("California"), having submitted the lowest responsive and responsible bid,which is $36,953.55 less than the next lowest bid; and The Director of Public Works recommending that the bid submitted by California is the lowest responsive and responsible bid, and this Board concurring and so finding; NOW,THEREFORE, the Board finds, determines and orders as follows: The Board APPROVES the plans and specifications for the project; and The Board ORDERS that the contract for the furnishing of labor and materials for said work is awarded to California at the listed amount and at the unit prices submitted in said bid, and that said contractor shall present two good and sufficient surety bonds as indicated above, and that the Director of Public Works shall prepare the contract therefor; and The Board FURTHER ORDERS that after the contractor has signed the contract and returned it, together with the bonds as noted above and any required certificates of insurance or other required documents, and the Director of Public Works has reviewed and found them to be sufficient, the Director of Public Works is authorized to sign the contract for this Board; and The Board FURTHER ORDERS that in accordance with the project specifications and/or upon signature of the contract by the Director of Public Works, any bid bonds posted by the bidders are to be exonerated and any checks or cash submitted for security shall be returned; and The Board FURTHER ORDERS that the Director of Public Works or his designee is authorized to sign any escrow agreements prepared for this project to permit the direct payment of retentions into escrow or the substitution of securities for moneys withheld by the County to ensure performance under the contract, pursuant to Public Contract Code Section 223030; and Pursuant to Public Contract Code Section 4114, the Board DELEGATES its functions under Public Contract Code Sections 41037 and 4110 to the Director of Public Works or his designee; and SUBJECT: AWARD OF CONTRACT FOR VASCO ROAD SLURRY SEAL PROJECT, BYRON AREA. ADOPT Resolution approving the conveyance of property to the Town of Danville for road purposes. B. DETERMINE property to be no longer necessary for County purposes. C. APPROVE and AUTHORIZE the conveyance of said property to the Town of Danville, pursuant to Government Code § 25526.5. D. Reasons for Recommendations and Background: The County acquired certain real property on February 28, 1974 for the extension of Railroad Avenue and off- street parking purposes. The improvements were completed and subsequently maintained by the Town of Danville after its incorporation in 1982. Title to the property was not transferred as part of the incorporation, and the Town of Danville has now requested that we clear the title issues. IV. Consequences of Negative Action: The County would own and have liability f rope that is a Town of Danville roadway. The Contra Costa Board of Supervisors RESOLVES that: On the basis of an engineering and traffic survey and recommendations thereon by the County Public Works Department's Traffic Engineering Division and pursuant to County Ordinance Code Sections 46-2.002—46-2.012, the following traffic regulation is established (and other action taken as indicated): Pursuant to Section 22358 of the California Vehicle Code, no vehicle shall travel in excess of the following speeds, on the following lengths of Blackhawk Road. 35 mile per hour from the Danville town limits southerly to the intersection of Cameron Court; 40 miles per hour beginning at the intersection of Cameron Court and extending easterly then southerly to the intersection of Blackhawk Drive; 45 miles per hour beginning at the intersection of Blackhawk Drive and extending southerly to the intersection of Silver Maple Drive; and 35 miles per hour beginning from the intersection of Silver Maple Drive and extending southerly to the intersection of Camino Tassajara (Road No. 4721C).
