Authorize the Health Services Director to accept an Award, in the amount of $15, 000, from the Thomas J. Long Foundation for the period from June 10, 2004 through June 10, 2005 for the Bay Point Children' s Dental Exam Room Project. KISCU INTACT: Acceptance of this Award will result in $15, 000 from the Thomas J. Long Foundation for the Bay Paint Children' s Dental Exam Room Project. No County funds are required. BAC�RGFtO �1 REASON(S = RECO MAT IQN(s) : Since 1996, the Bay Point Family Health Center (the "Center") has provided medical and health prevention services to the community' s low-income, uninsured and undocumented residents. The Center services 1, 000 children and adults each month, pursuing its mission to improve the quality of life of area residents by providing health and community services through partnerships with County agencies and the community. Children of Contra Costa are identified and referred to the Center for restorative dental services. This is the only Ambulatory Dental Program that focuses solely on Children. The goal of the project is to enhance the dental health of low-income Contra Costa children by providing them with access to restorative dental services . This grant will be used to purchase dental equipment for two new dental exam rooms at Bay Point Family Health Center. County SUBJECT: Authorization to submit renewal application and "cou�'r Receive Funding from HUD Continuum of Care Homeless Assistance Fund to support the operations of the Garden Park Apartments Community (GPAC) Permanent Supportive Housing. Approve and Authorize the Director of Health Services Department or his designee to execute and transmit an application along with the necessary certifications and assurances to the Department of Housing and Urban Development (HUD) McKinney-Vento Continuum of Care Homeless Assistance funding to support the operations of a Garden Park Apartments Community permanent supportive housing facility in Pleasant Hill. B. Authorize the Director of Health Services Department or his designee, if awarded funding, to accept up to $224,870 in HUD McKinney-Vento funding and enter into contract with HUD to perform all responsibilities in relation to receipt of the funding and contracted provisions for operations of the GPAC facility. FISCAL IMPACT The $224,870 requested in HUD funding is necessary to operate the GPAC facility. The operation of this permanent housing program will provide 20 families with housing and help them exit the streets permanently. Garden Park Apartments Community, which sponsors this project, will provide the 20%match required by HUD. GPAC is a continuation project aimed at targeting homeless families from the County's emergency and transitional housing programs that have at least on parent disabled by mental illness, substance abuse, HIV/AIDS, or dual/multiple diagnoses. GPAC is designed to house 24 homeless Contra Costa families with an emphasis on families maintaining their perr�ianeint, safe, and affordable housing Maintaining and expanding permanent supportive housing is considered a high priority within the County's Continuum of Care strategy. Continuing services will be provided to ensure that the family is connected with services and other means of support that will sustain the family in independent housing. Knight, Director of Human Resources Caste DATE: July 20, 2004 �� f SUBJECT: Renewal of contract with Industrial Employers eILItand Distributors' Association SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve and Authorize the Director of Human Resources, or designee, to execute a renewal contract with Industrial Employers and Distributors' Association (1.E.D.A), with a payment limit not to exceed $168,000 to provide labor relations services during the period July 1, 2004 through June 30, 2005. FISCAL IMPACT There is an increase of six thousand dollars (3.72%) in cost associated with the renewal of this contract through June 30, 2005. BACKGROUND: IEDA has had a long-standing relationship with the County and employee organizations that represent employees of the County. IEDA has represented the County in labor relations matters since 1973 and has long-term knowledge of the inter-workings of the County and its departments. CONSEQUENCES OF NEGATIVE ACTION Failure to renew this contract will detrimentally affect County labor relations and the continuity of services. FISCAL IMPACT: County funds are budgeted within the Probation Department's Care of Court Wards budget for placement of Court Wards by order of the Juvenile Court. BACKGROUND: Del Norte County operates the Bar-O Boys Ranch under the provisions of Article 24 of Chapter 2 of Part 1 of Division 2 of the Welfare and Institutions Code of the State of California. The camp has 42 beds which exceed their needs and they make beds available to other counties under the provisions of Section 888 WIC. Section 755 WIC allows the Juvenile Court to permit a ward's placement out of county under the supervision of the Probation Officer of that county. Contra Costa County has had agreements with Del Norte County for these placements since 1994 and several minors not suitable for placement at the Orin Allen Youth Rehabilitation Facility have successfully completed programs at Bar-O Ranch. Probation currently has two minors in placement at the facility. Failure to approve this contract will result in placement of certain youth in more expensive facilities,reduce the number of placement opportunities for the Juvenile Court, and require longer periods of detention at Juvenile Hall. FISCAL IMPACT Reimburse of abatement costs will be recovered from the property owner. If property owner fails to pay upon request, a lien will be placed on the property (C.C.C. Ordinance Code§ 14-6.426),which will constitute a special assessment against the above referenced property(C.C.0 Ordinance Code§14-6.432), and will be collected in the same manner as County taxes (C.C.C. Ordinance Code §14-6.436). BACKGROUNDIREASONS FOR RECOMMENDATIONS On July 24,2003, the Building Inspection Department declared the property at 711 Pacific Avenue in Bay Point a public nuisance and posted a Notice and Order to Abate C.C.C. Ordinance § 14-6.410. The property owner did not appeal. On August 21, 2003, the Building Inspection Department solicited bids from twenty-four(24)contractors to perform the abatement and received bids from three (3) contractors. Soil Enterprise was the lowest responsible bidder. Soils Enterprise has sent a later indicating they are unable to perform the work of the abatement due to over scheduling. The next lowest responsible bidder was Delta Scrap & Salvage a local business.
