RECOMMENDED ACTION: ACCEPT notification from the National Association of Housing and Redevelopment Officials that the Housing Authority's CASE program was named as one of just 22 programs nationally that will receive an Award of'Excellence. This collaborative program provides pre-apprenticeship training, on the job experience, and access to the Fainters Union apprenticeship program. Il. FINANCIAL IMPACT: Mone. Ill, REASONS FOR RECMV MEN©ATIONIBAC€ GROUND The Comprehensive Apprenticeship Self-Sufficiency and Entrepreneurship (CASE) program is a public/private partnership providing ladders to career success in the painting industry for public housing residents. The Contra Costa Housing Authority collaborated with Cypress Mandela/WIST and Painters and Tapers Union to establish this program for public housing residents interested in careers in the painting industry. Candidates received pre-apprenticeship training to establish job readiness, including work norms, physical capacity, improving self-knowledge, and being drug free. As required under the terms of the contract established by the Housing Authority, a local painting contractor working on a painting project of a public housing development was required to hire pre-apprenticeship graduates as painter trainees. Upon completion of this work assignment, successful trainees were then guaranteed acceptance into the union's apprenticeship program,job placement, and, ultimately, a career in the painting industry. Under this program the Fainters and gapers Union agreed to accept those who graduated from the CASE program into their apprenticeship program. Eleven public housing resident graduates were accepted into the Fainters Union apprenticeship program and were guaranteed a starting wage of$13.63 and hour. lV. CONSEQUENCES OF NEGATIVE ACTION: None. The Awards of Excellence A411 be presented during the NAHRO :stational Conference in Dallas,Th,at the General Session on'1`uesday,October 21,starting at 3:00 pm. A special section in the front of the room will be reserved for Award recipients. A conference promotion brochure is enclosed for your information. Even though there are only a total of 22 Award of Excellence winners, there will not be time for you to say anything in accepting your award. The presentation will include a Power Point presentation,which will include photos of your program. The specifics of what we need from you to put it together are included in the letter, Before the Dallas Conference, a formal notification will be sent to your local media. That should give them time to ask you any questions they have before you leave for the conference. We will send you a copy of the news release. News releases will also be sent to the national media, the housing and community development press,and to your members of Congress. 'There are several items that require yoti irnn)ediate attention. All requested information is needed no later than September 8, 2(X}3. (1) Please fill out the Award Winner Attendance horny to indicate who will accept the award at the awards ceremony. (The names of up to three persons will be included in the presentation.) Also let me know of any other staff,cotninissioners or spouses who will be attending the ceremony so that I will know how much space to reserve at the breakfast table. You may submit either glossies or e-pictures that have a resolution of at least 300 DPI and 5"x7"in size. Preferred format are tiff or jpeg. If the file size is greater than 4 mb, please send on a dish. Identify all pictures by the name of the authority and the award. All photographs submitted become the property of NALIRO. These photographs are needed by September 8th. We also would life a copy of your agency logo in a similar format. (3) Include a set of labels for your local media to whore we should send the press release. (4) If you did not prepare a display board for the Tampa Conference, you may do so for the Dallas Conference. (Please contact Tawanna Barnes--Jackson for the display hoard criteria, if you no longer have it.) You may pick up any displays after the National Conference, or we will send them back to you upon our return from Dallas. (5) Other award winners have asked about the availability of duplicate plaques for architects, developers, commissioners, additional locations, etc. You may purchase additional copies of the mounted certificates for$30, (you have a choice whether or not they say Merit or Excellence)or the grass ones like the one you will receive in Dallas for$75 Use the enclosed form (if you order the brass plaques they will be seat to you after the Dallas conference).
