SUBJECT: ECCFPD FIRE SERVICE AND EMS MASTER PLAN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECQMMENDATION:
1. APPROVE and AUTHORIZE the Fire Chief, East Contra Costa Fire Protection
District (ECCFPD), to execute a contract with Citygate Associates, LLC, in the
amount of$59,772, to develop a "Fire Service and EMS Master Plan"for East
Contra Costa Fire Protection District, and
2. DIRECT the Fire Chief to work with the District III and V Supervisors to develop
an ad hoc Master Plan Work Group comprised of representatives from the
local communities within the ECCFPD.
FISCAL IMPACT:
The $59,772 cast is within the East Contra Costa Fire Protection District's budget.
BACKGROUND:
The East Contra Costa Fire Protection District was formed by consolidating the
former Bethel Island, East Diablo, and Oakley Fire Protection Districts in
November 2002. The original 2002 Master Service Delivery Pian, developed by
tate District and County staff, was approved by the Board of Supervisors and
served as the application to the Local Agency Formation Commission (LAFCO).
This Plan identified the Board of Supervisors intention to unify the three districts
into a single district that would provide seamless emergency response service
throughout the region within the given revenue projections. The District has

made great strides towards satisfying the goals of the consolidation by:
• Improving response times
• Complying with Cal-OSHA requirements
• Enhancing training programs
• Emphasizing paid-on-call (POC) recruitment
• Increasing number of full-time staffed stations
The LAFCO application also contains the goal of developing service levels to equal
status with the other Bay Area communities. Now, after having successfully
satisfied the initial commitments outlined in the application, the ECCFPD is poised
to develop a comprehensive Fire Service and EMS Master Plan that will help guide
the District in making future decision regarding facilities, equipment, and staffing.
Citygate Associates, LLC, will assist in this process by helping the District assess:
• Mission, goals, and objectives
• Performance and efficiency
• Community risks and demand for service
• Growth projections
• Organization and staffing
• Deployment and concentration of resources
• Level of service and standards for response coverage
• Needs assessment
In order to determine the level of interest and the desire to increase current service
to levels equal with other Bay Area communities, it is recommended that an ad hoc
Master Plan Work Group, comprised of community menus and stakeholders, be
assembled by the Fire Chief with assistance from the District III and District V
Supervisors.
CONSEQUENCES OF NEGATIVE ACTION:
Given the continued explosive population growth in the District and the most recent
long-term revenue projections contained in the Economic Planning Systems report
that wi3s presented to the Board of Supervisors on .lune 8, the timing of the Fire
Servide and EMS Master Plan is critical. If delayed, the District will not have a
valuable resource document or objective framework within which to make decisions
regarding service enhancements now and in the future.
