I. Recommended Action:
ADOPT Resolution No. 2004/422 approving deposit of $150,000 by Flood Control Zone 3B to the
Flood Control Revolving Fund and approving a loan of $150,000 from the Flood Control Revolving
Fund to Drainage Area 29G to fund repairs to Storm Drain Line A, Central County and Oakley areas.

Il. Fiscal Impact:
There is no fiscal impact to the General Fund. Funds are deposited by a drainage entity into the
Flood Control Revolving Fund and loaned from the Flood Control Revolving Fund to another
drainage entity. The borrowing drainage entity agrees to pay the loan principal and interest over
a five-year period. Drainage Area 29G currently does not have sufficient funds available to
repair damage caused to Storm Drain Line A and needs to borrow $150,000 from the Flood
Control Revolving Fund. Flood Control Zone 3B currently has funds which are temporarily not
needed and are available to deposit to the Flood Control Revolving Fund.
III. Reasons far Recommendations and Back round:
Storm Drain Line A in Drainage Area 29G, Oakley, has been damaged since its construction in
1994. Numerous repairs have been made to a section of the line to mitigate the effects of the
damage to the surrounding areas. An additional assessment of repairs is necessary to plan
restoration of the storm drain line to its complete functioning capacity. Approximately $94,000
was spent in fiscal year 2003-2004 to repair and to design additional repairs of several sections
of Storm Drain Line A. Additional repairs are necessary for the storm drain pipe north of Wilbur
Avenue. The estimated costs to perform these additional repairs in fiscal year 2004-2005 has yet
to be determined and sent out to bid. An additional $56,000 is necessary to cover additional
maintenance design and administrative expenditures, making the total project cost through fiscal
year 2004-2005 at least $1.50,000. Drainage Area 29G currently does not have funds available to
pay for the repairs. Flood Control Zone 3B currently has funds which are temporarily not needed
and are available to be deposited into the Flood Control Revolving Fund. The attached resolution
requests approval of the deposit from Flood Control Zone 3B to the Flood Control Revolving
Fund and a loan from the Flood Control Revolving Fund to Drainage Area 29G.
IV. Consequences of Negative Action:
If the proposed deposit and loan are not approved, the neglected repair work may cause
continued degradation to the storm drain line and may result in damage to private property.

SUBJECT: Approve Deposit by Flood Control Zone 3B to the Flood Control Revolving Fund and Loan from the
Fund to Drainage Area 29G(Oakley area). (District H, 111, N &V)
WHEREAS the following entity has funds that are temporarily not needed and are available for deposit into
the Flood Control District Revolving Fund:
Flood Control Zone 3B (2520) $150,000
WHEREAS the following entity needs a loan in the amount indicated:
Drainage Area 29G(2568) $150,000
WHEREAS the Revolving Fund loan is needed to fund a repair project in Drainage Area 29G; and
WHEREAS said loan shall be repaid to the depositing entity within five years from the date of disbursement
from the fund from monies available to said entity through drainage fee revenue.Repayment shall include interest on
the unpaid balance at 2.62 percent per annum,which is the current rate received on similar types of investments by
Contra Costa County as determined by the County Treasurer.
NOW THEREFORE BE IT RESOLVED, as the Governing Board of Contra Costa County Flood Control
and Water Conservation District, that said deposits and loans are approved.
