The Board of Supervisors may appoint one representative and one alternate representative. By law, an appointee may serve no more than two consecutive terms. The Internal Operations Committee reviews nominations for the County's seat on the Advisory Board. The library recommends that Alan B. Smith fill the vacancy. The library followed the Internal Operations Committee's recommended procedures for this recruitment: • Issued press releases on February 25, 2004 announcing the vacancy throughout Contra Costa County and posted the vacancy on the library's Web site, www.ccelib.org • Ten applications were received by the March 12, 2004 deadline. Two applicants withdrew. • A sub-committee of the Library Commission was appointed at their regular scheduled March 25, 2004 meeting, Library Commission Vice-Chair, Regina Brinker and Commissioners Dennis Myric and Earl Austin were appointed as the sub-committee. • Amer reviewing applications, the sub-committee selected four people to interview and one applicant withdrew. • The sub-committee at a May 5, 2004 public meeting interviewed three applicants. The sub- committee selected Alan B. Smith as the applicant to recommend to the Library Commission to fill the vacancy. • At the May 27, 2004 Library Commission meeting, the Commission reviewed the minutes from the May 5, 2004 sub-committee meeting and concluded with a recommendation of Alan B. Smith. APPLICANTS FOR THE BAY AREA LIBRARY AND INFORMATION SYSTEM (BALIS) LAY ADVISORY BOARD MEMBER VACANCY: At the beginning of each interview Regina Brinker, Vice-Chair of the Library Commission, explained that nine applications were received for the vacancy, three applicants withdrew and the Sub-Committee has selected three applicants to be interviewed for consideration as the BALIS Systems Lay Advisory Board representing the Contra Costa County Library. The Sub-Committee will make a recommendation to the Library Commission at their next meeting. The Commission will then make a recommendation to the Board of Supervisors. Letters will be sent to each interviewee after all interviews are completed. The terra for the BALIS Lay Advisory Board appointment ends April 2005. INTERVIEW of DAVID KRUEGEL Mr. Kruegel explained that he contacted the County Librarian's secretary to learn about BALIS and he also reviewed the BALIS Website for information. Mr. Kruegel has a long time interest in libraries. His background shills and experience, combined with his library interest would enable him to make a positive contribution. Mr. Kruegel commented on his: • `understanding of government agencies because of his background in the health department and federal government veterans' administration. He was responsible for developing information system programs for college students when he was a dean. He worked extensively with database issues as a part of his administrative management responsibilities. • Experience with libraries, mostly university libraries, including a background in recommendation, acquisitions,periodicals,book reserves and working directly with librarians and their assistants. • He uses the Moraga Library and said that he is impressed with the library's Web site. He does not recognize any particular short-term problem facing Contra Costa County Library, however he does not feel familiar enough with the library system to recognize problems, with the exception of funding. He recognizes funding problems as a significant issue. He heard about the recent library's fun run as an effort to raise money. He has given money to the Friends, and commented that there may be some lack in responding with thank you letters. Mr. Kruegel added that he thinks the library could do more to promote its identity and funding issues. Commissioner Myrick acknowledged Mr. Kruegel's participation with the elections commission in Moraga. Mr. Kruegel said that he was involved with the school parcel tax and that he feels he had a positive influence on the elections committee Mr. Kruegel said that he can travel to meetings throughout the Bay Area. It would be very rare for him tc have a conflict that he couldn't resolve in order to attend a meeting. Mr. Kruegel understands that the BALIS Advisory position is a Contra Costa County Library representative, representing the community Countywide and will share information with the other nine community members of the BALIS Advisory Body. INTERVIEW of KATHERINE BRACKEN Katherine Bracken explained that she is a heavy library user. She has a strong interest in libraries and has a library background as documented in her application. She is interested in learning and participating behind the scenes of the Contra Costa County Library. She has witnessed changes in library practices such as the manual card system through to the current technology. She expressed concern with the library switching to the automated self-check machines because this approach might not be library patron friendly. She added that patrons appear more comfortable using the self-check process as they become more familiar with it. Vice-chair Brinker explained that the self--check machines help free up library staff to offer more time for them to interact with library patrons who need their assistance. Ms. Bracken expressed an interest in children's resources and information technology. She is able to travel to various areas in the Bay Area to attend BALIS meetings whether daytime or evenings. Ms. Bracken expressed interest in the process that BALIS uses for their interlibrary loans, the fluidity of its operation, and possible improvements in tracking material. She added that she has experience working ii libraries in Ireland and used libraries in England where her knowledge and skills could possibly benefit libraries here. She noticed that BALIS is developing an automated catalogue and it will interest her to see the way information and material will be exchanged through BALIS. Fµ INTERVIEW of WALTER RU'EHLIG Walter Ruehlig submitted an e-mail to the Executive Secretary withdrawing his application. INTERVIEW of ALAN SMITH Mr. Snaith is familiar with BALIS and has read their Website. He explained that he is well qualified to serve as the BALIS Advisory Board member because of his range of library experience, including being on the CALTAC Board for the past six years and conducting twenty board trainings, and his interaction with the library community. He has experience with all sizes of libraries, which would benefit working with the BALIS libraries. Mr. Smith has a history of teaching in colleges. He learned that students with a library background did a lot better then their peers in economic and other term papers. He recognizes that Contra Costa County Library is fairing far better in many areas then other libraries that have larger budgets and he wants to make sure that Contra Costa County continues as a library leader. Mr. Smith would advocate raising money for libraries and focus on ways that libraries collectively could raise their voices to funding agencies. He added that Contra Costa County Library is politically active and many other libraries are not, He feels that it is important that libraries realize the importance of contact with elected representatives including council and board members and legislators. The more that libraries get the word out, the more effective libraries can be. Mr. Smith wants to focus on public relations and information sharing. He added that the person selected to represent Contra Costa County in the BALIS Advisory position should consider reporting to the Library Commission as a regular formal agenda item. He sees BALIS as a connection to network in the library community and mingle to learn from other Bay Area libraries. If he is selected for the position, his exposure in the library community as a Contra Costa County Library Commissioner, a CALTAC Board member and the BALIS advisory representative will give him broader exposure and the opportunity to work with the whole spectrum of the library community. DELIBERATE TO SELECT APPLICANT AS BALIS ADVISORY BOARD MEMBER The Sub-Committee of the Library Commission discussed the applicants. They recognized that each candidate has different skills to offer if selected for the position and would be happy if any one of them were chosen. They want to encourage each applicant to increase their involvement with the Contra Costa County Library and hope that they might consider coming to Library Commission meetings. The skills that these candidates have would be a definite asset to the library and the community, Alan Smith was outstanding in his interview by giving specifics for his approach to serving on the BALIS SAB. He already has a connection with many people in the library community, an extensive background in working with libraries, and he has a wealth of experience that he could bring to the position that would benefit the BALIS Advisory Body and help there become more successful. This would bring a worthwhile experience for the library. While serving as a university professor, I took more than an average professor's interest in libraries inasmuch as I served on several library committees. At my most recent appointment, Prairie View A&M University, I . worked closely with Mr. Anthony Adams, Assistant Librarian. Prairie View A&M University is located near Houston, has about 6,000 students, and is apart of Texas A&M University System. I left university administration at the end of 1999 because my wife became ill with what appeared to be a non-responsive major depression. After exhaustive medical examination, physicians at the Medical School of the University of California at San Francisco diagnosed my wife's condition as a rare, degenerative neurological disease. Although my wife is unable to work, her illness is very slowly progressing and in many ways we are able to lead normal lives. My wife's illness will not hamper my work for the Bay Area Library and Information System Advisory Board. I have had experience as a consumer of Contra Costa County library services inasmuch as my wife and I lived at our present home in Moraga from 1950 to 1990.
