RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract on behalf of the County with Managed Health Network, Incorporated, in an amount not to exceed $62,791.20 to provide counseling services to Office of the Sheriff employees for the period of July 1, 2004 through June 30, 2005. II. FINANCIAL IMPACT: NONE. The cost of this contract is included in the Office of the Sheriff's budget. III. BACKGROUND: The Sheriff and others in the law enforcement field feel that stress counseling can reduce workers' compensation and disability retirement claims. For seventeen years, the Office of the Sheriff has contracted to provide emergency psychological counseling to all employees. All other major law enforcement agencies have similar contracts. This program has become an essential part of the overall employee assistance package and many employees have received significant help in their personal and professional lives by utilizing the available services. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to execute an contract on behalf of the County with Los Angeles County for the transportation of inmates for the period of July 1, 2004 through June 30, 2009. The cost of this service is $.55 per mile plus $5.17 per meal for the first year of the contract. An additional charge of$55.35 per hour may be added to the regularly computed service charge if there is significant deputy sheriffs time spent in booking or picking up the prisoners. II. FINANCIAL IMPACT: There were no costs incurred during the previous contract period. Funds for inmate transpor- tation are included in the Office of the Sheriffs budget. Ill. BACKGROUND: Contra Costa County has contracted with the County of Los Angeles for over fifteen years to provide inmate transportation along the Interstate 5 corridor. Los Angeles County operates an inmate bus system which serves correctional facilities along that route at a cost savings to participating jurisdictions. The Los Angeles County Auditor calculates the actual cost of transportation and inmate meals charged. IV. CONSEQUENCE OF NEGATIVE ACTION: If the Office of the Sheriff were required to transport these inmates, the cost would be significantly higher, and would include both personnel and vehicle expense. Fokkema in an amount not to exceed $46,924 to continue to provide administrative services and support for The Zero Tolerance for Domestic Violence initiative and Code Compliance and Abandoned Vehicle Abatement Activities for the period of July 1, 2004 through June 30, 2005. FISCAL IMPACT: Budgeted: No Net County Cost. 55% funded through the Zero Tolerance Trust Fund and 45% from Code Compliance &Abandoned Vehicle Abatement Revenues. REASONS FOR RECOMMENDATIONS/BACKGROUND: Zero Tolerance for Domestic Violence is a multi-jurisdictional initiative designed to reduce domestic/family violence and elder abuse in Contra Costa County by breaking the generational, traumatic and progressive cycle of violence. This contract will allow for continuance of administrative support for this initiative. Soares in an amount not to exceed $100,000 to provide employee benefits consulting services during the period of July 1, 2004—June 30, 2005. BACKGROUND Jean F. Soares retired in 2003 after over 33 years of experience working in the Employee Benefits Services Unit of the Human Resources Department. We are currently contracting with Ms. Soares to provide benefits consulting services and have requested that she remain on contract through next fiscal year. The execution of this contract is important to ensure the continued efficient administration of the County's Benefit Programs. Attempts to recruit for the Assistant Director of Human Resources, of which Ms. Soares' position is a direct report, have been unsuccessful. Additionally, we are in the first phase of implementation of the new web-based PeopleSoft 8.8 version, commencing preparation for open enrollment, are negotiating the 2405 health/dental care rates with our carriers, and are implementing a retiree conversion program in our personnel payroll system. Ms. Soares' expertise is essential to the completion of these projects. Ms. Soares' historical perspective and in-depth knowledge in the benefits arena will also be a key factor in the training and mentoring of a new Employee Benefits Manager as well as orienting the new Assistant Director of Human Resources once hired. We intend to recruit for Ms. Soares' position during this fiscal year. FISCAL IMPACT The Human Resources Department has budgeted monies for the execution of this contract.
