SUBJECT: CONTRACT AMENDMENT WITH EDAW, INC. FOR CONTINUING EIR CONTRACT

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Community Development Director, or his designee,to execute a contract
amendment with EDAW, Inc., effective July 20, 2004, to increase the contract limit by$12,125
to a new payment limit of$159,069 to provide continuing EIR services for the Humphrey
Property in Alamo, with no change in the term through Completion.
FISCAL IMPACT
The cost is covered by revenue received from application fees paid by the applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with EDAW,Inc. for this EIR work.
This contract amendment would allow the existing services, and additional services, to
complete the Final EIR. and increases the contract by$12,125 to a new total of$159,069.

RECOMMENDATION
AUTHORIZE the Community Development Director, or his designee, to execute a
contract with Hexagon Transportation Consultants, Inc. in the amount of$40,000 to
provide the transportation analysis of the Gale Ranch Phase 4 project for
consistency with applicable plans, procedures and agreements, from July 20, 2004
through December 31, 2004.
FISCAL IMPACT
The cost is covered by revenue received from application fees paid by developers
and applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has chosen Hexagon Transportation
Consultants and they will be performing a traffic impact analysis for Phase 4 of the
Gale Ranch Project in the Dougherty Valley Specific Plan area. The analysis will
help determine the application's compliance with applicable plans, procedures and
agreements.

Staff does not currently have an application for the project. The scope of work for the traffic
analysis is based on a pre-application consultation with the applicant. Staff is proceeding
with this contract at the applicant's request. If the application varies significantly from staffs
original understanding of the project the scope of work may be amended.
The funds to cover the cost of the study are on deposit. At the time the County receives and
reviews a complete application the consultant will be given authorization to proceed.
Consultation with affected jurisdictions will then take place as specified in the scope of work.
CONSEQUENCES OF NEGATIVE ACTION
Evaluation of the transportation impacts of the Gale Ranch 4 project cannot proceed without
the Board's authorization.

APPROVE and AUTHORIZE the Employment &Human Services Director, or designee, on behalf of the
Workforce Development Board, to EXECUTE a contract(#18-008-7)with Contra Costa County Office of
Education with a payment limit of$516,000 for countywide youth development services for the period July 1,
2004 through June 30, 2005.
FINANCIAL IMPACT-
$516,000: 100%Federal Workforce Investment Act funds. No County Costs.
BACKGROUND!
Contra.Costa County Office of Education(CCCOE)was selected following a competitive bid process (RFP
#1075)to provide comprehensive Workforce Investment Act(WIA)mandated youth development services to
eligible in-school youth aged 16 to 21. The services provided under this contract include outreach and
assessment, tutoring and other educational support services,job training, internships and employment
placements, occupational skills training, and other support services. The Workforce Development Board,
through its Youth Council,recently authorized renewal of this contract and the allocation of funds in the amount
of up to $516,000 for this purpose.
This Board Order will allow the Workforce Development Board to continue youth development services for in-
school youth provided by the County Office of Education. This contract will serve eligible youth from East
County, West County and Central County. ""14

Family Stress Center and Pittsburg Preschool and Community Council were selected last year through RFP
#1075, to provide Workforce Investment Act (WIA) services for out-of-school youth in Central and East County
respectively. Services provided by these agencies include vocational assessment,job and apprenticeship
placements, employment credentialing, career preparation services,job retention support, individualized
program planning and other supportive services. In June 2004, the WDB Youth Council approved an allocation
of up to $90,000 each for these two agencies to continue services for FY 2004-05. This Board Order will allow
the Employment and Human Services Department, on behalf of the WDB, to renew these contracts for FY
2004-05.
