RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with the City of Vallejo to provide the City with forensic services in consideration for reimbursement of average actual costs, as determinedby the Sheriff, for the period beginning July 1, 2004 until terminated' by either the County or the City. 11. FINANCIAL, IMPACT: NONE. The revenue from this contract is included in the Office of the Sheriffs budget. 111. BACKGROU'N'D: The Forensic Services Division of the Office of the Sheriff provides forensic services to law enforcement agencies on a fee-for-service basis. Some of the services provided include crime scene processing, clandestine drug laboratory scene processing, biological evidence examination, examination and processing of recovered weapons, fingerprint services and matching, alcohol testing, drug testing, toxicology analysis, laboratory reports photographs, and court testimony. The Office of the Sheriff and the City of Vallejo have agreed to an estimated fee for services provided during the term of the contract. The estimated amount of the contract is based upon the previous years' services provided by the Forensic Services Division to the City of Vallejo. The amount will be adjusted based on average level of work each subsequent fiscal year that the contract continues in force. Execution of this contract allows both the Office of the Sheriff and the City of Vallejo to better budget and simplify the time-intensive process of preparing monthly invoices. BACKGROUNDIREASON(S'- FOR RECOMMENDATION(S): The Safe Start Program will select up to 14 applicants to receive up to $210,000 annually in funding through cooperative agreements for up to a 4-year period to implement the most promising approaches, based on current research, for reducing the impacts of children's exposure to violence. These funds must be allocated proportionally to provide up to $200,000 for intervention activities related to practice and policy strategies and up to $10,000 for data collection activities The Safe Start Program is designed to assist local communities in implementing collaborative cross-agency strategies for reducing the impact of children's exposure to violence, with particular emphasis on young children (age 6 and younger)and their families. Since its inception, the Zero Tolerance for Domestic Violence Initiative has been recognized for its innovation in the area of system change through a comprehensive, coordinated, community-wide approach that interrupts the progressive cycle of violence, recognizing the cost effectiveness of integrated and collaborative service strategies. CHILDREN'S IMPACT STATEMENT: The Zero Tolerance for Domestic Violence Initiative supports three of Contra Costa's community outcomes ("Children and Youth Healthy and Preparing for Productive Adulthood" "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and provide a High Quality of Life") through coordinated intervention services designed to reduce domestic and family violence and elder abuse. BACKGROUND/REASON(S) FOR RECOMM'ENDATION(Sli: The Safe and Bright Futures for our Children Initiative provides award amounts up to $75,000 per year for twenty- four months to up to 30 different applicants nationwide. The Safe and Bright Futures for Children Initiative is a program to diminish the damaging effects of domestic violence on children and adolescents and to stop the cycles of abuse and intentional injury. The Safe and Bright Futures for Children Initiative is a multi-agency collaboration within the DH'HS, which builds on the President's existing efforts to combat violence against women and families. Resources will be competitively available to support the implementation of projects that will become models of community prevention and intervention for children/adolescent who are witnesses of or those exposed to domestic violence. The initiative will support coordination of services, necessary expansion or enhancement of services at the community or regional level, which are age-appropriate, culturally-and linguistically-appropriate. The initiative will build on community assets and strengthen collaborations between local government, and community-and/or faith-based programs that can prevent or intervene, identify, assess, treat, and provide follow- up services to the target population. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to sign a contract with the State of California Commission on Peace Officers Standards and Training (P.O.S.T.) to accept an amount not to exceed $22,320 for the presentation of P.O.S.T. certified Driving Simulator Instructor courses by the Law Enforcement Training Center during the period of July 1, 2004 through June 30, 2005. fl. FINANCIAL IMPACT: This contract agreement will allow the Office of the Sheriffs Law Enforcement Training Center to recover costs associated with the presentation of Driving Simulator Instructor training. Ill. BACKGROUND: In January of 2001, the Office of the Sheriff took over the operation of the Law Enforcement Training Center. One of the courses required by P.O.S.T. is the Driving Simulator Instructor training. P.O.S.T. provides funding on an annual basis for agencies that present this training. Agreement No. 04-0535 proposes to reimburse the County $59,408.00 for providing regulatory enforcement activities. the contract is effective July 1, 2004 through June 30, 2005. BACKGROUND: The California Department of Food and Agriculture is the lead agency for a Multi- Agency Task Force, known as the California Oak Mortality Task Force (COMTF), which was formed to develop a coordinated effort to address what is called Sudden Oak Death. Due to CDFA's responsibilities under the COMTF and its statutory authority to establish quarantines, CDFA must enter an agreement with the impacted county in order to comply with the requirements of AB 62(Midgen). The role of the County Department of Agriculture is to perform regulatory inspection activities, to issue compliance agreements, and to do related survey work that will ensure that affected businesses including nurseries, firewood dealers, tree services, green waste and compost facilities, etc., are in compliance with CDFA's Oak Mortality Disease Control Regulations.
