FISCAL IMPACT: This Contract is funded 100% by Federal McKinney-Vento Funds, through a Housing and Urban Development(HUD) Supportive Housing Program Grant. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcome: "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include access to support and educational services for children in homeless families. BACKOROUND/R.EASON(S3 FOR RECOMMENDATIONN(S): This Contract meets the social needs of County's population in that it provides permanent supportive housing and case management services for families with special needs. Families residing in the apartments will receive case management services to help them access job training and mainstream health and human services and to obtain long-term permanent housing. On September 9, 2043, the Board of Supervisors approved Contract #25-056 with Garden Park Apartments Community for the period from July 15, 2003 through June 30, 2004, to renovate a 28-unit apartment building and provide permanent housing for homeless families. Approval of Contract #25-A056-1 will allow the Contractor to continue providing services through June 30, 2405. This Contract includes a six- month automatic extension through December 31, 2005, in an amount not to exceed$162,087. FISCAL IMPACT: This Contract is 50% funded by Federal Medi-Cal and 50% funded by State Early and Periodic, Screening,Diagnostic and Treatment(EPSDT)Program. CHILDREN'S IMPACT STATEMENT: This EPSDT Program supports the "Children ready for and succeeding in school", "Families that are safe,stable, and nurturing"; and"Communities that are safe and provide a high quality of life for children and families" Board of Supervisors' community outcomes. Expected program outcomes include an increase in positive social and emotional development as measured,by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decrease in out-of-home placements as measured by mental health and social services statistics. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides in-home and outpatient mental health services for Medi-Cal eligible children (and their families) who have been sexually molested or traumatized and are enrolled in the EPSDT Program. On July 15, 2004, the Board of Supervisors approved Novation Contract #24-932-7 with Community Violence Solutions for the period from July 1, 2003 through June 30, 2004, for the provision of EPSDT Program services. On July 15, 2003, the Board of Supervisors approved Contract #24-535-23 with Discovery Counseling Center of the San Ramon Valley,Inc., for the provision of drug abuse prevention service for the period from July 1, 2003 through June 30,2004. Approval of Contract #24-535--24 will allow the Contractor to continue providing services through June 30,2005.
