SUBJECT: Contract for North Richmond Redevelopment Project Area Manager
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE & AUTHORIZE the Redevelopment Director to execute a First Amendment to contract, effective
August 4, 2004,with a new term extending to February 3, 2005, and to increase the payment limit by$50,000
to an amount not to exceed $147,000 with D'Andre Wells for Redevelopment Project Manager services for the
North Richmond Redevelopment Project Area.
FINANCIAL IMPACT:
None to the General Fund. Redevelopment funds have been budgeted.
BACKGROUND:
The current North Richmond Redevelopment Project Manager is on a leave of absence until January, 2005.
Execution of this contract amendment will enable the Redevelopment Agency to provide ongoing Project
Manager services for this extremely active Redevelopment Project Area. Some of the services Mr. Wells will
provide include working with Community Housing Development Corporation (CHDC)on an infill housing project,
working with the Housing Authority on plans for the Las Deltas site, developing an infrastructure plan of finance
for the employment area of North Richmond, analyzing the impacts of the prospective tribal casino, working with
first time homebuyer programs, assisting North Richmond Neighborhood House with the Giaramita Housing
Program, assisting affordable housing definition legislation, managing the North Richmond Youthbuild Program,
as well as working with various community and groups and the Steering Committee on P41 Planning. The work
scope will be refined as specific needs arise. As seen from this partial listing of current activities in various
stages, not being able to provide these services in the North Richmond Redevelopment Project Area would be
severely detrimental to the residents and the community as a whole.

SUBJECT: Temporary Parking Engineering Services /11 County
Pleasant Hill BART
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Redevelopment Director, or his designee, to execute a
contract amendment with RBF Consulting, effective July 1, 2004, with a new term extending
through December 31, 2004, and to increase the payment limit by $26,700 for a total contract
amount not to exceed $313,965, for engineering services related to installation of a new
temporary BART parking facility in the Pleasant Hill BART vicinity.
FISCAL IMPACT:
None. No General Funds are involved. Agency funds have been budgeted.
BACKGROUND:
The Redevelopment Agency has been permitted by the City of Walnut Creek to install a
temporary parking facility for BART patrons on the farmer Las Juntas Swim Club site. Can
December 16, 2003 the Board of Supervisors approved a construction contract for installation
of the Pleasant Hill BART Greenspace, including this temporary BART patron parking facility.
To provide continuing construction management and inspection services through completion
of the Greenspace project, staff recommends the continued re ten "on of RBF su 'ng.
