SUBJECT: Approval of Interagency Agreement#74-193-2 with Mount Diablo Unified School District
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION{S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County,Interagency Agreement#74.193-2 with Mount Diablo Unified School District,
in an amount not to exceed $190,000, to provide wraparound services for Seriously Emotionally
Disturbed{SEI))children and their families for the period from July 1, 2004 through June 30, 2005.
This Contract includes a six-month automatic extension in an amount not to exceed$95,000,through
December 31,2005.
FISCAL IMPACT:
This Agreement is funded 50%by Federal Medi-Cal Funds, 47% by State EPSDT funds, and 3%by
Mental.Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and.Nurturing"; and"Communities
that are Safe and Provide a High Quality of Life for Children and Families". Expected program
outcomes include an increase in positive social and emotional development as measured by the
Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Agreement meets the social needs of County's population in that it provides child-family team
facilitators and other wraparound services to families of children with serious emotional and
behavioral disturbances; facilitates multi-agency collaborative service delivery; and minimizes the
need for crisis services and involvement with the Juvenile Justice System.
On August 12, 2003, the Board of Supervisors approved Contract #74-193-1 with Mount Diablo
Unified School District, for the period from July 1, 2003 through June 30, 2004 for the provision
of wraparound services for Seriously Emotionally Disturbed(SED) children and their families.
Approval of Interagency Agreement #74-193-2 will allow Agency to continue providing services
through June 30,2005.

Approve and authorize the Health Services Director, or his designee
(Randy Sawyer) to execute on behalf of the County, Contract
Amendment Agreement #22-379-10, with Community Alert Network, Inc. ,
to amend Contract #22-379-5 (as amended by Contract Amendment
.Agreements #22-379-6, #22-379.7, #22-379-8, and #22-379-9) ,
effective June 30, 2004, to increase the Contract Payment Limit by
$40, 000, from $569, 325 to a new total payment limit of $609, 313, and
to extend the term of the Contract through December 31, 2004 .
FISCAL IWACT:
This Contract is included in the Health Services Department ' s
Budget, and the cost of the service is offset by the fees County
charges to businesses for the handling of hazardous materials.
BACKGROUND/REASON(S) FOR RECOMMENDA'I ION(S) :
On December 1, 1998, the Board of Supervisors approved Contract
#22-379-5 (as amended by Contract Amendment Agreements #22-379-6
#22-379-7, #22--379-8, and #22--379--9) with Community Alert Network,
Inc. , for the period from. January 1, 1999 through June 30, 2004, for
the provision of emergency community notification services .
Approval of Contract Amendment Agreement # 2-379-10 will allow the
Contractor to provide additional emergency community notification
services through December 31, 2004 .

Approve and authorize the Health Services Director or his designee (Haven
Fearn) , to execute on behalf of the County, Contract Amendment Agreement
#24-429-33, with Ujima Family Recovery Services, a non -profit corporation,
effective July 1, 2003, to modify the rate in the Payment Provision to
reflect the intent of the parties, with no change in the original Payment
Limit of $1, 335, 666 or term of the Contract through June 30, 2004 with a
six-month automatic extension through December 31, 2004 .

On December 16, 2003, the Board of Supervisors approved Contract #24-429--32
with Ujima Family Recovery Services, for the period from July 1, 2003 through
June 30, 2004 (with a Six-month automatic extension through December 31,
2004) to provide perinatal substance abuse treatment services, including
intensive day treatment, residential recovery program and transitional
housing
Due to a mutual mistake of the parties, the Contract did not accurately
reflect the intent of the parties . The negotiated cost per unit of services
Should read $114.45 in the Payment Provisions Subparagraph 1.d, 3, instead of
$110 . 59 and the units of services Set forth in Services Plan, paragraph 6.
(Number of Services Units) are hereby decreased to read 4024 instead of
4, 164 . Both parties miscalculated the number of services units, which was
too high for the program' s capacity. Approval of this Amendment #24-429-33
will reform the Contract to reflect the intent of the parties and allow the
Contractor to continue to providing services with no interruptions .

#26-327-11 with On Assignment, (dba Healthcare Financial Staffing) ,
a corporation, in an amount not to exceed $950, 000, to provide
temporary admitting, registration, billing, and collection
professionals, for the period from June 1, 2004 through May 31,
2005 .
FISCAL IMPACT:
Funding for this contract is included in the Health Services
Department Enterprise I budget .
BACKGROUND/REASON(S) FOR RECON UMATION(S) :
The County has contracted for many years with registries to provide
temporary help services to assist Contra Costa Regional Medical
Center and Health Clinics during peak loads, temporary absences, and
emergency situations . For example, given the uncertainty of the
duration of Worker' s compensation/leaves of absence, the use of
registries allows the Department to obtain temporary registry help
on short notice, and only until the employee is able to return to
work. Other usage is to cover nights and weekend shifts in
Admissions, which have historically been difficult to fill on a
permanent basis, although efforts continue.
On June 3, 2003, the Board of Supervisors approved Contract
#26-°327-10, with Assignment Ready, Inc. (dba Healthcare Financial
Staffing) now known as On Assignment (dba Healthcare Financial
Staffing) , for the period from June 1, 2003 through May 31, 2004,
for the provision of temporary admitting, billing, and collection
professionals to provide coverage at Contra Costa Regional Medical
Center and Health Centers .
Approval of Contract 426-327 -11 will allow the Contractor to
continue providing temporary help services, on an as-needed basis,
through May 31, 2005.
