SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECQMMENDATIONfS1: Approve and authorize the Health Services Director, or his designee (Haven Feam) to execute on behalf of the County, Contract #24-443-21 with Adolescent Treatment Centers, Inc., a non-profit corporation, in an amount not to exceed $106,097, to provide Alcohol and Drug Program. Services for the period from July 1, 2004 through June 30,2005. FISCAL EMPACWT: This Contract is funded 100%by Federal Adolescent Treatment Funds and SAPT Block Grant. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing"and"Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education, rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUND/REASON(S)FOR RECtlM1V1[ENDATIONN: This Contract meets the social needs of County's population in that it provides a specialized Substance Abuse Treatment (SAT) program so that addicted youth are provided an opportunity to recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families and communities as productive individuals. On October 7, 2003, the Board of Supervisors approved Novation Contract #24--443 -20 with Adolescent Treatment Centers, Inc., for the period from July 1, 2003 through June 30, 2004 for the provision of Adolescent Residential Chemical Dependency Treatment Program at its Thunder Road facility in Oakland. Inc. , (dba California Psychiatric Transition) , for the period from July 1, 2003 through June 30, 2004, to provide residential care and mental health services, medication support, individual and group therapy services to County-referred adults at Contractor' s treatment facility. Approval of Contract #74- 143-6 will allow the Contractor to continue providing services through June 30, 2005. This Contract includes a six-month automatic extension through December 31, 2005, in an amount not to exceed $87, 600. FISCAL IMPACT: This Contract is 50% funded by Federal Medi-Cal and 50% by State EPSDT funds. Contractor will bill Medi-Cal through the current County system under the Rehabilitation Option for all eligible services, and the Federal Financial Participation will accrue to the County. Approval of Contract #74-070-5 will allow the Contractor to continue providing services through June 30, 2005. FISCAL IMPACT: There is no County General Fund impact. Subsidy payments are funded under CSA EM-1 (100% Measure H) BACKGROUND/REASON(S)FOR RECOMMENDATION(n: This Contract with the City of El Cerrito is for the first responder fire paramedic services provided by the El Cerrito Fire Department within the City of El Cerrito and the Kensington Fire Protection District. This paramedic engine program has been developed as a joint effort by El Cerrito Fire Department (which provides fire service to the Kensington Fire Protection District), American Medical Response (AMR), and the Contra Costa EMS Agency to provide a rapid paramedic response in the Kensington area, including portions of the El Cerrito hills. The incremental annual cost of providing an engine-based paramedic program at the Kensington fire station is approximately $30,000. AMR has agreed to provide $30,000 annual funding for this program through subsidy reductions. In return, calls to the Kensington area are excluded from the 10-minute, 95% response time standard, which AMR must meet in the urban portions of West and East County, however, the Contractor is required to meet AMR's 20-minute, 95% response time standard in effect for rural areas of the County. Approval of Contract #23-299-3 will allow the Contractor to continue providing services through June 30, 2005, coinciding with the AMR Contract Extensions approved by the Board of Supervisors on May 18, 2004. These extensions will allow time for the development of a plan for integrating fire paramedic first responder services in those areas where emergency ambulance services are currently provided by private ambulance. FISCAL IMPACT Funding for this contract is included in the Department' s Enterprise I Budget. REASONS FOR RECOM NDATIONS/BACKGROUND: On December 18, 2001, the Board of Supervisors approved Contract #26- 360-3 (as amended by Contract Amendment Agreements #26-360-4 and #26- 360-5) with DELIVEREX, for the period from November 1, 2001 through October 31, 2004, to provide off-site medical records storage and retrieval services for Contra Costa Regional Medical Center (CCRMC) and various Divisions within the Health Services Department. Approval of Contract Amendment Agreement #26-360-6 will allow the Contractor to provide additional services through October 31, 2004, as requested by the Department, due to a continuous increase in utilization during the term of the agreement, which was actually higher than originally anticipated.
