CHILDREN'S IMPACT STATEMENT: The Local Planning Council for Child Care has been established to support all of the five County community outcomes: Children Ready for and Succeeding in School; Children and Youth Healthy and Preparing for Productive Adulthood; Families That are Economically Self-Sufficient; Families That are Safe, Stable and Nurturing; and Communities That are Safe and Provide High Quality of Life for Children and Families. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The Contra Costa County Local Planning Council for Child Care and development(LPC)was established in April 1998. Required by AB 1542, which was passed in 1993, thirty members of the LPC were appointed by the County Board of Supervisors and the County Superintendent of Schools. Childcare consumers and providers, public agency representatives, and community representatives each comprise 20% of the LPC. The remaining 20% are discretionary appointees. Membership is for a three-year term. Can January 7, 2003, membership was decreased from 30 to 25 members, due to the difficulty being experienced in filling all of the seats. BACKGROUND: On 5/20/03 (item C.23), Geet Gobind was appointed to the District 111 Member at Large seat on the Mental Health Commission for a term to expire 6/30/04. On 7/1/03 a vacancy was posted in the District 111 Consumer seat on the Mental Health Commission, the seat was declared vacant 7/8/03 (item C.36) and Scott Singley was moved into the District III Member at Large seat for a term to expire 6/30/07. This created an overlap in the District III Member at Large seat between 7/8/03 (Scott Singley's appointment date) and 6/30/04 (Deet Gobind's expiration date). Appointing Geet Gobind to the vacant District III Consumer seat will rectify this situation so that the official record, the Maddy Book, will accurately reflect the wishes of the District III Supervisor and the Mental Health Commission.
