BARRY, AICP nr Costa COMMUNITY DEVELOPMENT DIRECTOR � K DATE: July 20, 2004 ' County SUBJECT: Transportation for Livable Communities Grant Applications SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: AUTHORIZE the Redevelopment Director to submit applications to the Metropolitan Transportation Commission's Transportation for Livable Communities Program for the following projects: • 3`d Street PedestrianlStreetscape improvements, $2,000,000, North Richmond; • Iron Horse Trail Overcrossing, $1,000,000, Pleasant Hill BART Station; • Montalvin Manor Pedestrian and Transit Infrastructure Improvements, $1,355,000, Montalvin Manor; + Willow Pass Road Commercial District Streetscape Improvements, $2,124,000, Bay Point; and Rodeo Waterfront Study Planning Grant, $75,000. AUTHORIZE the Redevelopment Director to execute a grant contract with the Metropolitan Transportation Commission if the Agency receives a grant. FINANCIAL IMPACT: None to the General Fund, The Redevelopment Agency will provide the required 11.5% match for the construction grants. The TLC Capital Grant Program funds pedestrian, bicycle, and transit trips;projects that support a community's larger infill development goals; and projects that promote wider trans- portation choices, improved mobility, and a stronger sense of place. Agency staff believes the following projects are appropriate for TLC grant applications: 1. North Richmond 3rd Street Pedestrian/Streetscape Improvements, $2,000,000—A TLC Planning Grant was secured in 2040 to prepare a North Richmond Transportation and Urban Design Plan 3r'l Street. The initial phase of this plan to create pedestrian—friendly"Main Street'environment was recently completed on 3rd Street between Chesley Avenue and Grove Avenue. The current grant application would be for a portion of the three-block corridor from Grove Avenue north to Wildcat Creek. 2. Pleasant Hill BART Iron Horse Trail Overcrossing, $1,000,000—The Pleasant Hill SART Station area is a mixed-use transit oriented development area that emphasizes the use of alternative modes (pedestrian, bicycle, car pools,TDM,etc.)for travel trips. The Iron Horse Trail bisects the area to the east. In order to improve safety and reduce travel times for trail users an overcrossing of Treat Blvd. has been planned for, and final design is currently underway. Detailed studies suggest that utility considerations particularly those related to the protection or relocation of regional sewer trunk lines of the Central Contra Costa County Sanitary District,will increase costs. The project is now funded by Congestion Management and Air Quality funds ($500,000), Measure C funds($1,090,000), Trans- portation impact fees($3,150,000),and Redevelopment funds($1,260,000). The proposal for $1,400,000 of TLC capital funding would be matched by$500,000 of transportation impact feel redevelopment funds. 3. Montalvin Manor Pedestrian and Transit Infrastructure improvements, $1,355,000-Using MTC's TLC Planning Grant funds the Agency undertook a Montalvin Manor Pedestrian and Transit Access Improvement planning program in 2003104. The report on the planning program was accepted by the Agency's Governing Board on July 13, 2004. Included in the report,which was created through an extensive community outreach effort,were a series of pedestrian and transit access improvements including pedestrian and bicycle enhancements, entry monuments, transit improvements such as bus shelters, and traffic and vehicular safety improvements. The proposal for a$1,355,000 of TLC funding would be matched by the Agency with$175,000 over two years. 4. Bay Point Willow Pass Commercial District Enhancements, $2,124,000-The Pittsburg/Bay Point BART Station Area Specific Plan adopted by the County in June, 2002 provided for the creation of a Commercial District Mixed Use District on Willow Pass Road between Bailey Road. The intent of the Specific Plan is to create a neighborhood commercial district that will act as a focal point for Bay Point. The pedestrian oriented urban design program would promote multiple retail activities, and would be supported by enhancements to the public realm including the installation of street trees, landscaped medians, and pedestrians scale lighting. The proposal for$2,124,000 of TLC funding would be matched by the Agency with $276,004. 5. Rodeo Waterfront planning grant$75,000-The current EPA/RDA funded initiative to address the challenges of the Rodeo Waterfront have made it apparent that synergy and connectivity to the Downtown area are essential. The TLC Planning Grant would expand the current initiative to develop a site Plan that provides for Pedestrian/bicycle connections to the Downtown, and to the Bay Trail System and examine alternative approaches for the Pacific Avenue Corridor, particularly at its intersection with Parker Ave. The TLC planning grant request of$75,000 would be matched by Agency funds of$15,400.
