SUBSECT: REQUEST FOR DISCHARGE OF ACCOUNTABILITY FROM COLLECTION FOR THE
GENERAL..FUND ACCOUNT RECEIVABLE ESTABLISHED PURSUANT TO A JOINT
EXERCISE OF POWERS AGREEMENTS (JEPA) BETWEEN COUNTY, CITY OF
WALNUT CREEK AND DISTRICT DRAINAGE AREA 15A
:DATE:
PAGE: 2
III. Reasons for Recommendations and Background:
A JEPA dated June 26, 1979 was established to provide that the City of Walnut Creep and the County
provide funding for the costs associated with a storm drainage project and reimbursement of such costs
incurred by the City and.the County would come from future drainage fees collected by District Drainage
Area 15A. The original agreement was to expire upon completion of reimbursement payments to CITY and
COUNTY or 15 years from date of the original agreement, whichever occurred first. The agreement expired
in June 1994. Drainage Area 15A had no drainage fee collections to cover the COUNTY costs associated
with the agreement.
IV. Consequences of 1`I,e ative Action:
The General Fund will reflect an account receivable that is not longer valid. The ability to collect on the
agreement expired June 1994.
