BACKGROUND
PEHAB member Lucille Swancer resigned from PEHAB in July 2004 after three years of service due to
a lack of time for PEHAB activities and increasing workload in her professional life. Please see attached
letter of resignation from Lucille Swancer. Please note that she incorrectly refers to her seat as the East
County, At-Large Seat, instead of the Central County seat.
The Public and Environmental Health Advisory Board is a 19-member board appointed by the Board of
Supervisors in 1986 to advise the Health Services Department on community needs. This community-
oriented Board seeks diverse representation from throughout Contra Costa County and includes

donstituents to represent community members in the following categories: older adults, children and
teens, business/industry, environmental organizations, labor, and consumers. We also have
professionals representing local voluntary agencies, the medical provider community, and immigrant
populations. These representatives provide broad community knowledge and a wealth of experience in
the health field.
PEHAB's mission is to identify community health needs and to make recommendations to the Health
Services Department on how to address these needs. PEHAB strives to anticipate emerging public
health issues, and advocates for policies, services, and programs that improve community health.
PEHAB recruits new members by sending out press releases to local media and notices to community-
based organizations, other coalitions and groups, and members of the Board of Supervisors. PEHAB
members also recommend candidates. PEHAB is committed to diversity in its membership, and Contra
Costa residents from a broad range of community and health settings are encouraged to apply.
Candidates submit a written application and have an interview with PEHAB members and staff. The
Steering Committee then recommends the candidates whose background and skills are the best match
for vacant seats on the Board. Upon approval by the Steering Committee, the candidates are invited to
attend a PEHAB meeting. PEHAB members then vote to approve forwarding these candidates to the
Board of Supervisors for appointment to PEHAB.

DECLARE vacant Hazardous Materials Commission City Seat #2 held by Sandi Potter due to
resignation, and DECLARE vacant City Seat #2 Alternate held by Laticia Moore due to
resignation and DIRECT the Clerk of the Board to post the vacancy. Resignation letter (via e-

BACKGROUND:
The Hazardous Materials Commission was established in 1986 to advise the Board,
County staff and the mayor's council members, and staffs of the cities within the County,
on issues related to the development, approval and administration of the County
Hazardous Waste Management Plan. Specifically, the Board charged the
Commission with drafting a hazardous materials storage and transportation plan
and ordinance, coordinating the implementation of the hazardous materials
release response plan and inventory program, and to analyze and develop
recommendations regarding hazardous materials issues with consideration to
broad public input, and report back to the Board on Board referrals.
The bylaws of the Commission provide that two representatives of cities be appointed by
the City Selection Committee pursuant to Article II (50270 et Seq.) of Chapter 1, Part 1 of
Division I of Title 5 of the Government Code.

Thank you for helping to find a west county replacement for Letitia and 1 on
the Hazardous Materials Commission. I am sorry that I am not able at this
time to continue contributing to this important work at the County level.
However, I do agree that this is a good time to bring on some new, as the
commission is in transition. Please note that the full commission is now
meeting every month (rather than one every other month as before) and the
committees are meeting every month also.
