There is a nationwide nursing and healthcare staff shortage,and in spite of persistent efforts to recruit nurses and other healthcare staff,the Department has experienced great difficulty in filling any vacant positions. Therefore, the Department has had to rely heavily on the registry services in order to provide quality nursing care for patients. On August 12, 2003, the Board of Supervisors approved Contract #26-458-2 with Access Nurses to provide temporary nursing services, as requested by the Department, for the period from September 1, 2003 through August 31, 2004. BACKGItC3UNDfREASON S) FSR RECpMIV[FNI)ATION(S): On January 27, 2004, the Board of Supervisors approved Contract #27-277-4 (as amended by Contract Amendment Agreement #27-277-5) with Kaiser Foundation Health Plan, Inc., for the period from October 1, 2003 through September 30, 2004, for the provision of health care services for Medi-Cal recipients enrolled in Kaiser Foundation Health Plan. Kaiser Foundation Health Pian has been a traditional provider of health care services to Medi-Cal beneficiaries in Contra.Costa County. With the implementation of the Local Initiative for Medi-Cal managed care,Kaiser,in order to continue to enroll Medi-Cal members,roust affiliate with the Local Initiative. The Contractor shall recruit, screen, train, supervise, and otherwise provide qualified interpreters to provide over-the-phone foreign language translation services, with over 100 languages from Vietnamese to Portuguese, for CCRMC and the Contra Costa Health Plan patients. On September 10, 2002, the Board of Supervisors approved Contract 427-541 with Lanugage Line, LLC (dba Language Line Services) to provide imperative translation services for CCRMC and Health Plan patient's who need access facilities and healthcare, when a translator is not physically available, as requested by Department, for the period from September 1,2002 through August 31,2004. BACKGROUND: Chapter 633, Statutes of 1994, AB 757, authorized the transfer of state funding for Fee-For- Service/Medi-Cal (FFS/MC)acute psychiatric inpatient hospital services from the Department of Health Services to the Department of Mental Health (DMH). On January 1, 1995, the DMH transferred these funds and the responsibility for authorization and funding of Medi-Cal acute psychiatric inpatient hospital services to counties that chase to participate in this program. On December 16,2003,the Board of Supervisors approved Contract#24-794-7(5)with St Helena Hospital and its California Specialty Hospital for the period from July 1,2003 through June 30,2004, for the provision of inpatient psychiatric hospital services. Approval of Contract#24-794 -7 (5) will allow the Contractor to continue providing services through June 30, 2006. FISCAL IMPACT: This Contract is funded 50%by State Medi-Cal and 50%Mental Health Realignment, BACKGROUNDIREASON(S)FOR RECOMMENDATION(S). FISCAL IWACT: This Contract is funded 70.2% by Federal Perinatal Set-Aside and Medi-Cal, and 29.8% State funded. CWLDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" cornmunity outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. RAcKGRouND/REASON(S)FOR REcoMMENDATION(S): This Contract meets the social needs of County's population in that it provides family-centered alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal substance abuse and improve birth outcomes. On December 16, 2003, the Board of Supervisors approved Novation Contract #24-429-32 (as amended by Contract Amendment Agreement #24429-33) with Ujima Family Recovery Services for the period from July 1, 2003 through June 30, 2004, (which included a six-month automatic extension through December 31, 2004) for the provision of perinatal intensive day treatment, residential recovery progran-4 and transitional housing for women. Approval of Novation Contract #24-429-34 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2005.
