NOES: ABSENT: ABSTAIN: SUBJECT: Reward: Disappearance & Death of Angela Bugay Pursuant to the authority granted by Government Code Section 53069.5, Contra Costa County hereby offers to pay not more than the total sum of $1, 000 to any private person(s) for information leading to the arrest and conviction of any person (s) for any felony connected with the disappearance and death of Angela Bugay in the Antioch area on or about November 19, 1983. L 372 S TO: BOARD OF SUPERVISORS FROM: Supervisor Tom Torlakson Contra Costa DATE: November 29, 1983 County SUBJECT: ANGELA BUGAY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION BACKGROUND: We all share the shock and anguish surrounding the death of little Angela Bugay, the five-year old girl who disappeared from an Antioch apartment complex a week ago. Her body was-found by the Sheriff's Search and Rescue Team last Saturday in a culvert barely three miles from her home. RECOMMENDED ACTION: The City of Antioch has posted a $1,000 reward for information leading to the arrest and conviction of the individual responsible. I recommend that the Board of Supervisors refer to staff the development of appropriate board order language and action to post a similar reward. The Board should also request that Paul Chrissy, Child Abuse Coordinator, develop a public education program utilizing the public media for widespread coverage to provide parents and teachers with appropriate advise and updated information on how to prepare young children to deal with situations involving strangers. Furthermore, I believe it would be appropriate to schedule some workshops and/or community meetings to share with parents the different methods of providing the right approach for instructing young children. Additionally, I feel the Board should formally commend the Sheriff Department's Search and Rescue Team for the careful and dedicated professional service they provided in this case.
