa County is under the scrutiny of the Department of Justice, as are all counties. The
Department of Justice is aggressively cracking down on California counties who fail to address
these issues.
Failure to approve this action will prevent Contra Costa from implementing new programs to
increase voter accessibility, education and poll worker training.

RECOMMENDATION($):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf ofthe County,Agreement(Amendment)#28-528-27 with the County of Alameda,
effective March 1, 2004,to decrease the payment limit by$93,078, from$1,500,545 to a new total
Payment Limit of$1,407,467 and make technical adjustments to the agreement with no change in the
original term, for the period from.March 1, 2004 through February 28, 2005.
FISCAL.IMPACT:
This agreement will decrease the amount of funding by $93,078 to a new Payment Limit of
$1,407,467, from the County of Alameda, as the Grantee of federal funds under the Ryan White
CARE Act, Title I, and Minority AIDS Initiative. No County match is required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On March 23, 2004, the Board of Supervisors approved Contract #28-528-26 with the County of
Alameda, as the fiscal agent for Ryan White CARE Act,Title I and Minority AIDS Initiative funds,
for coordination of services to Contra Costa residents with HIV disease and their families, for the
period from March 1, 2004 through February 29, 2005.
Agreement#28-528-26 was processed before the final award notice was released to ensure services
would continue uninterrupted. Approval of this Agreement(Amendment)#28-528-27 will decrease
the funding for these services, make technical adjustments and allow services to continue through
February 28, 2005.
Four certified/sealed copies of this Board Order should be returned to the Contracts and Grants Unit
for submission to the County of Alameda.

Approve and authorize the Health Services Director, or his designee (Wendel Brunner, MD) to
execute on behalf of the County, Agreement Amendment #28-59413 with the County of Alameda,
effective April 1, 2004, to decrease the Payment Limit by $2,368 from $174,593 to a new total
Payment Limit of$172,225 and make technical adjustments to the agreement with no change in the
original term, for the period from April 1,2004 through March 31,2005.
FISCAL IMPACT:
This agreement will decrease the amount of funding by $2,368 to a new Payment Limit of
$172,225, from the County of Alameda, as the Grantee of federal funds under the Ryan White
CARE Act, Title H. No County match is required.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
The U.S. Department of Health and Human Services has designated the County of Alameda as
"Grantee" for the purpose of administering the Ryan White CARE Act, Title II funds for the
County's local HIV CARE Consortium, to improve the quality, availability and organization of
health care and support services for individuals with HIV disease and their families.
On March 23, 2003, the Board of Supervisors approved Agreement #28-59412 with the County of
Alameda, as the grantee of federal Ryan White CARE Act, Title 11 funds, for the period from April
1, 2004 through March 31,2005, for the HIV CARE Consortium.
Agreement #28-594-12 was processed before the final award notice was released to ensure services
would continue uninterrupted. Approval of this Agreement (Amendment) #28-594-13 will decrease
the funding for these services, make technical adjustments and allow services to continue through
March 31, 2005.
Four sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit
for submission to the County of Alameda.
