SUBJECT: FIND and DECLARE that an emergency exists and AUTHORIZE the Public Works
Director to proceed in the most expeditious manner with the repair of the San Pablo
Avenue Bridge at Rodeo Creek, Rodeo area. (District 11)
Specific Request(s) or Recommendation(s) & Background & Justification
1. RECOMMENDED ACTION:
1. FIND and DECLARE that an emergency exists and AUTHORIZE the Public Works Director
to proceed in the most expeditious manner with the repair of the San Pablo Avenue Bridge
at Rodeo Creek, Rodeo area.
2. FIND, based on the evidence set forth below and as contained in the minutes of the Board
meeting, pursuant to Public Contract Code Sections 22035 and 22050, that an emergency
exists, that the emergency will not permit a delay resulting from our normal procedures for
solicitation of bids and contract award, and that the action described in this order is
necessary to respond to the emergency.
3. DELEGATE to the Public Works Director the authority to proceed in the most expeditious
manner for repair of the Sen Pablo Avenue Bridge at Rodeo Creek, Rodeo area.

4. DIRECT the Public Works Director to make periodic reports to the Board of Supervisors, as
required by Public Contract Code 22050 to enable the Board of Supervisors to determine that
there is a need to continue the emergency action.
5. WAIVE the County Outreach Program requirements for construction contracts, purchasing
contracts, and professional service contracts.
II. FINANCIAL IMPACT:
Analysis of the scope of repair including financial impact is being determined.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND:
An inspection of the bridge in March, 2004, revealed structural deficiencies prompting the Public
Works Department to pursue federal bridge replacement funds and to perform immediate interim
repairs on the northern portion of the bridge. The repairs, which were performed earlier this
month, included removing loose concrete and cleaning corroded reinforcing steel from various
reinforced concrete structural elements. Removal of loose concrete performed by a Contractor
retained by the Public Works Department was far more extensive than anticipated. This additional
loss of sound concrete dictates additional engineering analysis and repairs necessitating this
emergency action.
In the interim, this northerly portion of the bridge will remain closed to traffic.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Non-concurrence of the above recommendation will delay repair of the bridge structure until 2005,
which could cause the structure to continue to degrade. Continued degradation could result in
further increased repair costs and possible loss to portions of the bridge.
