FISCAL IMPACT: This action will result in an annual cost of$4,855. Funding for this position is within the Department's budget and cost are recovered through user fees. There will be.no County General Fund monies used. BACKGROUND: The Department currently has two Database Administrators that support PeopleSoft, the Land Information System, Brass, Building Inspection's Sierra System, and the Law and Justice System. The position being added is to help support these systems. The Information System Programmer Analyst II position is currently vacant. HR staff has reviewed the duties to be performed and determined that Database Administrator is the appropriate classification. CONSEQUENCE OF NEGATIVE ACTION: The consequence of negative action will result in the inability of the Department to accommodate the increasing workload of this unit. The amount of work in this unit has risen to a point where an additional Database Administrator is needed. BACKGROUND: The Community Development Department is requesting these add/cancels to accommodate the need to provide sufficient service levels to network system users in the areas of hardware and software applications troubleshooting. The amount of work exceeds the number of available staff to perform these IT functions. CONSE!2UENCE OF NEGATIVE ACTION: The added classification of Information Systems Technician 11 better represents the needs of the Community Development Department's network users. Not adding the Information Systems Technician 11 will continue to cause Community Development to have insufficient IT staff necessary to perform the required IT duties. FISCAL IMPACT: There are no Net County Costs associated with this action. This position will be fully funded through the use of Airport Enterprise Funds. According to the Public Works Department, the total yearly cost to the department will be $93,004.46. BACKGROUND: in May of 1986 Contra Costa County completed the Byron Airport Master Plan. Additionally, in September of 1990 Contra Costa County completed the Buchanan Field Airport Master Plan. Both of these Airport Master Plans are currently being updated. The Public Works Department-Airports Division continues to receive increased interest in new business and development at the Buchanan Field and Byron Airports. Since the Airports Division is an Enterprise Fund, it is imperative that the Airports Division be able to facilitate and respond to business and or development opportunities, in a timely fashion. This will allow the Airport Enterprise Fund to operate in a self-sufficient manner. The Airport Business and Development Manager classification was developed to lead and direct the business and development responsibilities within the Public Works Department-Airports Division. This classification will also help facilitate new business and development that will both meet the Airport Master Plan goals and produce new revenue sources for the Airport Enterprise Fund and the County General Fund. The Airport Business and development Manager will have the overall lead responsibility to market and negotiate new airport development. This classification will also lead each airport through their respective Airport Master Plan and Business Plan processes. The incumbent will provide the expertise to meet the County's short-term and long-term business and development goals for Buchanan Field and Byron Airports. This new position will also address the June 8, 2004, Board Order that directed the Director of Airports to aggressively pursue and support existing and new airport businesses including the full implementation of the master plan.
