SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION IRECONIMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract#74-106--4 with Adolescent Treatment Centers, Inc., a non-profit corporation, in an amount not to exceed $250,000, to provide intensive day treatment and mental health services for Seriously Emotionally Disturbed (SED) dually-diagnosed adolescents at its Thunder Read Facility for the period from July 1, 2004 through June 30, 2045. This Contract includes a six-month automatic extension through December 31, 2005 in an amount not to exceed $125,000. FISCAL IMPACT: This Contract is funded 50%by Federal Medi-Cal Revenue(FFP)and 50°/o by State EPSDT funds. CHILDREN'S IMPACT STATEMENT: This EPSDT Program will support the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable,and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and Youth Self Report(Y SR). BACKGROUND/REASON(S)FOR RECOMMENDATION($): This Contract meets the social needs of County's papulation in that it provides intensive day treatment and mental health services to adolescents with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of- home ut-ofhome placements, Can July 8, 2003, the Board of Supervisors approved Contract#74-106-3 with Adolescent Treatment Centers, Inc. for the period from July 1, 2003 through June 30, 2004, for the provision of services at its Thunder Road Facility. On May 20, 2003, the Board of Supervisors approved Contract #74-063---3 with New Connections for the period from July 1,2003 through June 30,2004,for the provision of dual-diagnosis treatment services for Seriously Emotionally Disturbed(SED) adolescents. Approval of Contract #74-063--4 will allow the Contractor to continue providing services through June 30,2005. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and"Communities that are Safe and Provide a High(duality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol,tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides specialized substance abuse prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. On July g, 2003, the Board of Supervisors approved Contract #74-054-3 with Asian Pacific Psychological Services for the period from July 1, 2003 through June 30, 2004, for the provision of youth, family, and community drug abuse prevention and treatment services. Approval of Contract #74-054-4 will allow the Contractor to continue providing services through June 30, 2005. Due to the mutual mistake of the parties, the Board Order did not accurately reflect the correct business name of the Contractor. The Contractor's official business name should read St. John's Family Care Home, Inc., a Corporation instead of Lynda Walton (dba St.John's Board and Care Home) a self-employed individual.
