SUBJECT: DETERMINE that the Wildcat Creek Flood Control Channel Desilting project is a California
Environmental Quality Act (CEQA) Class 4g Categorical Exemption; APPROVE the project and
AUTHORIZE the Public Works Director or designee to advertise the project, Richmond [CDD-
CP #04-08] (District I), Project No. 0330-6D9705
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
DETERMINE that the Wildcat Creek Flood Control Channel Desilting project is a California Environmental Quality
Act (CEQA) Class 4g Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a$25 fee to the County Clerk for filing the Notice of Exemption, and
.APPROVE the project, and AUTHORIZE the Public Works Director or designee to advertise the project.

FISCAL IMPACT:
Approximately$250,000 allocated for project through the Clean Water Program..
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S):
The purpose of the project is to remove the accumulated sediment from the Wildcat Creek Flood Control Channel
between station 66+00 and 96+25 to regain the hydraulic capacity of Wildcat Creek at this location. The Wildcat
Creek Flood Control Channel was designed and constructed by the U.S.Army Corps of Engineers(USAGE),and
requires periodic maintenance(desilting) to prevent flooding to local residences and businesses. The project will
remove approximately 14,237 cubic yards of silt from the flood plain of the channel.
The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The project
will consist of a minor alteration in the condition of land.,water,and vegetation,which does not involve the removal
of any mature scenic trees. The project will not result in the removal of any scenic resource.
CONSEQUENCES OF NEGATIVE ACTION:
Delays in approving the project will holdup getting additional necessary permits for the project.
