BACKGROUND! Volunteer and Emergency Services Program of the Employment and Human Services Department(EHSD) provides emergency supplemental resources to stabilize low-income families and individuals in crisis. Resources such as food, furniture, clothing, toys, and education supplies assists families to remove barriers to employment,housing, and other basic living needs empowering families to move to self-sufficiency. Additional program services include summer camperships, holiday food baskets, and tickets to cultural and sporting events, which support the entire families' quality of life experience. The program receives a grant from the San Francisco Chronicle's Season of Sharing (SOS) campaign, which provides housing assistance for families in crisis. Ms. McAlister will provide West County Season of Sharing(SOS) Coordinator services for FY 2004/2005. Ms. Bledsoe will continue to assist in the development of new clerical policies and office procedures as it pertains to forms, publications and other new issues brought on by automation. The goal is to develop a new department-wide manual for clerical policies and procedures. BACKGROUND REASON(SS)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides long-term care for adults with serious mental illness who require skilled nursing inpatient psychiatric care. On July 15, 2003, the Board of Supervisors approved Novation Contract #74-190-2 with Mental Health Management 1, Inc. (dba Canyon Manor) for the period from July 1, 2003 through June 30, 2004, (which included a six-month automatic extension through December 31, 2004) for the provision of Mental Health subacute care and treatment services. Approval of Novation Contract#74®190-3 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2005. FISCAL IMPACT: This Contract is funded 18% by Federal Med-Cal, 18% by State Early and Periodic, Screening, Diagnosis,and Treatment(EPSDT)Program, and 64%Mental Health Realignment. July 1, 2003 through June 30, 2004, for the provision of Intensive Day Treatment and Mental Health Services for SED Children.
