AUTHORIZE a General Plan Amendment study for APN:409-132-007,a one- half acre site, located at 699 Chesley Avenue in the North Richmond community, as requested by Buford Ervin, to change the General Plan land use designation from Light Industry(Ll)and Multiple Family Residential--Low Density ('ML) to a Mixed Use (MU) designation to allow a mixed use development combining residential multi-family with commercial uses on the site. 2. ACKNOWLEDGE that granting authorization for this request does not imply any support for the application to amend the General Plan, but only that this matter is appropriate for study. If authorization is granted the applicant shall pay fees to cover the cost for a General'"Plan Amendment study. BACKGROUNDIREASONS FOR RECOMMENDATION The Community Development Department has received correspondence from Mr. Buford Ervin the owner of property at 699 Chesley Avenue (Assessor Parcel No. 409-132-007)in the North Richmond community. See letter request from Mr. Ervin attached as Exhibit "A" The subject site is one-half acre, it is underutilized and it has a split General Plan designation. A map of the subject site is attached as Exhibit "A" to this Board Report. Mr. Ervin would like to develop the site under a mixed-use concept with ground level retail and residential units above. However,since the subject site has a split General Plan designation, Multi-Family Residential —Low Density (ML) and Light Industry (LI), it would be necessary to change the General Plan land use designation to establish Mixed Use (MU)category over the entire property in order to support Mr. Ervin's development proposal. The North Richmond Municipal Advisory Council has been consulted on this development proposal and they indicated their support for the concept. The request for a General Plan Amendment study is reasonable given that the site provides an opportunity to consider an infill residential development proposal on an underutilized site within the Urban Limit Line while also encouraging new capital investment in the North Richmond community.Therefore,staff recommends that the study be authorized. Authorization of this study does not imply the Board's support or endorsement to amend the General Plan, but only that this matter is appropriate for study. North Richmond is a mainly residential area of single:family homes and small apartment buildings. Surrounding the boundaries ofNorth Richmond are large warehouses and industrial companies. With the completion of the Richmond Parkway Highway in 1997, which crosses Worth Richmond on the western, northern and eastern section;this neighborhood is transforming demographically and economically. Mr. Jahn Buckel a principal partner of Panattoni Development Corp.,one of the countries largest industrial developers stated,"With the completion of the Richmond Parkway and the recent increase in developers interest[Cushman and Wakefield],the north shoreline area is starting to realize its potential. Richmond is the next hot spot."[Jan_2000]_ This boom in development currently taking place in and around subject property is fertile for commercial retail and single family housing development. The preliminary plans of our mixed- use development.project has been discussed and reviewed by the North Richmond Municipal Advisory Council(MAC),the Richmond Ministers Alliance and the Community Housing Development Corporntions ofNorth Richmond ai"whet the North Richmond area:wants and needs. With both the support and understanding of Contra Costa County Board of Supervisors and the Redevelopment Project Department this project is"clew'. The subject property,699 Chesley Avenue,Richmond, Ca, is unique in location and venue. The property is the only property in the area of approximately four thousand people that is both zoned light industry and residential. It's located on the busiest thoroughfare in this particular section of North Richmond This particular neighborhood has minimal incidents of crime due to an infusion of civic responsible and family oriented people. A model medical clinic a few blocks away opened in March 1999,bringing with it other professional services.
