SUBJECT: Approve Plans and Specifications for
Headstart Complex at MontaraBay
Community Center, 2250 Tara Hills Drive,
Pinole for the Community Services
Department

WHEREAS plans and specifications for Headstart Complex at MontaraBay Community
Center, 2250 Tara Hills Drive, Pinole for the Community Services Department, have been filed
with the Board this day by the Director of General Services; and
WHEREAS plans and specifications were prepared by Muller&Caulfield Architects; and
WHEREAS the cost estimate for the initial construction contract is $363,900; and
WHEREAS the Board has obtained the general prevailing rates of wages, which shall be
the minimum rates paid on this project; and
WHEREAS the Board hereby DETERMINES that the project is a California
Environmental Quality Act (CEQA) Class 3 Categorical Exemption; DIRECTS the Director of
Community Development, or designee, to file a Notice of Exemption with the County Clerk; and
DIRECTS the Director of General Services, or designee, to arrange for payment of the $25.00
handling fee to the County Clerk for filing the Notice of Exemption and a$25.00 handling fee to
Community Development for administration processing costs.
IT IS BY THE BOARD ORDERED that said plans and specifications are hereby
APPROVED.
IT IS FURTHER ORDERED that, pursuant to Section 1108-3.210 of the County
Ordinance Code, the Board elects to use for this project the alternative bidding procedures of
Public Contract Code Sections 20120-20145. Bids for this work will be received on October 9,
2003 at 2:00 p.m., and the Clerk of this Board is directed to publish a Notice to Contractors in
accordance with Section 20125 of the Public Contract Code, inviting bids for said work, said
Notice to be published in CONTRA COSTA TIMES
IT IS FURTHER ORDERED that this project is exempt from the requirements of
County's Outreach Program.
IT IS FURTHER ORDERED that the Director of General Services, or designee, is
AUTHORIZED to issue bid Addenda, as needed, for clarification of the contract bid
documents, provided the involved changes do not significantly increase the cost estimate for the
initial construction contract.

SUBJECT: REQUEST TO WAIVE OUTREACH PROGRAM REQUIREMENTS FOR
THE HEADSTART COMPLEX AT MONTARABAY COMMUNITY
CENTER, 2250 TARA HILLS DRIVE, PINOLE FOR THE COMMUNITY
SERVICES DEPARTMENT
The County's Outreach Program applies to County-funded construction projects of$50,000 and
greater. General Services is recommending that the requirements of the County's Outreach
Program be waived for the Headstart Complex at MontaraBay Community Center, 2250 Tara
Hills Drive, in Pinole. The estimated construction cost for this project is $363,900.
The Federal Department of Health and Human Services is requiring that construction of the
project be completed by December 31, 2003. In order to comply with this requirement, the
bidding process and schedule need to be accelerated. Therefore, General Services is
recommending an abbreviated bid period based on applicable alternative bidding procedures of
the Public Contract Code and waiver of the County's Outreach Program requirements for this
project.
