RECOMMENDATION: APPROVE and AUTHORIZE the Purchasing Agent, or designee, to issue a purchase order amendment for Serpa Trucking of Martinez, CA effective September 23, 2003, to increase the payment limit by $27,586.80 to a new payment limit of$243,586.80 (from $216,000). FISCAL IMPACT: Local Road funds in the amount of$243,586.80 are available for this planned activity. REASONS FOR RECOMMENDATION AND BACKGROUND: It is necessary to increase trucking hours from 3,000 to 3,383.15 for transporting materials from a quarry in Jamestown, California for truck transport services required for the 2003 Chip Seal Program. The placement of rock chip seal to resurface County roads is a long established preventative maintenance practice. It is not economical for the Public Works Department to own and operate the number of trucks necessary to support the Chip Seal Program. Trucking service has historically been procured from outside vendors. IV. CONSEQUENCES OF NEGATIVE ACTION: The Chip Seal Program cannot reimburse the vendor for trucking services. The Contra Costa County Board of Supervisors RESOLVES that. On the basis of an engineering and traffic survey and recommendations thereon by the County Public Warks Department's Traffic Engineering Division and pursuant to County Ordinance Code Sections 46-2.002 - 46-2.012, this Board hereby determines that the present speed limit established on the below-described road, a street within the criteria of Vehicle Code Section 22358 is more than reasonable and safe, and hereby determines and declares that the following speed limit is most appropriate, reasonable, and safe prima facie speed limit there: Pursuant to Section 22358 of the California Vehicle Code, no vehicle shall travel in excess of 35 miles per hour on that portion of Fish Ranch Road (Road No. 2231), Orinda area, beginning at the intersection of Old Tunnel Road and extending northerly to the intersection of Grizzly Peak Boulevard/Claremont Avenue.
