SUBJECT: Approval of Contract#24-259-42 with Center for Human Development
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION MMENDATION( :
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract #24-259--42 with Center for Human Development, a noon-profit
corporation, in an amount not to exceed $365,999, to provide Substance Abuse Primary Prevention
Program services for the period from July 1, 2004 through June 30,2005.
FISCAL IMPACT:
This Contract is funded 100%by Federal Prevention Set-Aside Allocation funds.
CHILDREN'S IMPACT STATEMENT:
This prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and
Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and
Families" community outcomes by providing individual, group, and family counseling; substance
abuse education; rehabilitation support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of alcohol,
tobacco and other drugs; increased use of community-based resources; and increased school and
community support for youth and parents in recovery.
BACKGROUND/REASON(S)FOR RECQMMENDATION(S):
This Contract meets the social needs of County's population in that it provides specialized substance
abuse prevention programs so that youth are provided an opportunity to prevent or recover from the
effects of alcohol or other drug use,become self sufficient, and return to their families as productive
individuals.
4n July 15, 2003, the Board of Supervisors approved Contract #24-259-41 with Center for Human
Development for the period from July 1, 2003 through June 30, 2004, for the provision of substance
abuse primary prevention services.
Approval of Contract #24259-42 will allow the Contractor to continue providing services through
June 30,2005.

RECOMMENDATIgNIS
Approve and authorize the Health Services Director, or his designee (Haven Pearn) to execute on behalf of the
County, Novation Contract #24--243-38 with REACH Project, Inc., a non-profit corporation, in an amount not to
exceed $446,556, to provide drug abuse prevention and treatment services for the period from July 1, 2004
through June 30,2005.
FISCAL IMPACT:
This Contract is funded 100% by Federal SAPT and Prevention Set-Aside funds.
CHILDREN'S RgPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors' "Families
that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a Hugh Quality of Life for
Children and .Families" community outcomes by providing individual, group, and family counseling; substance
abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes
include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and ether drugs;
increased use of community-based resources; and increased school and community support for youth and parents
in recovery.

Can August 5, 2003, the Board of Supervisors approved Contract #24-243-37 with REACH Project, Inc., for the
period from July 1, 2003 through June 30, 2004 (which included six-month automatic extensions through
December 31, 2.004), for the provision of drug abuse prevention and treatment services at Contractor's facilities
throughout East County.
Approval of Novation Contract #24-243--38 will replace the six-month automatic extension under the prier
Contract and allow the Contractor to continue providing services through June 30, 2005.

and education, and outpatient mental health services in West County for the period from July 1,
2004 through June 30, 2005. This Contract includes a six-month automatic extension through
December 31, 2005,in an amount not to exceed$129,231.

Administration(SAMHSA), and 48.3%by Mental Health Realignment.
BACKGROUND/REASON(S) FooCOMMENDATIggjS :
On December 9, 2003, the Board of Supervisors approved :Novation Contract 424-213-39 with
Desarrollo Familiar,Inc., for the period from July 1, 2003 through June 30, 2004,(which included a
six-month automatic extension through December 31, 20104) for the provision of information and
referral, consultation and education, and outpatient mental health services for West County
(Familias Unidas Counseling Center).
Approval of Novation Contract #24-213--40 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30,2005.

RECOMMENDATION($).
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract#74-200--1 with We Care Society, Inc., (dba Barbara Milliff Center),
a non-profit corporation, in an amount not to exceed $333,333, to provide Wrap-Around, Day
Treatment, and Mental Health services for high risk, emotionally disturbed children under the age of
six,for the period from July 1,2004 through June 30,2005.
FISCAL IMPACT:
This Contract is 25% funded by Federal Medi-Cal, 25% funded by State Early and Periodic,
Screening,Diagnostic and Treatment(EPSDT)Program, and 50%funded by Prep 10 Commission.
CHILDREN'S IMPACT STATEMENT:
This EPDT program supports the following Board of Supervisors' community outcomes:
,,Children Ready For and Succeeding in School"; t,Families that are Safe, Stable, and Nurturing",
and ,Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include an increase in positive social and emotional development as
measured by the Child and Adolescent Functional Assessment Scale (CAFAS)-and placement at
discharge to a lower level of care.
BACKGROUND/REASON S FOR RECOM[WNIIA"I`ION S :
This Contract meets the social needs of County's population in that it provides Wrap-Around and
program for preschoolers with measurable delays in interpersonal, social/emotional, language and
cognitive development or children who are at risk for such delays, including abused,
developmentally delayed, emotionally disturbed and environmentally deprived children who do not
meet the criteria for any categorical funding source for services.
On March 25, 2003, the Board of Supervisors approved Contract #74-200 with We Care Society,
Inc., (dba Barbara Milliff Center) for the period from April 1, 2003 through June 30, 2404, for the
provision of Mental Health services for high risk,emotionally disturbed children.
Approval of Contract #74-240-1 will allow the Contractor to continue providing services through
June 34,2005.

amount not to exceed $179,999, to provide drug abuse prevention services in Bay Point, Concord,
and Richmond clinics, for the period from July 1,2444 through June 30,2005.

This Contract is funded 77.8%by Federal SAPT Funds and 22.2%by State Prop 10 funds.

On August 12, 2403, the Board of Supervisors approved Contract #74-184--2 with Family Stress
Center for the period from July 1, 2443 through June 34, 2444, for the provision of drug abuse
prevention services.
Approval of Contract #74--180--3 will allow the Contractor to continue providing services through
June 30,2445.
