DIRECT the Homeless Program Director to return to the Board on September 14, 2004 with a recommendation regarding the provision of services at the Concord Single Adult and Family Shelter and the Martinez Family Shelter. FISCAL IMPACT: The approval of these recommendations would facilitate the shift from County general funds to other non-County sources to support the on-going operations of two family shelters and one single adult shelter. Anticipated cost savings of approximately $800,000 in the 2004/05 fiscal year and $1,266,000 annually thereafter. BACKGROUND: On June 29, 2004, the Board of Supervisors approved cuts to the Health Services Department presented to them during the budget hearings held on Wednesday, June 16, 2004. Among those cuts was the phased elimination by September 30, 2004 of two emergency shelters for families and one emergency shelter for single adults funded by the County. On July 27, 2004 the Public Health Director provided an update to the Board of Supervisors on the transition of services at the two family shelters and single adult shelter. A taskforce had been formed consisting of the County, community, and faith based providers to consider other options to service provision. To this end, the Continuum of Care Board and County Homeless Programs makes the following recommendations: 1) That the County select a provider(s), prior to September 30, 2004, that can and will continue the present services beginning October 1, 2004. 2) That the provider(s) be willing and able to comply with the existing requirements and regulations concerning the present sites. 3) That the Board of Supervisors urgently implement and participate in the Homeless Inter- jurisdictional Inter-departmental Work Group (HIJIDWG) of the 10-year plan adopted by the Board of Supervisors on June 8, 2004. ADDENDUM TO ITEM D.3 August 17, 2004 On this day,the Board of Supervisors CONSIDERED approving recommendations of the Homeless Continuum of Care Advisory Board and the Health Services Director regarding the ongoing operations of the emergency shelters for single adults and families, and directing the Homeless Program Director to return to the Board of Supervisors on September 14,2004 with a recommendation regarding the provision of services at the Concord single adult and family shelters and the Martinez family shelter. Comments were received by the Board from two members of the public: John Anderson of Rodeo,representing the Bay Area Rescue Mission Brian Stein-Webber of Walnut Creek,representing the Interfaith Council of Contra Costa County Janet Bruce of the Continuum of Care(CoC)Advisory Board asked the Supervisors to consider replacing portions of the Board Order text with language from the Original Recommendation of Continuum of Care Advisory Board Regarding ongoing operations of the Emergency Shelter for Families and Single Adults (meeting handout),dated August 9, 2004. Supervisor Uilkema noted that approval of the recommendation as put forth by the CoC could potentially put the County in a position of providing services at County-owned emergency shelters in perpetuity. She asked if the County budget could support taking this position. John Sweeten, County Administrator,responded that the provision of such services would be entirely dependent on the formation of partnerships, such as those being developed by the CoC,between the County and outside agencies. The Board of Supervisors took the following action by a decision of 4-0,with Supervisor Gioia absent: APPROVED recommendations of the Homeless Continuum of Care Advisory Board and the Health Services Director regarding the ongoing operations of the emergency shelters for single adults and families, and directing the Homeless Program Director to return to the Board of Supervisors on. To this end the Continuum of Care Board and County Homeless Program make the following recommendations: 1} That the County select a provider as soon as possible, but no later than August 31, 2004, who can and will continue the present services after September 30, 2004. 2} That the selected provider be willing to comply with existing requirements and regulations concerning present sites. 3 That the Contra Costa County Board of Supervisors urgently implement and participate in the Homeless Inter-jurisdictional Inter-departmental Work Group of the 10 year plan adopted by the Board of Supervisors on June 8, 2004.
