SUBJECT: Grant for Hazard Materials Transported in Contra Costa County
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION: Approve and authorize Health Services Director or his designee (Randall L. Sawyer),
working with California Department of Health, to apply for a grant offered by the Governor's Office of Emergency
Services for developing and implementing a study of the hazardous materials that are transported by highway and
railway in the County. The amount of the grant is not to exceed$45,000.
FISCAL IMPACT: If the grant is awarded, the result would be a total of $45,000 that would be awarded by the
Governor's Office of Emergency Services that would be spent of providing the study of hazardous materials that are
transported by highway and railway in the County.
BACKGROUND: Many shipments of hazardous materials are shipped in and out of Contra Costa County daily. The
grant will provide the money needed to perform a survey of the trucks that handle hazardous materials in and out of
the County. The survey will be done in conjunction with the California Highway Patrol at truck scales located on I-
680 and I-80. The railroads are required, when requested, to submit the shipments of hazardous materials in the
County. The grant will also look at the location of sensitive populations to the different transportation routes.
Sensitive populations include schools, day care facilities, senior care facilities, hospitals, etc. Most of work will be
performed by the California Department of Health with some administrative work performed by Health Services. The
total costs for the program is $59,000, which $14,000 will be matching funds or services. The matching funds and
services will be supplied by California Department of Health. If any matching funds are required from Health
Services, the cost will be borne by the Hazardous Materials Programs,which is fee funded

Ric NDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Kenneth Stuart) to execute, on behalf of the County, Standard Agreement
#28-600-7 (State #3321) with the State Department of Education, to pay
the County an amount not to exceed $3, 690, for the period from June 1,
2004 through September 30, 2004, to provide health and Sanitation
inspections of the food Service operations for the Summer Food Service
Program (SFSP) .
FISCAL IMPACT:
Approval of this Agreement will result in a maximum reimbursable amount
of $3, 690 from the State for the Summer Food Service Program, No County
funds are required.
REASONS FOR RECOZO ENDATION/BACKGROUND:
The State Department of Education operates summer feeding sites
throughout the State of California to assist families who are working
while their Children are not in school. However, the State does not have
enough staff to perform the food service safety evaluations that are
needed at each site, and have traditionally relied on the County
environmental health staff to provide these Services.
Approval of Standard Agreement #28-600-7 will allow the County to be
reimbursed for the continuation of these Services through September 30,
2004 .
Three certified and sealed copies of this Board Order should be returned
to the Contracts and Grants Unit.

support the Public Health Clinic Services Scoliosis Screening
Project, through June 30, 2005. No County funds are required.
in previous years, approximately 1655 students from Antioch Unified
School District participated in the Scoliosis Screening Program. In
order to keep students in school, Antioch Unified School District has
requested from Contra Costa Health Services, Public Health Clinic
Services, to provide scoliosis-screening clinics at their middle
schools for their 7th grade girls and 8th grader boys, throughout the
school year.
Approval of Interagency Agreement #28-697-2 will allow Antioch
Unified School District to pay the County a total of $4, 500, to
implement the Scoliosis Screening Project at Park Middle School,
Dallas Manch Middle School, Black Diamond Middle School, and Antioch
Middle School, through June 30, 2005.

Agreement #28-708-1 with Moraga Unified School District, to pay the
County at a rate not to exceed $3 . 00 per each student, for the period
from July 1, 2004 through June 30, 2005, for Public Health Clinic
Services Scoliosis Screening Project for 7th and 8th graders at the
Joaquin Moraga Intermediate School .
FINANCIAL IMPACT:
Approval of this Interagency Agreement will result in $3. 00 per each
student, to support the Public Health Clinic Services Scoliosis
Screening, Project, through June 30 2005. (Funded by Moraga Unified
School District) No County funds are required.
REASONS FOR RECbJ!MEDATIONS/RACKG UND:
In previous years, approximately 123 students from Moraga Unified
School District participated in the Scoliosis Screening Program. In
order to keep students in school, Moraga Unified School District has
requested from Contra Costa Health Services, Public Health Clinic
Services, to provide scoliosis-screening clinics at their middle
schools for their 7th grade girls and 8th grader boys, students
throughout the school year.
Approval of Interagency Agreement #28-708-1 will allow Moraga Unified
School District to pay the County a total of $3. 00 per student, to

Approve and authorize the Health Services Director,or his designee(Donna Wigand)to execute,on
behalf of the County,Interagency Agreement#29-495-7 with Acalanes Union High School District,a
public agency,to pay County$41,166,to provide professional mental health intervention services for
certain Special Education students,for the period from September 1,2004 through August 31,2005.
FISCAL IMPACT:
Approval of this Agreement will result in a total payment to the County of$41,166 during the term of
the Agreement. No County match is required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On September 16,2003,the Board of Supervisors approved Interagency Agreement#29-495-6 with
Acalanes Union High School District, for the period from September 1, 2003 through August 31,
2004.
Approval of Interagency Agreement #29-495-7 will allow Acalanes Union High School District
(AUHSD)to continue paying the County for the provision of professional mental health intervention
services to AUHSD-designated,seriously emotionally disturbed Special Education students,who are
participants in the Learning Intervention Center at Campolndo High School and their families
through August 31, 2005.
