FISCAL IMPACT: Approval of this Agreement will result in a total payment to the County not- to otto exceed $897, 858 during the term of this Agreement. No County match is required. BACKGROUND/REASON(S) FOR RECObMNDATION(S) Fred Finch Youth Center and Seneca Residential & Day Treatment work collaborative with the County and school district personnel in developing program services and policies. The Primary goal of Seneca and Fred Finch Youth Center' s Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Program and non--Medi-Cal mental health programs are to provide seriously disturbed children with the services and the support they need to function effectively in school, at home, and in the community. On December 16, 2003, the Board of Supervisors approved Interagency Agreement #29-513-4 with Mount Diablo Unified School District, for the period from July 1, 2003 through June 30, 2004, to provide professional mental health intervention and day treatment services to designated students at Riverview Middle School, Sunrise Elementary School, Pleasant hill Middle School, Mount Diablo High School and Olympic/Alliance High School, and their families . FISCAL IMPACT: Costs not to exceed $20,000, will be transferred from the General Property Account to complete the Services specified in the "Needs Assessment Update Proposal". Benefits to the County from the assessment and ultimate license renewal should result in cost savings or advanced Services for many County facilities. Staff expects to recover these Costs as part of the renewal expenses and in lieu of doing individual needs assessment surveys. BACKGROUND: In December , 2003, the Board of Supervisors approved an Amended Agreement to execute a contract amendment with the Cities of Clayton, Concord,Martinez, Pleasant Hill and Walnut Creep, the Towns of Danville and Moraga (collectively known as the "Consortium") and Miller & Van Eaton, L.L.P., for additional professional consulting services for the development of a Needs Assessment Update Proposal. Services include emergency food assistance, Adopt-a-Family,Holiday Assistance Program,Back-to-School Give Away, Kids Day, Camp 4 Kids, and the Ready-to-Work Clothes Closet(RTW). RTW, a countywide program of the West County Volunteer and Emergency Services provides business clothing for men and women seeking employment. RTW services include professional image consultation, employment presentation guidance and interview skills, volunteer work experience,workshops and seminars addressing barriers to employment, skills to obtain employment, and workplace skills assistance for employment retention. Mr. Meese will plan, implement, and coordinate special events and services,which include comprehensive educational and professional activities, curriculums,workshops, and seminars countywide for RTW and other special projects. Additionally,he will make community presentations, solicit financial support through grants and in-kind and cash donations, and network with community-based and City and County organizations. FISCAL IMPACT: This Contract is funded 100% by the State Department of Health Services, Maternal and Child Health Branch, for the Black Infant Health Project. No County funds are required. CHILDREN'S IMPACT STATEMENT: This Maternal and Child Health Program supports the County's "Children and Youth Healthy and Preparing for Productive Adulthood" community outcome by providing outreach to encourage pregnant women to receive prenatal medical care and avoid behaviors that would increase the risk to their unborn children. Expected programs outcomes include a decrease in the number of babies being born with health problems requiring medical care. BACK+GROUNDIREASON(Sl FUR RECOMMENDATIONS: The Black Infant Health Project was created to provide services mandated by the State Department of Health Services to develop a partnership for reducing the African-American infant morbidity and mortality rates. This Project meets the social needs of County's population by providing case management services to African-American pregnant and/or parenting women and their infants in West County. On November 4, 2003, the Board of Supervisors approved Contract#22-378-19 (as amended by Administrative Amendment Agreement #22-378-20) with The Perinatal Council, for the period from July 1, 2003 through June 30, 2004, for the provision of case management services for the Black Infant Health Project.
