SUBJECT: Authorize Naming of an Unincorporated Area of the County"Briones"
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
1) AUTHORIZE the naming of the area encompassing 1000-9299 Bear Creek Road, 100 Via Domingos, 105-195
Hampton Load, all Bear Oaks Drive, all Bear Oaks Court, all Bear Oaks Lane, all Bear Oaks Place, all Garcia
Ranch Road,all Rancho del Lago Road,all Boca Canada,and 700-795 Rancho la Boca Road as "Briones."
2) DIRECT the Clerk of the Beard to send letters to all incorporated cities in the County,to the County's federal and
state legislative delegation,to the California Secretary of State,and to the United States Postal Service informing
them of this action by the Board of Supervisors.
Il. FINANCIAL IMPACT:
No costs other than for the mailings referred to in Item 2 above shall be incurred by the County.
Ill. BACKGROUND:
Receipt of report from the Briones Steering Committee regarding a Proposal to name an unincorporated area of the County
"Briones." The League of Women Voters held an election and certified: (1)that at least a simple majority vote of the votes
cast by the registered voters listed on the list of registered voters in the area defined in Item 1 above and (2)that at least a
simple majority vote of the votes cast by the parcel owners listed on the assessment role for the area defined in Item 1 above
voted"yes"on the ballot to authorize the naming of the area defined in Item 1 above as"Briones."

Dear Board of Supervisors;
As directed by the Board of Supervisors, The League of Women Voters of Diablo Valley
has conducted an election to name an unincorporated area of the County"Briones."
Enclosed you will find the Certification of the Vote as well as a description of the process
the League followed in carrying out the Board Order. It is now incumbent on the Board
to authorize the naming of said area as"Briones" and follow through with the
specifications outlined in section S of the Board Order dated May 20, 2003.

Certification of the Vote
The Briones Question,May 2004
A poll conducted by the Diablo Valley league of Women Voters
Follgwing procedures of the Contra Costa Board of Supervisors Board Order of June, 20103
At January 15, 2004, lists of Registered Voters were obtained from the County Clerk and Parcel
Owners were obtained from the County Assessors Office, for the streets and house numbers
listed and mapped in the Board Order.
The total of these verified voters was 236; 136 Registered Voters and 100 Parcel Owners. For
Registered voters who also owned more than one parcel, the voter received one ballot with its
own ballot envelope as a Registered Voter, and one ballot with its own envelope for each owned
parcel,
Each voted ballot required the voter's signature above the return address and was compared to a
roster of parcel numbers with owners' names or roster of registered voters. Each envelope was
checked off as received so there would be no double voting. This was done before the envelopes
were opened and votes tallied.
In order to pass, 50%+ 1 of the Parcel Owners who cast ballots must approve the question, and
then 50°x, + 1 of the Registered Voters who cast ballots must also approve the question.
We, the following, certify the returns and tallies as follows:

The"€3riones"Question
Shall the specified unincorporated area of Contra Costa County be so named?
A poll conducted by the Diablo Valley League of Women Voters as directed by the June 2003
County Board of Supervisors'Order
Directed by the Board Order,the League obtained two Copies of the June 2003 Order With
attachments, including a map of the area in question.
The County Clerk supplied a listing of all area Registered Voters as of January 15, 2004.The
County Assessor's Office supplied names of all area Parcel Owners and their addresses, as of
January 15, 2004.
Both these lists required meticulous checking to validate that they were specifically included
within the designated area.A group of area addresses which had been left off the original list was
discovered, and added into the voting list. (Refer to blue map for notations)
By February 2004, address labels for both Registered Voters and Parcel Owners with Parcel
Number were produced for mailing an information packet and ballots. The packet included past
history of previous votes taken, Pro&Con statements for voters to review, and an invitation to
attend a neighborhood-wide forum which was held April 4,2004 at 4:30 p.m.
A mailing of 236 Ballots,with special ballot return envelopes, was prepared. An area for valid
signature on the return address label was noted. This signature would be used to verify the
authenticity of the returned ballot.
Ballots were mailed out first class to the voters on April 19, 2004. The voted ballot was to be
placed in the return envelope and deadline was a postmark by May 3. Mailing address: P.O. Box
1602, Lafayette, CA 94549.
On May 10, a representative of the League was at the League office, 500 St. Mary's Road,
Lafayette, from 10:00 a.m.to 1:00 p.m.,to authenticate anyone claiming to have lost a ballot.
League representatives were prepared to look up the voter on the two Rosters of valid voters,
and would have the voter sign a Provisional list. This voter would be given as many ballots and
cover envelopes as the Rosters indicated were valid. All Provisional Ballots were placed in a
special Provisional envelope, until the mailed ballots were checked off the Rosters,thus avoiding
duplicate votes.
At 12:30 p.m. on May 10, a representative of the LWV met with a representative of each side of
the issue at the Lafayette Post Office.The P.O. Box was opened in full view and the contents
brought intact to the League office.At the office,the ballots were sorted for type(Registered
Voter or Parcel Owner).Any ballot that was unsigned was placed in the Invalid Vote envelope.
The Parcel Owners' ballot envelopes were checked against the Roster of Eligible Parcel Owners.
If a ballot had already been checked off due to provisional voting,the second ballot was noted as
invalid and placed in the invalid Vote envelope,the original ballot was counted.
After all envelopes were thus checked, their total count was noted and only then the envelopes
opened,with the ballots counted and recorded. If 50%+ 1 of the ballots said "No"to the
Question,the tally was then over and the witnesses could sign the certification sheet declaring
the"No"vote prevailed.
If 50%+ 1 of the Parcel Owners were in favor of the Question, the Registered Voter envelopes,
which had been checked off on their Roster,were then taken to Martinez to the office of the

County Clerk. Here, 10% of the total ballots cast were checked for signature authenticity. If three
or fewer signatures were not rejected, all voted ballots could then be opened and tallied.
Passage of the Registered Voters group needed also to be 50% + 1 of the votes cast, in order for
the naming to be accepted.
The witnesses and the LWV representatives then signed the Vote Certification sheet to validate
the tally.All ballots, envelopes, rejected&invalid ballots will be saved at the LWV office for a six
month period.
