RECOMMENDATION(S):
Approve amendment to Exhibit A to the County Administrator's Conflict of Interest Code to substitute
the attached as Exhibit A to said code.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The County Administrator's office has amended Exhibit A to its conflict of interest code and submitted
the revised code to the Board for approval pursuant to Government Code sections 87306 and 87306.5.

SUBJECT: Establishment of a Contra Costa County Citizen Corps Council ,,
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
ADOPT Resolution No. 2004/398 authorizing the establishment of a Contra Costa County
Citizen Corps Council as a function of the Operational Area Council in accordance with the
requirements of the GoSery (Governor's Office on Service and Volunteerism) Grant funded
by the Federal Emergency Management Agency, Office of National Preparedness.
II. FINANCIAL IMPACT:
NONE. The establishment of a Citizen Corps Council within Contra Costa County makes the
County eligible for approximately $58,000 in grant funding.
III. BACKGROUND:
Article 422.406 of the County Ordinance Code established the Operational Area Council
comprised of emergency managers from incorporated cities, special districts, key utilities
and businesses and staff of the Office of the Sheriff, Office of Emergency Services. The
Operational Area Council functions as an advisory council to the Emergency Services Policy
Board.
The GoSery Grant requires a Citizen Corps Council be established within the Operational
Area. The purpose of the Council is to bring together the appropriate leadership in the
community to develop a plan to engage citizens in homeland security and all-hazards
emergency preparedness for promoting community preparedness and family safety.
Citizen Corps Councils have an oversight role to implement the programs by offering
training and volunteer opportunities and by conducting a strategic approach to public
education and outreach in order to inform the public about crime prevention, mitigation,
preparedness, and public health measures. In California, as the Citizen Corps and CERT
programs develop, coordinated integration within existing systems, such as the Standard
Emergency Management System, will be critical to success.

WHEREAS, the County of Contra Costa has accepted a GoSery (Governor's Office on
Service and Vounteerism) Grant funded by the Federal Emergency Management Agency,
Office of National Preparedness; and,
WHEREAS, the GoSery Grant requires the establishment of a Citizen Corps Council
within the Operational Area; and,
WHEREAS, the Operational Area Council consists of emergency managers from
incorporated cities, special districts, key utilities and businesses and staff of the Office
of the Sheriff's Emergency Services Division; and,
WHEREAS, the Citizen Corps Council may be comprised of leadership from the elected
officials; leadership from the emergency management and the first responder community;
leadership from the service and volunteer community; leadership fro volunteer disaster
relief organizations; leadership from existing community substructure such as municipal
advisory commissions; leadership from major business, industry, or educational
institutions; and leadership from neighborhood watch or CERT (Community Emergency
Response Team) programs,
THEREFORE, BE IT RESOLVED BY THE Board of Supervisors of Contra Costa County,
that a Citizen Corps Council be established as a function of the Operational Area Council for the
purpose of developing a plan to engage citizens on emergency planning and response, homeland
security, and for promoting community preparedness and family safety in three principal ways:
through public education and outreach, through training opportunities, and through volunteer
programs that draw on special skills and interests.
