RECOM'MENDATIO'NS
1. AUTHORIZE a General Plan Amendment and Rezoning study for a 78 acre
site,comprised ofAPNs:380--030-00$1011/024,located at 850 Central Avenue
in the Vine Hill community, as requested by Vinehill Investments, Inc., to
change the General Plan land use designation from Heavy Industry (HI) to
Single Family Residential-High Density (SH) and rezone to an appropriate
residential zoning district.
2. ACKNOWLEDGE that granting authorization for this request does not imply
any support for the application to amend the General Plan, but only that this
matter is appropriate for study.

None. If authorization is granted the applicant shall pay fees to cover the cost for a
General Plan Amendment and Rezoning study.
BACKGROUND/REASONS FOR RECOMMENDATION
The Community Development Department has received correspondence from
Vinehill Investments, Inc. for General Plan Amendment study involving
approximately 78 acres located at 850 Central Avenue in the unincorporated area of
Martinez known as Vine Hill, which is comprised of Assessor Parcel Nos. (APNs):
380-030-0081011/024. This site is owned by Vinehill Investments, Inc. and it is
currently designated as Heavy Industry (HI') under the General Plan. Vinehill
Investments, Inc. is proposing to change the land use designation on this vacant
site from HI to Single Family Residential-High Density(SH)in support of a proposal
for a 160 unit residential subdivision. Attached as Exhibit "A" is the letter request
from Vinehill Investments, Inc.
A map of the subject site is attached as Exhibit "B" to this Board Report. As
illustrated on the map,the subject site is located within the Urban Limit Line and is
on the southern border of the Vinehill community. The subject site is vacant but
from a topographic standpoint has a significant slope rising more than 26% on the
northerly side of the site. It is bounded on the north by the Vine Hill residential
neighborhood, on the east are several parcels designated as Heavy Industry (HI)
that are part of the Acme Landfill site, on the south are several industrial properties
that aro also designated as Heavy Industry, and on the west is the 1-680 freeway.
It is noted that the Board of Supervisors previously authorized a General Plan
Amendment in December 2043 for a smaller five-acre parcel in Vine Hill, which is
also owned>by Vinehill Investments, Inc. That study,which is now in progress, also
involves a proposal to convert vacant industrial land to single family residential use.
This latest request from Vinehill Investments, Inc. involves land area that presents a
greater number of challenges in terms access and circulation, compatibility with
nearby established industrial uses,and steep slopes.Staff believes that the request
for a General Plan Amendment study for this additional site owned by Vinehill
Investments, Inc. is reasonable given that the site provides an opportunity to
consider an infill residential development proposal on a vacant industrial site within
the Urban Limit Line while also encouraging new capital investment in the Vine Hill
community.Staff recommends that the study be authorized with the:understanding
that it would consider the residential development proposal in regard to its
compatibility with the nearby established industrial uses to the east and south,
address the access to the site and impacts on local circulation for the Vinehill
community,and evaluate how the residential proposal would conform with General
Plan policies to reduce residential densities when the slope rises in excess of 26%.
Authorization of this study does not imply the Board's support or endorsement to
amend the General Plan, but only that this matter is appropriate for study.
