SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Community Development Director, or his designee, to execute a contract with
Opus Environmental in the amount of$59,400.00 for the period from September 15, 2044 to
May 31, 2005, for preparing the environmental review document for the Chevron Pipeline
Company Two-Mile Long, 12-Inch Diameter Pipeline.
FISCAL IMPACT
The cost will be covered by fees paid by Chevron Pipeline Company.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Contra Costa County Community Development Department is the lead agency for the
environmental review of the Chevron Two-Mile Pipeline Project that will provide a connection
between the Valero pipeline located at the south end of the Martinez Shell Refinery to that
section of the pipeline located on the west side of 1-680 just east of the Mountain View
Sanitary District Plant. The capacity of the new segment would be 55,000 to 70,044 barrels of
crude oil per day.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Animal Services Director, or designee, to execute a
contract with Martha D. Strizich in an amount not to exceed $45,000 to oversee the
temperament testing program in the Animal Services Department for the period August
1, 2004 through June 30, 2005.
BACKGROUND:
The contractor has provided consulting services to the department since November
2000. Initially, she assisted the web master in photographing both stray and adoptable
animals for the newly developed website. Since then she has assumed responsibility
for overseeing the temperament testing program in the department. Contractor shall
coordinate temperament testing by volunteers, coordinate additional/updated training as
needed, and will continue to photograph adoptable animals in both shelters and upload
the pictures to the department's website. Ms. Strizich may perform other related duties
as assigned by the Animal Services Director and mutually agreed upon by the
contractor and the Director.

Cambridge Community Center in the amount of$68,429 for continuing Expanded State Preschool program
services for the period from September 1, 2004 through June 30, 2005.
FINANCIAL IMPACT: Funded by the California Department of Education. Funding for this contract is
included in the Contra Costa County Community Services Department's FY 2004-05 budget. There is no net
County cost to these contracts.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and
Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-
income children throughout Contra Costa County. The overall goal of the program is to bring about a greater
degree of social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 8, 2004 the Contra Costa County Board of Supervisors approved a contract with Greater Richmond
Social Services Inc for said funds. Subsequent to that approval, Greater Richmond Social Services Inc. decided
against entering into the contract. The Contra Costa County Community Services Department will now contract
with Cambridge Community Center.
Contra Costa County receives funds from the California Department of Education to provide state preschool
services. The above listed Community Based Organization (CBO) will contract with the County as an Expanded
State Preschool Delegate Agency.
Approval of this contract will allow for continuing Expanded State Preschool program services to program
eligible children ages 3-5 years through June 30, 2005.

RECOMMENDATION N:
APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract#38-491 with the YWCA of Contra Costa in the amount of$48,000 for Head Start
program enhancement services for the period from September 1, 2004 through June 30,
2005.
FINANCIAL IMPACT:
Funded by the U.S. Department of Health and Human Services Administration for
Children and Families (ACF). Funding for this contract is included in the Contra Costa
County Community Services Department's FY 2004-05 Budget. There is no net County
cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition, health,
and social services, along with a strong parent involvement focus, to low-income children
throughout Contra Costa County. The overall goal of the program is to bring a greater
degree of social competence in preschool children from low-income families. The Head
Start program allows the County to provide these services to program eligible children,
ages 3 to 5 years.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 16, 2003, the Board approved and authorized submission of the 2004 Head
Start Basic Grant Application to the U.S. Department of Health and Human Services,
Administration for Children and Families to continue Head Start program services to
program eligible children and their families for the period from January 1, 2004 through
December 31, 2004.
Approval of this contract with the YWCA of Contra Costa will allow for continuing Head
Start enhancement services to program eligible children ages three (3)to five (5)years, in a
full day childcare program.

CHILDREN'S IMPACT STATEMENI*
This contract supports three of the five Contra Costa County community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; and "Families
that are Safe, Stable and Nurturing". This contract will provide educational services to adopted children and
their families.
RACKGROUND4
This Board Order will authorize the Employment and Human Services Department(EHSD)to continue the
services of Ms. Stephanie Farnum-Scholer as Post-Adoption Educational Liaison. An integral part of the
County's plan under the Promoting Safe and Stable Families Program is the issue of addressing the special
needs of adoptive families and children, especially in the area of education. Ms. Farnum-Scholer will work
closely with the EHSD Adoptions Unit to provide specialized educational services that would help improve
educational opportunities and accomplishments of youth adopted through EHSD. Services include mediation,
advocacy,referral and consultation services. The contract this year will run for a 9-month period so that it aligns
with the fiscal year cycle.
