FISCAL IMPACT: None. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two Contra Costa County community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The program goal is to bring about a greater social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONSIBACKGROUND: Contra Costa County Community Services Department is a Head Start Grantee. The federal Head Start Program is administered by the Head Start Bureau of the Administration for Children, Youth and Families (ACYF). ACYF is a part of the Administration for Children and Families (ACF) within the United States Department of Health and Human Services (HHS). The Head Start Act mandates that all Head Start grantees receive a full review at least once every three years. CSD Head Start most recently received an on-site federal review from March 15-19, 2004, with a review of both CSD and its partner agency sites. On April 30, 2004, ACF informed CSD of issues identified by the review team. CSD responded immediately to issues involving health or safety concerns (see Attachment A, 30-day Response-Corrective Action Plan). Other issues required a response to be submitted by the Department within 90 days (see Attachment S, 90-day Response-Action Plan). The Department, in conjunction with its delegate agency and community partners, has used the review findings as a catalyst for continued improvements to its Head Start program and services to children and families. Contra Costa County's Community Services Department operates 20 centers serving over 2000 children each year, and received national recognition in April 2004 from the National Head Start Association as a "Program of Excellence" for the quality of services provided. This distinction has been achieved by just 17 out 1,570 Head Start programs nationwide. In addition, the federal Head Start review team recognized CSD for its multiple collaborative partnerships and interagency agreements. LSD's corrective action plan includes steps to address ongoing overall compliance, and improved performance and program outcomes through revised procedures, training of personnel, policy addendums, and refined self-monitoring systems. These efforts are undertaken to ensure continued compliance with all federal rules and regulations. The Head Start Policy Council will review the 30-day and 90-day Response-Corrective Action Plans on July 21, 2004. The 90-day Response-Corrective Action plan is due to the Administration for Children and Families (ACF) by July 30, 2004.
