RECOMMENDATIONS:
OPEN the hearing on the appeal of the Notice and Order to abate a public nuisance on the real
property located at 2388 Dolan Way, San Pablo, CA in Contra Costa County; APN: 403-240-003;
RECEIVE and CONSIDER oral and written testimony and other evidence from the County Abatement
Officer, the property owner(s) , and other persons; and CLOSE the hearing.
FIND that the facts set forth below are true.
AFFIRM the County Abatement Officer's determination in the Notice and Order to Abate by
finding that the building was substandard and included the following: lack of or improper
water closet, kitchen sink, heating facilities, operation of required ventilation equipment,
maintenance, flooring or floor supports, members of walls and partitions, wiring, plumbing,
hazardous mechanical and hazardous or unsanitary premises. The property also contained
junkyard conditions including appliances, household garbage, debris and old furniture. The
above-referenced real property is a public nuisance in violation of Contra Costa County
Ordinance Code section U.H.C. 1001.1 Section 82-2 .002.
ORDER the property owner(s) to abate the public nuisance within 30 days of the mailing of the
Board's decision by (1) obtain a demolition permit and demolish the substandard building and
clean the property; or (2) obtain proper building permits and bring house up to code,
electrical, plumbing and mechanical and have proper inspections and permits finaled; or (3)
obtain board-up permit, CCC Ord. 720-6.406 board up house and disconnect all utilities,
remove debris, household garbage, furniture and appliances from the property and fence off
property.
DIRECT the County Abatement Officer to proceed with abatement by demolition of the
substandard building and removal of all appliances, household garbage, debris and old
furniture from the property and charge the cost of the work and all administrative cost to
the property owner(s) , if the property owner does not comply with the Board's order to abate
the public nuisance.
DIRECT the County Abatement Officer to send the Board's decision by first class mail to the
property owner(s) and to each party appearing at this hearing, and to file the Board's
decision with the Clerk of the Board of Supervisor.
FISCAL IMPACT:
The Cost of the demolition of the substandard building and removal of all appliances,
household garbage, debris and old furniture is estimated to be $20, 000.00. If the County
Abatement Officer performs the work of abatement and the property owner(s) does not pay, the
actual cost of the work and all administrative cost may be imposed as a lien on the property
after notice and a hearing, and may be collected as an assessmeiit against the property.

FACTUAL BACKGROUND:
The real property located at 2388 Dolan Way, San Pablo, CA in Contra Costa County; APN:403-
240-003 is owned by Robin A. Manzenko.
The above-referenced property is located in an R6 zoning district.
Contra Costa County Ordinance Code section Title 8, Chapter 88-4.206 Junkyard Condition
"Junkyardmeans any property used (whether or not for profit or gain) for (1) the
dismantling or wrecking of automobiles or other vehicles or machinery, or (2) the storage or
salvage of automobiles or other vehicles or machinery, scrap metal, or other scrap materials,
including salvaged building materials.
Contra Costa County Ordinance Code section Title 8, Chapter 82-2.006, No land in the
unincorporated area of this County shall be used for any purpose not permitted under
Divisions 82 and 84, nor shall any building or structure be erected, constructed, altered,
moved or maintained contrary to Divisions 82 and 84. Any use of land, building or structure
contrary to Divisions 82 and 84 is unlawful and a public nuisance.
The County Abatement Officer made an initial inspection of the above-referenced property on
December 16, 2003. The County Abatement Officer observed that the building was substandard and
included for following: lack of or improper water closet, kitchen sink, heating facilities,
operation of required ventilation equipment, maintenance, flooring or floor supports, members
of walls and partitions, wiring, plumbing, hazardous mechanical and hazardous or unsanitary
premises. The property also contained junkyard conditions including appliances, household
garbage, debris and old furniture.
Re-inspection of the property on January 21, 2004 and June 28, 2004, showed that the property
continued to be in violation of Contra Costa County Ordinance Code section 82-2.002 and 712-
2 .004.
The Notice and order to Abate was served on the property owners and all known to be in
possession of the property by certified mail on June 28, 2004, and posted the above-referenced
property on June 28, 2004 .
The Property owners filed an appeal of Notice and order to Abate on July 8, 2004. This matter
is a continuance from August 17, 2004.

SD.7 September 14, 2004
Building Inspector Tyrone Ridgle presented the staff report to the Board. Mr. Ridgle reported the
following progress since the opening of this matter in December of 2003:
1) Junkyard conditions outside the premises have been cleaned
2) Permits have been issued to board up the premises
3) Ms.,Gina Manzenko has submitted plans to the Building Inspection Department to bring the home
into compliance with applicable codes
4) The mortgage company, Everett Homes, has become involved in the effort to bring the house up to
code.
The Building Inspection Department believes this matter to be resolved, abatement measures no longer
necessary, and therefore recommended that this item be removed and staff be directed to continue to work
with the owner and the mortgage company.
There were no requests to speak on this item.
Supervisor Uilkema moved to concur with staff recommendations, seconded by Supervisor Glover.
By unanimous vote, with all Supervisors present, it is by the Board Ordered that this item is REMOVED
from consideration; and DIRECTED staff to continue to work with the owner and the mortgage company.

Please be informed drat with this letter I arm sling s formal complaint against the Building
lnapection Department. The€acts will show that you personally,as well as Tyrone Ridge
acted with malice and forethought in regards not only to the destruicBrnn of my home ,but
nae personally.
Pmt to the Freedom of Worxuation act I arra asking for all documents,files and pictures
regarding my property. Pless+e be advised that I am also filing this complaint with the
Department of justice and will forward all documents directly to this.
The California Building Code and the safety it provider every citizen has been denied to
not only myself but my children . You and your department should be held accountable for
you actions.
With this letter I am also filing a claim for all money lost with against Contra Costa
County . You purposely protected the criminals that terrorized me and destroyed our
home, The California Building Code and your job to enforce and protect it was ignored.
The letter I wrote you on December 8,2002 begging for help was mored. The complaint
of my neighbor extending her roof an my property line was ignored,
Legally that was not the correct option to take,yet you chose to take your disregard for
the laws and my family even farther. The very saute neighbor l advised you that I caught
exiting my home illegally is now being protected by your department. The oxide violation
of the extended roof is allowed, her criminal activities regarding my home has been
rewarded by your department.
Tyrone is now woridng to protect not only her,but himself. He has made the attempt to
have my home taken from me because of my mental illness. He has threatened to have my
house demolished on two separate occasions. The first being when I needed a rod. The
fids were clearly presented to Mr.Ridgle yet he refused to inspect the f=ing as I
requested, I was(arced to put a roof over rafters that clew rly were not code,yet i€I did

not coin ply,he informed my mother that he was going to have the lmuse*tcxrn down".
The reason he told my dsaghter for this second attempt is due to the fact of the unsafe
wiring, A desperate act for a desperate Person is what I believe . Never before do I
believe that a entire structure lean been torn down bemuse of wiring that can be replaced in
*Jay.
Tyrone has now taker►action against me to m y mortgage company,demanding compliance
fire m Sam of hverho a Mme. On Tyrone's direction I have beern told my home has
been boarded up and entry by myself,the homeowner, was not alloyed. Today i was
informed by Susan that per Tyrant's direction all the contents of my home must be removed
by Tuesday,or everything will be lout by nae. Everhome Mo rtgsge will them comply with
'Pyrone Ridgle orders and repair the code violations.
It is with this complaint I demand this action be stopped. Tyrone Ridge Inas full anti
complete knowledge of the illegal destruction of my home. He did nothing to help me,
he dict not do his moral or civic duty and report the illegal activity to the Office of the
Sheriff, He.Mould not have even had to leave the building,he could have taken the elevator
and saved all of us. He would not. He called Susan of Everhome Mortgage to enlist her
help, to aid in the destruction of bath the facto and the crime scent he protects.
I was told by Sum of Everhtmae Mortgage that the loan requested from your department
would not be allowed at Tyrone's request. I was told"they"decided that no mom lien#
would be allowed on the property. That being decided by them`non.ownera",the
required work would be done by the mortgage company at a cont to enc,of course.
The non-compliant homeowner is responsible for all fees,penalties and repairs without
bentflt of the protection of the law s. I asked you for this protection on December 8,
2002 and I at this time hold your department responsible for all£els,penalties and repairs.
My entire house is now been altered by the crtminals Tyrone has protected yet I am
responsible? I think not, The California Penal Code protects me while the csi'lmals within
Contra Costa County stand idle. The Building rode protects any home even when your
department has refused.
That is why I am asking.the Department of justice to demand all action regarding grey home
be"ending pending the outcome of their investigation..
The entire ham is a crime scent that will expose Tyrone's involvement, The exposed
walla, ceiling and rafters are now new woad and all clear cut violations of the building
code.,yet the structure is the only violation Tyrone has allowed. Tyrone,is not acting alone
-his "Supervisor'told me pemmally that my complaints will go unheard .That he would
not look at the orWW building plains of my home that was built in 1%7 on three separate
occasions as begged for help and vindication.
This*Supeyviaor'informed nee at that time that plywood bracing was not done in older
homes. The %omemade*window was just glanced at,no comment made,no permit
required,rno cue violation reported. That in ie#elf is pro f that these two moan bed ,and
all Iles sre to be prat ected no matter what the". The co#t could the my life or that of a
child. Alt earthquake and xray house will crumple to the grournd. The most dangerous of

the code violations and the only action these two men took ars that day was to insult and
humiliate me, 'Their agenda was clear and it wax not protecting the building code.
His last word f to me was that he will take my house because I was mentally unfit. These
two men left me crying hysterically,crumbled on my front steps, These words and the
actions taken against me by the Building Inspections Department is not only against the law,
It is proof that the actions taken by your department has been premeditated . The act of
conspiracy is a crime punieht&le by law.
The denial of the exposed,clearly visible code violations was denying myself,my children
and our home the safer and protection of the written lows, Thin is proof that the Building
Inspection Department knowingly denied not only our god given rights,but our civil rights
when they acted illegally and with malice and took away the safety and comfort of our own
home. 1 am asking that this department be held accountable for their criminal actions snd
be held aecosnnable .
Pursuit to the Ptreedcnss of Information Act l on requesting a complete lift of all red tagging
in my arca during the period of December 8, 2W2 thru June 3,2003 in regards to
junkyard conditions.
Pursuit to the Freedom of Infonumion Act I am requesting a complete list of all homes the
Building Inspection Department is recommending to be demolished due to electrical code
violations or the code violation of needed roof repair during that gone period of time.
I ask for this as evidence as proof that i have been purposely targeted and harassed by
Building Inspection Department, Please see the following attachments that easily document
the facts as stated in this complaint.
I am the crime victim that your department choose to destroy because they could .
Declaring me as mentally ill to achieve the desired results is not only disgusting it is illegal.
Only you and the other"officials"within the Building Inspection Department know why i
become your enemy and your victim.
The building plans that are on file with the county will vindicate me and ince minate your
department, The building plans in my possession will vindicate the and your department.
The California Building Code and your enforcement of such will vindicate me and once
again incriminate you and your department.

Board of Supervisors must satisfy one or more of the following
conditions to demonstrate economic harship:

Supplemental Security Income (SSI) and State
Supplemental Payments (SSP) programs, the Aid
to Families with Dependent Children (AFDC) program,
