I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute, on behalf of Contra
Costa County a lease for a hangar at Buchanan Field Airport with Greg Campbell effective July 1, 2004.

The Airport Enterprise Fund will realize $4,140 annually for the T-hangar rental.

III. Reasons for Recommendations and Background:
On September 1, 1970,Buchanan Airport Hangar Company entered into a 30-year lease with Contra Costa
County for the construction of seventy-five (75) hangars and eighteen (18) aircraft shelters at Buchanan
Field Airport. Buchanan Airport Hangar Company was responsible for the maintenance and property
management of the property during that 30-year period.
On September 1,2000, the County obtained ownership of the aircraft hangars and shelters,pursuant to the
terms of the above lease. Several of the hangars are now vacant. Approval of this lease will fill 1 (one)of
the empty hangars. The attached lease form entitled "Contra Costa County Buchanan Field Airport T-
Hangar and Shade Hangar Rental Agreement," will be used to enter into this lease. Airport Division staff
and current hangar tenants have been negotiating regarding revisions to this lease form. After agreement has
been reached on a new lease form, the Board will be asked to approve new leases with all of the hangar
tenants.
IV. Consequences of Negative Action:
This will cause a loss of revenue to the Airport Enterprise Fund.

DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
22037 of the Public Contract Code upon confirmation of project advertisement by the Public
Works Director

11. FISCAL IMPACT:
This project is fully funded by Flood Control Zone 313 funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed as environmental mitigation to the San Ramon Creek Improvements
Project, originally constructed in 1998 and 1999. This project replaces deficient plantings and
irrigation from the 1999 San Ramon Creek Mitigation Planting project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the final EIR for the San Ramon Creek Chaney Road to
Livorna Road Improvement Project (PW85-55) on June 16, 1987 and Addendum #1 (1/12/93,
CP92-84),Addendum#2 (5/2/95, CP95-29),Addendum#3 (10/17/95, CP95-58)and Addendum
#4 (12/12/95, CP95-64) and certified that the Final Environmental Impact Report for the project
was completed in compliance with the California Environmental Quality Act. The Final ElR was
presented to the Board and the Board reviewed and considered the information contained in it,
and found that the project will have significant effects on the environment, each of which is
determined to be mitigated or unavoidable. The findings for the San Ramon Creek Flood Control
Project between Chaney and Livorna Roads were made by the San Ramon Valley Regional
Planning Commission to comply with Section 15091 of the CEQA Guidelines and incorporated
herein by reference. The Board reviewed and approved the original San Ramon Creek Mitigation
Planting project (2/23/99 CP95-64),
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed, and the Flood Control and
Water Conservation District will not meet the environmental mitigation requirements.

NOTICE TO CONTRACTORS
The Chief Engineer will receive sealed bids at the Public Works Department, C.C. Rich
Building, 255 Glacier Drive, Martinez, California 94553-4897, until 2 o'clock p.m., on August
31, 2004, at which time they will be publicly opened and read, for: SAN RAMON CREEK
MITIGATION PLANTING.
General work description: The work to be done consists, in general, of planting District-
ftimished trees and shrubs, installing pole cuttings, modifying an existing irrigation system,
installing a new drip emitter and drip bubbler irrigation system to the existing irrigation system,
constructing browse control protection, and performing plant establishment work for 90 days.
Engineer's cost estimate: $307,000
A pre-bid meeting will be held on Monday, August 16, 2004 at 10:00 a.m. at the Public
Works Department to cover the County's Bidder Outreach Program. Prospective bidders
attendance is recommended but not mandatory.
Contract Documents,including plans and specifications,may be viewed and/or obtained at the
Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez, California 94553-
4897, Monday - Thursday (7:00 a.m. _ 12 Noon and 1:00 p.m. - 5:00 p.m.) (closed Fridays). To
obtain plans and specifications a service charge is required in the amount of$36.81 (sales tax
included). Plans and specifications may be ordered by mail for an additional shipping and
handling fee of$5.00. Checks shall be made payable to 'The County of Contra Costa' and be
mailed to the above address. The Public Works Department does not guarantee the arrival of the
plans and specifications in time for bidding. Plans and specifications will not be sent overnight
mail.
This project is to be advertised pursuant to Public Contract Code 22037.
This contract is subject to state contract nondiscrimination and compliance requirements
pursuant to Government Code, Section 12990.
The Contractor shall possess a Class A or Class C-27 License at the time the Contract is
awarded.
Bids must cover the entire project, and neither partial nor contingent bids will be considered.
The successful bidder shall furnish a payment bond and a performance bond.

prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors, and is
