Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract #74-144-6 with Ujima Family Recovery Services, a non-profit
corporation, in an amount not to exceed $540,219, to provide residential substance abuse treatment
services for pregnant and/or parenting, women, and their children for the period from July 1, 20104
through June 30, 2005.
FISCAL IMPACT:
This Contract is funded IW10 by State Prop 10 Funds,
CHILDREN'S IMPACT STATEMENT:
This .Prop 10 program supports the Board of Supervisors, "Families that are Safe, Stable, and
Nurturing" community outcome by providing parenting education, stability, and safety for mothers
(and their children) and pregnant women who are alcohol and drug dependent, while they are in
substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use
of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober
social network.
BACKGROUND/REASON(S)FOR RECOMWNDATIONM:
This Contract meets the social needs of County's population in that it provides family-centered
alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal
substance abuse and maintain appropriate family relationships.
On August 5, 2€103, the Board of Supervisors approved Contract #74--144-5 with Ujima Family
Recovery Services for the period from July 1, 2003 through June 30, 2004, for the provision of
residential substance abuse treatment services for pregnant and/or parenting women, and their
children.
Approval of Contract #74-144--6 will allow the Contractor to continue providing services through
,lune 30,2005.

RECON MENDATION(S}:
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract #74-160-5 with Early Childhood Mental Health, a non-profit
corporation., in an amount not to exceed $144,673, to provide early intervention mental health
services to children of parenting and pregnant women in the Child Welfare System for the period
from July 1, 2004 through June 30,2045.
FISCAL IMPACT:
This Contract is funded 100%by State Prop 10 Funds.
CHILDREN'S IMPACT STATEMENT:
This Prop 10 program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School" and C6Families that are Safe, Stable, and
Nurturing". .Expected program outcomes include an increase in positive social and emotional
development, as measured by the Child and Adolescent Functional Assessment Scale(CAFA S) and
a decreased use of acute mental health care.
BACKGROUND/REASON(S)FOR RECOMMENDATIONIiSI:
This Contract meets the social needs of County's population in that it provides screening and early
intervention mental health services to at-risk and special-needs children of women who are in the
Child Welfare System, and who are receiving substance abuse treatment services in West County.
On July 8, 2003, the Board of Supervisors approved Contract 74---164-4 with Early Childhood
Mental Health for the period .from July 1, 2003 through June 30, 2404, for the provision of Early
Intervention Mental Health services to children of pregnant and parenting women involved in the
Child Welfare System.
Approval of Contract #74w-1605 will allow the Contractor to continue providing services through
June 30,2405.

FISCAL IMPACT:
This Contract is funded by 49% State and 51%Federal FFP Medi-Cal Funds.
BACKGROUND/REASON(S)FOR RECOMMENDATION $):
4n January 14, 1997, the Board of Supervisors adopted Resolution#97/17, authorizing the Health
Services Director to contract with the State Department of Mental Health to assume responsibility
for Medi-Cal mental health specialty services. Responsibility for outpatient mental health
specialty services involves contracts with individual, group and organizational providers to
deliver these services.
In June 2003, the County Administrator approved, and the Purchasing Services Manager executed
Contract #74-184-41 with Neelam Sachdev, M.D., for the period from May 1, 2003 through June
30, 2004.
Approval of Contract #74-184-41(1) will allow the Contractor to continue providing Medi-Cal
mental health specialty services through June 30,200&

This Contract is funded 50% by Federal Medi-Cal and 50% by State Funds. No County funds are

This Contract meets the social needs of County's population in that it provides outpatient substance
abuse treatment services to County residents with co-occurring substance abuse and psychiatric
disorders.
On December 9, 2003, the Board of Supervisors approved Contract #74-196-1 with Phoenix
Programs, Inc. for the period from July 1,2,003 through June 30,2004, (which included a six-month
automatic extension through December 31, 2004) for the provision of outpatient Medi-Cal drug
treatment services, including, but not limited to, individual counseling treatment and Group
Counseling treatment.
Approval of Novation Contract #74-196-2 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30,2005,

June 30,2005,in an amount not to exceed$119,239.
FISCAL.IMPACT:
This Contract is fined 25%by Federal Medi-Cal Revenues, 25%by State EPSDT funds, and 50%
Mental Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include an increase in positive social and emotional development, as
measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at
discharge to a lower level of care.
BACKGRouND/REAsON(s)FOR REcomA4ENDATION(S):
This Contractor has been providing intensive day treatment for mentally and emotionally disturbed
children and adolescents for many years. The program maintains an ongoing census of
approximately 47 youth for the County and serves approximately 70 minors per year.
On March 9, 2004, the Board of Supervisors approved Contract #74-224 with Bi-Belt Corporation
for the period from January 1, 2004 through June 30, 2004, for the provision of school-based
intensive day treatment and mental health services.
Approval of Contract #74-224-1 will allow the Contractor to continue to provide services through
December 31,2004.

This Contract is funded 88% by Federal SAPT Block Grant and 12% Employment and Human Services
Department AGAP funds.
CHILDREN'S IMPACT STATEMENT:
The perinatal treatment services included in this Contract supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing" community outcome. Expected program outcomes include improved birth
outcomes for babies born to women receiving Contractor's services.
BACKGROUND/REASON(S)FOR.REcoMMENDATION(S):
This Contract meets the social needs of County's population in that it provides specialized substance abuse
treatment and prevention programs so that addicted residents are provided an opportunity to prevent or
recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as
productive individuals.
4n December 9, 2003, the Board of Supervisors approved Novation Contract #24-582-20 with Bi-Beit
Corporation for the period from July 1, 2003 through June 30, 2004, (which included a six-month automatic
extension through December 31, 2004) for the provision of substance abuse services at Contractor's facilities
located throughout East and Central County.
Approval of Novation Contract ##24-582-21 replaces the automatic extension under the prior Contract, and
allows the Contractor to continue providing services through June 30, 2005.

On December 9, 2003 the Board of Supervisors approved Novation Contract #24-751-71 with
Phoenix Programs, Inc., for the period from July 1, 2003 through June 30, 2004, (which included a
six-month automatic extension through December 31, 2004) for the provision of mental health
program services for mentally disturbed adults.
Approval of Novation Contract #24-751-72 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2005,

FISCAL IMPACT:
This Contract is funded 50% by Federal Medi-Cal, 48% by State EPSDT and 2% County Mental
Health Realignment Funds. Contractor will bill Medi-Cal through the current County system under
the Rehabilitation Option for all eligible services, and the Federal Financial Participation will accrue
to the County.

treatment program for Seriously Emotionally Disturbed (SED) adolescents and latency-age
children at Milhous Treatment Ranch.
Approval of Contract #24--773-8 will allow the Contractor to continue providing services through
June 30, 2005.

RECOMMENDATION:
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract #24-794-x8(3)with John Muir/Mt. Diablo Behavioral Medicine
Corporation dba Mt. Diablo Medical Pavilion, a non-profit corporation, in an amount not to exceed
$100,000, to provide inpatient psychiatric hospital services for children .and adolescents, for the
period from July 1, 2004 through June 30, 2005.
John Muir/Mt. Diablo Behavioral Medicine Corporation has requested to be held harmless and
indemnified as part of their standard for approval of the Agreement with the County. In the view of
County Risk Management this indemnification will create a minimal potential loss. The Health
Services Department desires to expedite approval of the Agreement as written.
FISCAL IMPACT:
This Contract is 100% funded by State Managed Care funds.

Chapter 633, Statutes of 1994, AB 757, authorized the transfer of state funding for Fee-For-
Service/Medi-Cal (FFS/MC) acute psychiatric inpatient hospital services from the Department of
Health Services to the Department of Mental Health (DMH). On January 1, 1995, the DMH
transferred these funds and the responsibility for authorization and funding of Medi-Cal acute
psychiatric inpatient hospital services to counties that chose to participate in this program.
On November 4, 2003, the Board of Supervisors approved Contract #24-794-8(2) with John
Muir/Mt. Diablo Behavioral Medicine Corporation dba Mt. Diablo Medical Pavilion for the period
from July 1, 2003 through June 30, 2004, for the provision of inpatient psychiatric hospital
services to County-referred children and adolescents.
Approval of Contract#24-794-8(3)will allow the Contractor to continue providing services through
June 30, 2005.

Approve and authorize the Health Services Director, or his designee (Haven Feam) to execute on
behalf of the County, Novation Contract #24-979-8 with Addiction Research and Treatment, Inc.
dba Bay Area Addiction Research and Treatment, a corporation, in an amount not to exceed
$2,697,997, to provide methadone maintenance treatment services for the period from July 1, 2004
through June 30, 2005.
FISCAL IMPACT:
This Contract is funded 50%Federally funded and 50%State funded.
No County Funds are required.
BACKGROUN D/REASON ISA FOR RECOMMENDATION(S):
On December 2, 2003, the Board of Supervisors approved Novation Contract #24-979-7 with
Addiction Research and Treatment, Inc., dba Bay Area Addiction Research and Treatment(BAART)
for the period from July 1, 2003 through June 30, 2004, which included a six-month automatic
extension through December 31, 2004, to provide methadone treatment services through its
Methadone Maintenance Clinics Program (Medi-Cal Drug Abuse Treatment Services) in East and
West County.
These methadone maintenance treatment services are mandated under Sobsky v. Smoley.
Approval of Novation Contract #24-979-8 replaces the automatic extension under the prior
agreement and allows the Contractor to continue providing services through June 30,2005.
