FISCAL IMPACT: Approval of this Interagency Agreement will allow Lafayette Unified School District to pay County$3.00 per student to support the Public Health Clinic Services Scoliosis Screening Project,through December 31, 2005. No County funds are required. BACKGROUND/REASON61-FOR RECOMMENDATION(S): Lafayette Unified School District has requested that Contra Costa Health Services,Public Health Clinic Services, provide Scoliosis Screening Clinics at their middle schools for their 7th grade girls and 8th grade boys,throughout the school year. By providing an outreach program such as the scoliosis screening of their students, the School District is able to provide a valuable diagnostic and preventative service to their students who might otherwise go untreated. Approval of Interagency Agreement #28-725 will allow Lafayette Unified School District to offer scoliosis screening services to its students,through December 31, 2005. Fiscal Impact: There will be no impact to County General fund. 111. Reasons for Recommendations and Background: The California Office of Traffic Safety has tentatively approved the County's funding request for the "Traffic Calming on Vasco Road" in the amount of $39,000. Accepting the OTS Grant will provide for the installation of active speed feedback signs on Vasco Road. These signs will inform speeding drivers that they are violating the law. Accepting the OTS Grant allows the County to install more safety improvements than would be possible without accepting the grant. IV. Contract Amendment/ Extension • SPECIFIC REOUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Fire Chief, Contra Costa County Fire Protection District,to execute a Contract Amendment With Kleinfelder, Inc. to provide additional testing, engineering, and design services for the remediation and repairs to contaminated soil at Fire Station 2 in Pleasant Hill discovered in the process of removing fuel Underground Storage Tanks (UST). FISCAL IMPACT: The payment limit is increased by$35,000.00 from $15,445.00 to a total of$50,445.00 and is incorporated into the Fire District's FY 2004-05 budget. District intends to seek partial reimbursement from California State Water Resources Control Board Underground Storage Tank Cleanup Fund. BACKGROUND/REASONS FOR RECOMMENDATION: In order to meet environmental regulations,the District is removing designated Underground Storage Tanks(UST)and replacing with Aboveground Storage Tanks. In the process of removing LIST from Fire Station 2 in Pleasant Hill, contaminated soil was discovered. This resulted in the additional removal of approximately 400 cubic yards of contaminated soil. This soil is to be disposed in a Class 11 landfill and the excavation backfilled with imported gravel. In order to comply with County Hazardous Materials requirements and to effect repairs resulting from the contaminated soil, Kleinfelder is to take extensive soil samples(With expedited analysis),engineer the required backfill plan,furnish remediation chemicals,and supervise remediation and corrective repairs. Kleinfelder will coordinate its activities with the District,the contractor(Glacier Environmental Services), and the County Hazardous Materials Program(local oversight agency). CONSEQUENCE OF NEGATIVE ACTION: If this request for a Contract Amendment is not approved,the Fire District will need to pursue alternate methods of corrective action. Currently there is 400 cubic yards of contaminated soil stored on site from the excavation that is 16 feet deep, 20 feet wide, and 28 feet long. Alternate actions are beyond the standard remediation procedures reasonably available to the District. Alternate actions would be more costly than those that are proposed, take additional time,delay an awarded re-paving contract, and result in unsafe working conditions at the District. FISCAL IMPACT: The payment limit is increased$8,500.00 from $24,500.00 to a total of$33,000.00 and is incorporated into the Fire District's FY 2004-05 budget. BACKGROUND/REASONS FOR RECOMMENDATION: The District has budgeted$287,000.00 for construction of an Emergency Medical Services office for the EMS Battalion Chief,nurses,and clerical staff. Additional,the building will have a medical classroom that can serve as the alternate medical emergency operations center in the event of'a disaster. In soliciting quotations from manufactures of the modular buildings,the design requirements of the District increased the construction costs beyond the budgeted amount. General Services Capital Projects Management Division was able to locate a manufacturer that could construct the building at a substantial savings to the District by modifying the roof design, electrical distribution,fire sprinklers,and HVAC ducting. These modifications required revisions to the plans and resulted in construction cost savings of$100,000.00, but required additional design service costs from Loving&Campos Architects, Inc. CONSEQUENCE OF NEGATIVE ACTION: If this request for a Contract Amendment is not approved,the Fire District will incur unnecessary costs in the approximate net amount of$92,500.00 in the manufacture of the EMS office and there will be construction delays with the approach of the rainy season. Ct TO: Board of Supervisors onra Costa FROM: Linda Dippel, Director County DATE: August 17,2004 7 *7 SUBJECT: Service Contract—Specialized Litigation Services(SLS) SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: APPROVE and AUTHORIZE the Child Support Services Director,or designee,to execute a contract with Specialized Litigation Services, Inc. in the amount of$105,000 for legal process services for the Department of Child Support Services for the period October 1, 2004, through September 30,2005. FINANCIAL IMPACT: The cost of this Contract is budgeted within the State's allocation to Child Support Services. There will be no impact on the General Fund. REASONS FOR RECOMMENDATIONSIBACKGROUND: The Department of Child Support Services is empowered to enter into contracts with private organizations, as necessary; to carry out the responsibilities imposed by the State plan for securing support for children and families. The Department has had an ongoing contract with Specialized Litigation Services Inc. since April 1,2001, and they remain an approved vendor with the State of California DCSS. As such,the Department wishes to continue to contract with Specialized Litigation Services for service of legal process. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would restrict the Department of Child Support Services' ability to collect child support for the children of Contra Costa County.
